Problems/Comments

This site was impacted by an unauthorized waste oil dumping event in May 2009. The surface soil was tested in June 2009, results showed DRO up to 18,300 mg/kg and RRO up to 60,100 mg/kg. Approximately 55 cubic yards of surface soil was hand-shoveled into a drum and transported to the Columbia Ridge Recycling Facility in Oregon. Soil samples showed that contamination remained above cleanup levels and further excavation was completed in August 2010. Confirmation soil samples for DRO were below the most stringent Migration to Groundwater levels in all areas except at the east sidewall of the excavation. DRO was found to be 325 mg/kg at three feet below ground surface at the east sidewall. RRO was not detected above the migration to groundwater cleanup levels. This site has an associated LUST release tracked under Hazard ID 24784.

7/13/2006 Update or Other Action This action is entered to show that the original site had its location verified in 2006. Using Figure 1 from the URS "Letter Report - October 2003 Sample Results; Release Investigation and Corrective Action - 244 Nelchina Street, Anchorage, Alaska" dated 11/18/03 in conjunction with the Anchorage Area Atlas and TopoZone Pro updated the erroneous coordinates in both decimal degrees and degrees, minutes and seconds. Plotted with No Topo Base Map on a Large Size Map at 1:3,333 Scale using High-Resolution Urban Aerial Photography. High degree of confidence in accuracy of coordinates. The map crosshairs represents the centroid of contamination as there are multiple spills on site. Coordinates could only be improved using a GPS on site. Used MOA web resources to update landowner information. Bill Petrik
6/16/2009 Update or Other Action Spoke with Tim Wiepking, in the Anchorage office, to let him know that I will going to photograph the stained soil from the 'midnight dumping' that was discovered on site. He said that they have already sent soil in for testing and should have the results by next week. I have added a new source area for this incident. Pam Clemens
6/30/2009 Document, Report, or Work plan Review - other Received (via email) and reviewed the URS Corporation's Level II Laboratory Data Review report with the print date of 6-23-09, for the Odom Corporation 'midnight dumping' event discovered in May 2009. The chemist confirmed that the constituent of concern is lube oil. DRO concentrations ranged from 15,200 mg/kg to 18,300 mg/kg. RRO ranged from 49,300 mg/kg to 60,100 mg/kg. URS is planning to clean up the impacted soil for the Odom Corporation. I requested a brief workplan via email specifying the expected depth of the excavation, samples and locations, and the facility they will use to remediate the soil. Pam Clemens

10/22/2009 Site Visit Went to site with Grant Lidren (CS) to meet with URS Senior Geologist William (Bill) Loskutoff and URS Environmental Scientist Ryan Rapuzzi while they were doing the site cleanup for the 'Midnight Dumping' that occurred this spring. The surface stain had expanded a little since June, when I went to take pictures of this new source area. The stained soil was being put into 55-gallon drums and will be staged on site until URS completes the other Odom Corporation investigations in the area. When all three site investigations are complete URS will request ADEC approval to transport the containerized materials and take them to an approved remediation facility. Field screening was done with a PID and analytical samples were being taken to test for GRO/BTEX, DRO and RRO. Pam Clemens

2/2/2010 Document, Report, or Work plan Review - other Reviewed report for excavation of stained soil at 244 Nelchina St. Approximately 1.6 cy of stained soil was excavated to a depth of 5-6 inches bgs. Confirmation samples contained DRO up to 8,150 mg/kg and RRO up to 25,500 mg/kg. It is anticipated that additional excavation will be required to address the stained area. Bill O'Connell
