Problems/Comments
In August of 2006, apporoximately 200 cubic yards of diesel contaminated soil was excavated from Lot 2 Block 4, USS 2676 Moose Pass Townsite, in Moose Pass from a release of diesel fuel from an above ground home heating fuel tank, and later transported to this location and placed in a lined and covered soil storage cell. In November of 2006, an additional 80 to 90 cubic yards of contaminated soil was excavated and removed from the site located in Moose Pass, and of this quantity of soil approximately 15 cubic yards was removed from the adjacent property (Lot 1). This additional soil was also transported and added to the existing soil storage cell. Soil samples taken of the storage cell detected diesel range organics (DRO) concentrations of 913 to 4,330 milligrams per kilogram (mg/kg) on August 11, 2006.

6/26/2013 | Document, Report, or Work plan Review - other | Paul Horwath conditionally approved the June 12, 2013, Contaminated Soil Stockpile Sampling Work Plan (prepared for James Hetrick by consultant Arne Tikka) with the condition if groundwater samples are collected, they shall also be analyzed for BTEX, using test method 8021B in addition to diesel range organics (DRO) by AK102. | Alyce Hughey |
8/9/2013 | Site Characterization Report Approved | Reviewed the Contaminated Soil Stockpile Sampling Report and Request to Land Spread Soils, dated July 30, 2013, prepared by Alaska Consulting and Environmental Engineering. On June 30, 2013 the stockpile (estimated 300 to 350 cubic yards) was sampled in eight (8) locations and two test holes were dug to the water table. Four samples with the highest vapor readings (S4, S5, S6 and S8) were taken for analyses DRO/RRO. Sample S6 was also analyzed for GRO/BTEX because it had the highest PID reading. Soil sample results detected DRO at 551 and 602 mg/kg at depths of 27-inches and 28-inches respectively within the stockpiled soils. The two test holes (TH-1 and TH-2) were excavated off the stockpile, southeast and southwest corners to the water table. No hydrocarbon odors were observed and PID samples taken at the water table interface revealed PID of 0.0 ppm. TH-1 was excavated to a depth of 44-inches and TH-2 was excavated to a depth of 55-inches. | Alyce Hughey |
8/23/2013 | Cleanup Plan Approved | Conditional approval issued to landspread the soils on Lot 3, Block 2, Marathon View 2 Subdivision, with the condition that the landspreading work be inspected sufficiently to provide ADEC a written and signed report, documenting that the work was completed in accordance with methods proposed. | Paul Horwath |
9/12/2013 | Exposure Tracking Model Ranking | A new updated ranking with ETM has been completed for source area 78937 Soil Storage Cell - Landfarm. | Alyce Hughey |
10/2/2013 | Update or Other Action | On September 27, 2013 the upper 12 to 18 inches of the stockpile was mixed and land spread over the adjacent driveway and gravel pad in the northeast and north-central portion of the property over 100 feet from the existing onsite water well. The remaining underlying soils were mixed and land spread over the existing stockpile area. No odors or sheen were noticed within the soils at the time of land spreading. | Alyce Hughey |
10/2/2013 | Final Cleanup Report Reviewed | Reviewed the Alaska Consulting and Engineering Report documenting the completion of landspreading work. | Paul Horwath |
