Problems/Comments
On November 20, 2009, crude oil-contaminated soil was discovered during a construction project beneath the pipe headers at the West Metering Building at the Valdez Marine Terminal. An immediate response was conducted and additional effort is planned for 2010. This is believed to be a historic release.

In July and August of 2010, about 238 cubic yards of contaminated soil was removed. Extent of excavation was limited by bedrock. One confirmation sample exceeded ADEC most conservative criteria. Benzene was found at 0.148 mg/kg. Aquazyme was added to the excavation before it was backfilled. Prior to excavation, test pits were advanced to determine the extent of contamination and to further characterize the site. There were data quality issues with benzo(a)pyrene and anthracene, however a request for additional information from the laboratory showed that MS/MSD non-client samples had acceptable recoveries for these compounds. Also, downgradient surface water monitoring has not detected these compounds (groundwater daylights repeatedly as surface water before leaving the VMT). Also, methylene chloride was reported by the laboratory in some test pit samples as above the DL but below the LOQ and therefore was J flagged as an estimated result. The laboratory is currently not able to meet our cleanup levels and these results are above cleanup levels but not likely to really be COPCs. These factors in combination with the fact that the confirmation samples were also mostly non-detect, some present at very low levels and only one above the most conservative criteria for benzene only - leads me to conclude that this site may still be a candidate for a CC with ICs. | Keather McLoone |
