Problems/Comments

The LKSD School Tank Farm is comprised of a single fuel tank within a 37 ft by 37 ft containment area and is located directly adjacent to the school building to the southeast. Original specifications for the containment area indicated that it was lined and that the containment area walls were sheet metal plated timbers trenched into the ground to an unknown depth. A single pipe into the tank allows for filling and a single line out leads to the school. Both pipes were noted by the LKSD officials as areas of concern for spills and leaks. Travis/Peterson Environmental Consulting, Inc. was hired by the LKSD to conduct a site visit at the Eek School tank farm and determine the extent of soil contamination within the containment area. In July of 2010, Travis/Peterson conducted a site visit and noted that the liner within the containment area was ripped in numerous locations. The liner was not of polymer construction, but rather a woven material. There were also many locations within the containment area where there was no liner. Permafrost was identified at 2 feet below ground surface. Six soil samples were collected within the containment area at 6 inches below ground surface. The soil samples were analyzed for diesel range organics (DRO), residual range organics (RRO), and gasoline range organics (GRO) and benzene, toluene, ethylbenzene, and xylenes (BTEX). One sample collected contained DRO up to 18,800 milligrams per kilogram (mg/kg). All the other samples and analyses were below DEC health-based cleanup levels.

5/20/2011 Document, Report, or Work plan Review - other DEC received a Cleanup Report for the Eek LKSD Tank Farm dated April 2011. In March of 2011, Ridge Contracting (RCI), contractors for LKSD, removed 203 cubic yards of Petroleum-Oil-Lubricant (POL)-contaminated soil located at the former site of a 15,500-gallon above-ground heating oil storage tank (AST). The AST was situated adjacent to the LKSD School in Eek and supplied the school's heating system. Target COCs were identified in the CAP as Diesel and Residual Range Organics, and Polynuclear Aromatic Hydrocarbons. The DEC cleanup levels established for the site were the "Under 40 Inch Zone - Migration to Groundwater" levels. All but one confirmation sample collected from the excavation were below the 250 ppm DRO cleanup standard. All detected PAH analytes were below the most stringent cleanup level. One surface water sample was collected from the water that infiltrated the excavation. The water sample had DRO concentration of 3.68 mg/kg, TAH of 304.38 ug/L, and TAqH of 199.83 ug/L. 4/30/2012 Document, Report, or Work plan Review - other Brunner received and reviewed the document entitled "Cleanup Report, Eek LKSD Tank Farm, Eek, Alaska" dated April 2011, and the letter report entitled "Eek Tank Farm Assessment and Cleanup" dated August 20, 2011. These two reports describe contaminated soil removal actions done at the Eek LKSD Tank Farm in March 2011 and May 2011. Letter sent to James Mikesell at LKSD on 04/30/2012 explaining that the two reports are approved, though the following deficiencies must be addressed by LKSD in their response: 1. Sampling of the surface waters nearest the tank farm for diesel-range organics, total aromatic hydrocarbons, and total aqueous hydrocarbons must be completed by LKSD to determine if the surface water exposure pathway is complete. The DEC-approved work plan by Travis Peterson Environmental Consulting, Inc. (TPECI) entitled "Eek School Tank Farm, Lower Kuskokwim School District, Corrective Action Plan" dated December 2010 describes the required sampling. 2. The LKSD did not contact DEC prior to completing the May 2011 soil removal action at the tank farm. The May 2011 excavation activities were not covered by the DEC-approved work plan by TPECI entitled "Eek School Tank Farm, Lower Kuskokwim School District, Corrective Action Plan" dated December 2010. An approved work plan was required by 18 AAC 75.335(b). 3. The excavation limits of the May 2011 soil removal area should have been sampled in accordance with DEC’s May 2010 Draft Field Sampling Guidance. The guidance is available on-line at: http://dec.alaska.gov/spar/csp/guidance/Draft%20Field%20Sampling%20Guidance.pdf. Since no samples were taken, there is no confirmation that all of the contaminated soil was removed. 4. DEC must be notified when there is an oil discharge to the land or water, per 18 AAC 75.300. DEC has no record of the diesel discharge that was excavated in May 2011 being reported as required. 5. The LKSD should have obtained DEC-approval before moving (off-site) or disposing of the soil from the March and May 2011 excavations, per 18 AAC 75.370(b). Melinda Brunner
5/18/2012 Update or Other Action Letter received from Travis/Peterson Environmental Consulting, Inc. (TPECI) on behalf of the Lower Kuskowkim School District (LKSD) in response to ADEC's April 30, 2012 letter regarding the inadequacies of the cleanup done at the LKSD Eek School in 2011. The request asks that: 1) LKSD provide a description of the location of surface water sampling done at the site in May 2011, and 2) LKSD submit a work plan revision describing how the horizontal and vertical limits of the May 2011 excavation will be located when confirmation samples are taken at the now backfilled hole. 9/12/2013 Update or Other Action DEC issued a request in response to the letter dated September 14, 2012 from Travis/Peterson Environmental Consulting, Inc. (TPECI) submitted on behalf of the Lower Kuskowkim School District (LKSD). The request asks that: 1) LKSD explain why the waterbody located 100 feet southeast of the site was not sampled for contaminants, and 2) LKSD submit a work plan revision within 60 days describing how the horizontal and vertical limits of the May 2011 excavation will be located when confirmation samples are taken at the now backfilled hole. The September 14, 2012 letter from TPECI proposed waiting to do the required confirmation sampling until a capital improvement project (CIP)next occurs in the area. This plan provides procedures for managing potentially contaminated soil and ensuring worker safety during excavation and construction. The new school addition is to be constructed atop known areas of petroleum contamination associated with the Eek LKSD Tank Farm contaminated site. All excavated soils are to be segregated into lined stockpiles based on field screening results and dealt with accordingly. Note: this environmental management plan is not a site characterization plan as it does not meet the site characterization requirements for sampling frequency and delineation of contamination. 6/9/2021 Document, Report, or Work plan Review - other Review completed of Limited Action Removal Report for the Eek LKSD K-12 School site. This project included an addition/renovation of the existing school. Excavation took place in the known contaminated area, however this site has not been fully delineated so more contaminated soils were suspected. Soils were segregated into 'cold', 'warm', and 'hot' stockpiles. Five stockpiles were reused as backfill for the construction project/original excavation area. Three were used to construct a laydown pad area for staging equipment. Two were disposed of at the Eek Eastside Landfill. Approximately 2,560 cy of soils were reused at this site. 220 cy of contaminated soils were disposed of at the local landfill. Note, this site is still not fully characterized and a full delineation is still needed. Kelly Walker
