Problems/Comments

Historical spill of #1 diesel occurred over time from 1950 to 1980. Estimated 100,000 to 200,000 gallons spilled impacting an area up to 10 or more acres. ADEC was alerted when fuel was discovered seeping into the elementary school basement in 1980. The source or sources were undetermined but thought to be from 1) a ruptured tank at the bulk tank farm in the 1950's 2) the former distribution line from the bulk tank farm to the Kotzebue school and the former Public Health Service Hospital and 3) aboveground storage tanks (ASTs) and underground storage tanks (USTs) and various piping systems located at the school and hospital. An estimated 40,000 gallons of fuel was recovered by contractors and private individuals between 1980 and 1984. LNAPL noted on the GW between 2 and 6 inches in 1986. It was estimated 20,000 to 40,000 gallons of recoverable fuel was estimated to remain underneath Kotzebue at that time. In 1988 a visible seep of oil along the beach and sheen was noted on the Kotzebue Sound. In 1989, ADEC installed and operated an oil recovery system, which consisted of a 435-foot barrier along of the beach to prevent oil migration into Kotzebue Sound, additional monitoring wells, and an oil recovery trench in Second Avenue, North of the former hospital. As much as 2-feet of floating fuel was observed in some monitoring wells. Groundwater at this site is suprapermafrost and under the influence of tides. Precipitation and snow melt create hydrogeologic conditions favorable for fuel transport via groundwater. Natural soils underneath Kotzebue are heavily disturbed, making prediction of flow pathways and seepage areas difficult. Various thaw bulbs and transport corridors were identified in the 1986 hydrogeology study. A water intake line ran from the hospital desalination plant into Kotzebue Sound in the area where sheen has been observed on numerous occasions. This site also includes spill no. 17389933701; spill date = 12/3/17; substance = diesel; quantity = 200 gallons; source = aboveground heating oil tank at the teacher housing unit; GIS coordinates = 66.900382, -162.585638, WGS84, 6/19/18. The Northwest Arctic Borough School District (NWABSD) teacher housing is located on the Tract 4A in the southwest corner. It is adjacent to the property boundary with Lot 5 and 3rd avenue. The release occurred on 12/1/2018 from an AST attached to the teacher housing unit for heat. 30 cubic yards (cy) of diesel contaminated soil were excavated as part of the spill response effort and stockpiled across 3rd avenue to the east of the teacher housing buildings. PPR is retaining management of the backfill of the excavation and the disposal of the 30 cy of soil. Snow melt water was addressed under PPR during winter 2018. The teacher housing is located on the already active contaminated site, Kotzebue Former HIS/BIA Hospital-School Pipeline Release. Contamination on this site is from numerous ASTs, USTs, and buried pipes. The overall site is approximately 24 acres. The 12/1/2017 release at the teacher housing overlaps with an area of existing contamination and the two contamination sources are comingled. This site is also associated with Hazard ID 394, City of Kotzebue (file 410.38.008). The City of Kotzebue record documents the site history and will be used for tracking pore water and groundwater conditions, and possibly contaminant migration near the new sea wall currently under construction. The purpose of the meeting was to bring the PRPs and stakeholders up to date on the site history, and forge an agreement to move forward toward site characterization. Present at the meeting were representatives for Chevron, Bureau of Indian Affairs, Indian Health Service, Maniilaq Association, the City of Kotzebue, Kikiktagruk Inupiat Corporation, and the Northwest Arctic Borough School District. Several members of the group decided to develop a technical team to develop a cost estimate for the site characterization. 2/2/2011 Meeting or Teleconference Held Contaminated Sites staff held a teleconference with the Bureau of Indian Affairs (BIA), the Indian Health Service (IHS), the Kikiktagruk Inupiat Corporation (KIC), the North West Arctic Borough School District, and the City of Kotzebue in response to a historic oil spill at the BIA school and former BIA hospital dating back to the 1950’s and 60’s. BIA responded to a freedom of information act request in October stating that were unable to locate any documents pertaining to these properties, and at a meeting last month BIA stated they would not consider their agency liable for the release until they received documents proving they owned and operated the facilities during the time of the release. DEC staff conducted interviews with Kotzebue elders, former BIA employees, and a contact at Crowley who had personally transferred fuel to the school hospital pipeline. During the interviews, BIA maintenance workers said they thought BIA had built the pipeline, and they personally tried to repair breaks in the line. Former school employees and several residents who lived near the pipeline also confirmed knowledge of the releases from the threaded 4 inch pipeline. CS staff asked what it would take to get BIA to seek funding for remedial action at the site. BIA requested additional time to retrieve archived documents, and offered to provided a copy of the documents received thus far, plus any additional documentation received from their archives by February 16th. IHS provided some historic articles on the original and former hospital from the Nome Nugget, and responded to the FOIA request with documents for the Department of Law. The City searched the former IHS property, now the attic of the City Shop and found City Council meeting minutes describing land transfers between the City and IHS. The School found a geotechnical report on the school property that they offered to provide after the meeting. Kim DeRuyter
