Problems/Comments

During a November 2007 site assessment done by Oasis for Crowley, contamination was found above cleanup levels in two out of five test pits dug at the site. Highest diesel range organics (DRO) was 1,550 parts per million (ppm). Highest gasoline range organics (GRO) was biased high at 724 ppm. Contamination is located beneath a liner that covers the entire hangar floor.

Action Information

Action Date Action Description DEC Staff
9/9/2010 Site Added to Database A new site has been added to the database Mitzi Read
9/16/2010 Exposure Tracking Model Ranking Initial ranking with ETM completed for source area id: 78947 name: Kotzebue Airport - Lot M Block 1 Tamara Cardona-Marek
1/5/2011 Document, Report, or Work plan Review - other DEC received the well installation and groundwater monitoring report for the work done during September 2010. Contamination with DRO and benzene in groundwater was above cleanup levels. DRO was found at levels up to 17 ppm (higher than any other groundwater samples collected throughout the airport in 2010). GRO was detectable but below cleanup levels. Conceptual site model submitted did not include groundwater and surface water ingestion as complete pathway; DEC requested revision of the CSM. Tamara Cardona-Marek
1/6/2011 Potentially Responsible Party/State Interest Letter PRP letter sent to Crowley Maritime. Tamara Cardona-Marek
6/18/2012 Document, Report, or Work plan Review - other DEC received the September 2011 Groundwater Monitoring Report. DRO and benzene concentrations exceed the DEC cleanup levels in wells MW-2 and MW-3. Tamara Cardona-Marek
2/8/2013 Update or Other Action DEC received letter report "September 2012 Groundwater Monitoring Report; Kotzebue Lot M, Kotzebue, Alaska; ADEC File Number 410.38.026; ADEC Hazard ID Number 25557 Laura Jacobs
4/4/2017 Document, Report, or Work plan Review - other DEC reviewed the "September 2012 Groundwater Monitoring Report" which summarized the results of groundwater monitoring by OASIS Environmental, Inc. Groundwater flow direction was to the East. DRO and benzene concentrations remained above the ADEC cleanup levels in groundwater at MW-2 and MW-3. No trends in concentrations were apparent when compared to past sample results. OASIS recommended no further remedial action. Laura Jacobs
4/7/2017 Meeting or Teleconference Held DEC met with Penny Adler, Sam Myers, and Mike McCarroll at DOT to discuss contamination associated with the Kotzebue Airport. During the meeting, DEC discussed what is known about petroleum-contaminated water and migration to the Kotzebue Sound and the Lagoon. DEC is no longer investigating the contamination through state funding, and will be working with lease lot RPs to identify the sources of contamination and attempt to cleanup contamination through source removal. Lease agreements, lease lot histories, and deterrents to investigations were discussed. Laura Jacobs
5/30/2017 Update or Other Action Crowley staff P. Kodial called to discuss outstanding items Crowley needs before they can proceed with site progress. DEC will provide review comments from a 2012 report for Kotzebue Airport sites and Crowley will provide work plans for all sites. Laura Jacobs
6/6/2017 Document, Report, or Work plan Review - other DEC reviewed 2012 report, "September 2012 Groundwater Monitoring Report; Kotzebue Lot M, Block 1, Kotzebue, Alaska" for Crowley Maritime Corporation, sent technical comments and requested additional site characterization. Laura Jacobs
8/3/2017 Meeting or Teleconference Held Met with consultant for Crowley to discuss required activities for site assessment. Laura Jacobs
8/30/2017 Update or Other Action DEC drafted a letter to all contaminated site lessees and managers at the Kotzebue Airport to explain the unique challenges at the airport and DEC's planned approach to address these issues for all sites. Laura Jacobs
9/22/2017 Document, Report, or Work plan Review - other DEC received an addendum to an Oasis work plan put together in 2012 for work at this site in September 2017. Consultant to RP submitted this addendum to update several attributes of the proposed work plan, and corrected the Conceptual Site Model. Laura Jacobs
5/8/2018 Document, Report, or Work plan Review - other DEC staff reviewed the report "Closure Strategy - Kotzebue Airport Lot M Hangar Site". Three monitoring wells were sampled. Benzene, Diesel Range Organics (DRO) remains elevated at MW-2 and MW-3, and Ethylbenzene in MW-2. Continued monitoring is recommended. Laura Jacobs
12/11/2018 Meeting or Teleconference Held ADEC staff met over a teleconference with Crowley staff and their QEP to discuss progress at both sites and how to progress. Lot M, Block 1 requires additional site characterization and follow up with location of historic spills or tank releases. The UST site will require location of the monitoring wells that were used historically. Laura Jacobs
12/17/2018 Update or Other Action Meeting summary was sent to RP with actions to be taken before next meeting in a month. RP had agreed to continue periodic monitoring to gather additional data for Mann-Kendall analyses; add collection of a sample from MW 10-09, a monitoring well installed during an area-wide study; and, research historic site files for information related to additional contaminant sources. ADEC agreed to contact surrounding lease holders to discuss potential releases on adjoining properties; and discuss site history with the Airport Leasing manager. Laura Jacobs
5/16/2022 Workplan Requested A letter was sent to the Kotzebue Airport Alaska Department of Transportation & Public Facilities requesting a work plan to remediate continuing movement of contaminants into area surface waters from the airport. Laura Jacobs
