Problems/Comments

ADEC PERP received an anonymous complaint on August 6, 2009, about fuel spills at the Ekwok Airport where a contractor was constructing a new heavy equipment shed for ADOT&PF. The caller also reported that there was heavily stained soil at the site of the recently demolished old equipment shed about 300 yards away. ADOT&PF staff reported that they were aware of contamination in the old shed and had planned to have it assessed before the shed was demolished, but the contractor had taken the shed down prematurely. ADOT&PF staff conducted an inspection of the new building on August 12, 2009, and reported no spills at the contractor's fueling site. Photos of the old shed site taken during this visit show areas of stained soil. A site characterization was completed on May 26, 2010. The report, dated July 13, 2010, documents DRO levels up to 10,220 mg/kg and RRO levels up to 35,100 mg/kg at 3 sampling locations on the old shed pad. GRO and BTEX results from the same locations were below ADEC migration-to-groundwater cleanup levels. Contaminated Sites staff performed a site visit in June of 2015. Two soil samples were collected from two stained areas at this site. Sample SS2 was collected from 24-inches below ground surface (BGS), and from a silt layer below stained gravel. Sample SS8 was collected from 18-inches bgs from a stained gravel material, and above the silt layer. Ground surface was visually stained in various areas. The tarp, which had previously covered the stained areas, was almost completely deteriorated. Analytical results showed elevated levels of DRO and RRO up to 4,290 mg/kg and 13,400 mg/kg, respectively, in Sample SS8. Results from Samples SS2 showed DRO and RRO at 42.8 mg/kg and 581 mg/kg, respectively; both of which are below ADEC cleanup levels. Estimated remaining contamination is 90 cubic yards in the surface soil; contamination is not expected in the sub-surface soils.

GRO up to 92.9 mg/kg; DRO up to 10,200 mg/kg; RRO up to 35,100 mg/kg; BTEX either not detected or well below the most stringent migration to groundwater cleanup levels. Former equipment building area is approximately 500 feet from the school and 900 feet from the Nushagak River (map in report says Kashugak River). Need to do more characterization to determine the vertical extent of contamination; the samples were hand-dug and only up to 14 inches deep. 8/8/2014 Update or Other Action The Alaska Department of Environmental Conservation (ADEC) division of Environmental Health (EH) Solid Waste Program (SWP) performed a site visit on June 4, 2014. A tarp was present covering the area, however, was torn and ripped in most places. One larger stain and several smaller stained areas were visible during the site inspection. Joshua Barsis

3/5/2019 Update or Other Action On this date, ADEC responded to DOT request for comments regarding the Ekwok and New Stuyahok Airport Resurfacing Projects. ADEC sent an email to DOT stating "...Since the ADOT&PF Ekwok Airport Former Equipment Building is a contaminated site, DOT must coordinate with DEC prior to any land disturbing activities...DEC requests a work plan prior to any characterization/ cleanup work."
