Problems/Comments

Following the discovery and removal of 19 cannisters of degraded nitro carbo nitrate explosives, soil samples collected from the impacted area contained 2,4- and 2,6-dinitrotoluene at concentrations above DEC cleanup levels.

9/29/2010 Site Characterization Report Approved Reviewed Seismic Canister Residue Sampling Letter Report. The site consisted of 19 degraded cannisters of Nitro Carbo Nitrate explosives, reportedly used for seismic testing. After it was determined that the material was no longer reactive, the cannisters and their spilled contents were excavated from the site and disposed of. Soil samples collected following removal of the cannisters contained 2,4- and 2,6-dinitritoluene at concentrations above ADEC cleanup levels. Bill O'Connell
10/1/2010 Document, Report, or Work plan Review - other Reviewed brief work plan for additional removal and site characterization. The impacted area will be excavated using hand shovels to a depth of approximately 1.5 feet bgs followed by confirmation sampling. Excavated material will be placed in a 55-gallon drum awaiting characterization results to determine the appropriate disposal method. Once excavation is completed, a hand auger will be used to collect soil samples from 2 and 3 feet bgs to evaluate the vertical extent of contamination. 11/1/2010 Final Cleanup Report Reviewed Reviewed Seismic Canister Residue Sampling, Post Excavation Letter Report. The impacted area was hand excavated. Three 5-gallon buckets of soil were removed from the impacted area and will be disposed of by ConocoPhillips. Two soil samples collected from the base of the excavation contained 2,4-dinitritoluene up to 5.4 mg/kg and 2,6-dinitrotoluene at 0.65 mg/kg, below the cleanup level of 12 mg/kg for each. Other explosives were not detected. The excavation was backfilled with imported overburden to encourage revegetation at the site. Bill O'Connell

11/22/2010 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the project file and environmental records associated with ConocoPhillips Oliktok Road Explosive Residue located approximately 1 mile south of Central Processing Facility (CPF-3) along the Oliktok Road near Kuparuk on the North Slope. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and this site will be closed.