2/24/2011 Update or Other Action During the February 2 meeting, BIA offered to try again to find some documentation on the School and former hospital facilities and provide it to the Department by February 16 th. The purpose of the meeting was to re-engage the PRPs and stakeholders in moving on toward initiating field work needed to complete site characterization and remediation. Present at the meeting were representatives from ADEC, Bureau of Indian Affairs, Indian Health Service, the City of Kotzebue, Kikiktagruk Inupiat Corporation, and the Northwest Arctic Borough School and District. It was decided that regular monthly meetings (at a minimum) would continue from this point forward in order to keep the project on track and facilitate completing necessary cost allocation and technical planning. Present at the meeting were representatives from ADEC, Bureau of Indian Affairs, Indian Health Service, the City of Kotzebue, Kikiktagruk Inupiat Corporation, and the Alaska Department of Education and Early Development (DEED.) IHS presented a detailed timeline recounting site-related actions involving construction, property transfers, fuel deliveries, maintenance operations and spill-related response and investigative actions by ADEC and consultants. BIA and IHS agreed to determine what steps they need to take to initiate site characterization work. 12/17/2013 Meeting or Teleconference Held Contracting actions by IHS with Maniilaq Association for the site characterization in Kotzebue has been completed, and they have executed a contracted with the environmental consultant WHPacific, Inc. BIA is still working to finalize their contract. DEC identified need to continue cost allocation/recovery discussions, and U.S. Dept. of Justice attorney pointed out that U.S. government had not taken the position that the State of Alaska was entitled to cost recovery and that it was premature to make conclusions regarding site cost allocation until the site characterization was completed. 12/2/2016 Meeting or Teleconference Held Contacted Dennis Jennings, the City Planner for Kotzebue, to follow-up on information received from Tom DeRutyer of SPAR-PPR regarding recent student evacuations at the Kotzebue Schools due to a fuel odor inside the building. Jennings stated that he knew of three evacuations - o/a 10/31/2016; 12/01/2016 and 12/02/2016. Mr. Jennings stated that the apparent source of the odors is, in their opinion, related to the historic pipeline fuel release for which a site characterization report was recently approved. While the recent site investigation did not include information regarding indoor petroleum odors at the school as a problem, Mr. Jennings provided anecdotal information that such odors have become increasingly prevalent and seem to occur immediately following a very sudden transition from extreme cold outdoor air temperatures to relatively warmer temperatures (as occurred during the week of 11/27 - 12/02 2016. 12/12/2019 Site Characterization Report Approved ADEC received the revised report and it is now approved. In the 2019 UST removal and groundwater sampling report, contamination was found in soil and groundwater. The soil from the base and sidewalls of the UST excavation had GRO, DRO, 1-methylnaphthalene, 2-methylnaphthalene, 1,2-dibromethan, 1, 3,5-trimethylbenzene, naphthalene above cleanup levels. DRO concentrations in the soil were above ADEC maximum allowable cleanup levels. Arsenic was detected above cleanup levels; however there is no source of arsenic at the site and the concentration is attributed to background concentrations in the soil. Alaska is known to have high concentrations of arsenic in soil. Contaminants of concerns for groundwater were DRO, TAH, TAqH, RRO, 1,2,4-trimethylbenzne,benzene, 1,3,5trimethylbenzene, chloroform, and naphthalene. During the excavation of the tank, field screening became elevated one foot bgs and water was found at 4.5 bgs with a sheen. Based on this information in this report, further work is need. At a minimum sampling of the current wells, delineation of the extent of contamination, close out of the two product recovery wells, product recovery at MW1, and removal of all soil above maximum allowable. PCB may be removed from the list of COPC because they were not detected in any sample. Erin Gleason

4/29/2021 Site Characterization Report Approved ADEC has received the revised report from Tanana Commercial Co for the 2020 Site Characterization and limited removal. ADEC has reviewed the report and it is now approved. Letter sent on this date. All groundwater monitoring wells were above ADEC cleanup levels. The concentration of DRO in all monitoring wells had increased since 2019, except for MW10. MW1 and MW6 were not sampled due to the presence of free product. This is the first instance that MW6 has had free product. 170 cubic yards of contaminated soil was removed from lot 4 and taken to the KIC Base Road landfarm for treatment. Erin Gleason
5/4/2021 Site Characterization Report Approved ADEC received the revised Vapor Intrusion Report for the Kotzebue Elementary School on 4/29. ADEC has reviewed the report and it is now approved. The report indicates that petroleum vapor intrusion does not pose an unacceptable risk. Given the current site conditions and use, ADEC does not require further evaluation of vapor intrusion at present. Soils from 2020 are still above DEC Cleanup Levels. Groundwater samples show contamination is still present in the groundwater underneath the site, with the highest concentrations being encountered in Wells MW5, MW9, and MW10. 9/12/2023 Site Characterization Workplan Approved DEC reviewed and approved the 2023 Work Plan: Landfarm Sampling and Groundwater Monitoring. This document details the proposed sampling of the 2020 landfarmed soils and teh sampling of up to eight groundwater monitoring wells across Lots 3, 5, and Tract 4A. 9/22/2023 Site Characterization Report Approved DEC reviewed and approved the Site Investigation Report (2022) from the BIA for the Former IHS/BIA Hospital-School Pipeline Release site. This document details the additional investigation of groundwater contamination at the site. Seventeen soil borings were advanced and six monitoring wells were installed in October 2021. Soil samples were also collected and analyzed petroleum hydrocarbons. Groundwater samples show contamination is still present at the site. Kelly Walker
8/16/2024 Site Characterization Workplan Approved DEC reviewed and approved the BIA Site Delineation and Groundwater Monitoring Work Plan. This work plan details the advancement of soil borings in the vicinity of the former pipeline area, focusing on delineating the maximum allowable concentration exceedances of diesel range organics (DRO) present in this location. In addition to advancement of soil borings, the groundwater monitoring well network at the site will be sampled to evaluate contaminant concentrations in groundwater at the site. Kelly Walker
8/29/2024 Site Characterization Report Approved DEC reviewed and approved the IHS 2023 Landfarm Sampling and Groundwater Monitoring Report. This work conducted during the 2023 field season included sampling of the landfarmed soils excavated in 2020 and sampling of the groundwater monitoring well network across the site. Results indicated the 2020 soils required additional remediation and will be sampled again at a future date. All groundwater samples indicated contamination is still present in all wells at Lots 3, 5 and Tract 4A. Kelly Walker
