Staff had a telephone call with Eielson AFB to discuss their long-term monitoring program optimization. Eielson would like to apply "event-driven monitoring" to many benzene-contaminated sites, where monitoring would occur when the concentration reached the MCL at a predicted time. They are using MAKSENS to do the statistical regressions and come up with a slope indicating benzene degradation rates. This slope would predict when the concentrations would reach the MCL and monitoring would occur at that time only. They would like to apply this slope to other "similar sites" to predict when the concentrations would reach the MCL. Eielson submitted the concept to AFCEE for review, but apparently AFCEE requested more data, which Eielson did not have. At this point, DEC has not reviewed any data on this concept and requested Eielson submit a report showing the data and justification of their assumptions. |

ADEC agreed to decrease sampling of the North Boundary Wells from annual sampling to biennial. Upcoming measurements will be summer 2007, 2009, 2011, etc. Concentrations of VOCs, SVOCs, and metals in the sentinel wells have been monitored annually since 1992 and there has been no detection of contamination. |

Contaminated Sites staff participated in a facilitated three-party meeting with the Air Force and Environmental Protection Agency (EPA) covering the environmental restoration at Eielson Air Force Base. The meeting was held in Seattle at the EPA Region 10 office. CS and the facilitator called for the meeting due to poor communication between the three parties and growing disagreements on matters fundamental to regulatory oversight on Eielson. Initially, each of the three parties was given an opportunity to talk generally about their involvement with the work at Eielson and their concerns. This lead to discussions of the Federal Facility Agreement (FFA) between the parties for base, as it appears that each party interprets specific sections of the FFA differently. Other topics discussed included the applicability of Freedom of Information Act exclusions applied to draft documents submitted to DEC, Eielson's plans for changing the frequency of groundwater monitoring for selected contaminated sites, vapor intrusion as a pathway to reconsider in the upcoming five-year review of records of decision, challenges posed by enforcing institutional controls as part of site remedies, and spill reporting coordination with DEC. |

CERCLA ROD Periodic Review |
ADEC issued a letter of concurrence on the 2008 Five-Year ROD review for Eielson AFB. In the letter ADEC concurred with the current remedies but recommends further work on the following: the vapor intrusion pathway needs to be evaluated for all potential receptors at WP45/SS57 site along with further evaluation of the selected remedy to ensure the Remedial Action Objectives are going to be met. The buried drums remaining at SS35 may still contain product that may pose a potential risk to ecological and human health risk in the future. The area of buried drums identified outside of SS37 may pose a threat of an imminent release of hazardous substances and warrants further investigation or response action. As stated in the 2008 Five-Year ROD Review, the overall long-term protectiveness determination for the Sitewide OU/Garrison Slough remedy will be further investigated. A Land Use Control Management Plan should be developed and implemented. |

Site Visit |
A meeting and site visit were planned at Eielson, but the meeting was moved to the DEC office when Eielson staff refused to allow EPA and DEC attorneys access to the Air Force Base. Topics discussed during the meeting were: spill reporting, Event or DQO Driven Monitoring, decommissioning of monitoring wells, documentation of groundwater sampling and analysis plans, and PCBs in Garrison Slough. It was determined that spill reporting would be addressed through the Statement of Cooperation Working Group. The Event or DQO Driven Monitoring topic created a lot of discussion. EPA and DEC did not believe the decision to go to this type of site wide monitoring was documented in the ROD, ROD Review, or met the requirements in the FFA. The Air Force stated that the topic had been discussed in meetings and briefings, DEC countered that discussions and briefings needed to culminate in Decision Documents. The Air Force had removed a large percentage of the permanent wells as part of their decision to use DQO driven monitoring. They argued that with reduced monitoring frequency it was easier to use direct push grab samples then maintain permanent monitoring wells. EPA and DEC did not agree with this approach. EPA stated that the Air Force should be working off of approved sampling and analysis plans and requested that the SAP be updated as a follow on task to the meeting. On the topic of Garrison Slough the Air Force stated that due to decreased flow and discharge of diatomaceous earth from the Water Treatment Plant that removal of sediment was no longer practical, and suggested that since the approved cleanup level had been met in most of the slough, that further removal was not necessary. DEC suggested that the site be re-evaluated due to changing site conditions. After the meeting a site visit was conducted. The DEC attorney was not allowed on base, but the EPA attorney was allowed access after she provided her enforcement credentials. During the site visit, Eielson staff discussed their plans to conduct additional ZVI injections at the WP45/SS57 site. Neither DEC or EPA had received a workplan for this action. |

The purpose of the meeting was to review pertinent sections of the Federal Facilities Agreement. EPA discussed the fact that the FFA was a framework for moving toward delisting from the National Priorities List. DEC discussed the fact that it had never been clear which sites were covered under the FFA and which sites would be cleaned up under State regulations. It was agreed that DEC and the Air Force would each compile a list of sites for comparison. Deadlines for SER sites were discussed, and EPA asked that the Air Force provide deadlines for the two SER sites at Eielson. EPA reviewed the section of the FFA on quarterly and annual written progress reports, and asked that the Air Force set a date for the next report. Air Force stated that since the program had matured they no longer felt that reports were necessary, but they did agree to re-establish quarterly reporting. Annual reporting on institutional controls and land use controls had also been discontinued; the Air Force attorney discussed the fact that the Air Force had policy and guidance on this that needed to be followed. The attorneys requested this information so they could review and discuss it during their next meeting. Areas with buried drums were discussed briefly, DEC and EPA wanted further characterization and/or monitoring downgradient of known drum caches. The issue was not resolved. |

Contaminated Sites staff, in collaboration with EPA staff, sent a letter Eielson Air Force Base regarding concerns about the pilot study at WP45/SS57 (see 107.38.019/107.38.022). ADEC and EPA expressed concern about the inadequate horizontal and vertical delineation of the TCE plume, the lack of sampling wells more than 200 feet below ground surface, deficiencies in the July 2010 Draft Work Plan (as outlined in 20.5 of the Federal Facility Agreement), the application of Zero Valent Iron (ZVI) as an appropriate remediation technology for this site, the potential for ZVI to mobilize TCE contamination in the groundwater and CERCLA/RCRA compliance. |

ADEC sent a letter to Eielson AFB requesting updates on 24 active sites that have not been cleaned up adequately in compliance with state regulations. The letter requested a schedule outlining future work to bring these sites into compliance with Alaska law. Attachments to the letter included a map, a list of future requirements at each site, comprehensive site summaries and copies of previous letters from ADEC to Eielson AFB that requested further action. ADEC's previous requests largely were ignored and did not result in further site characterization or remedial action. The letter was sent to Eielson AFB with courtesy copies to the Air Force Center for Engineering and the Environment (AFCEE) and EPA. |

Eielson Air Force Base environmental personnel have struggled to plan and obtain funding for environmental cleanup activities for the upcoming field season. Contaminated Sites staff participated in two teleconferences with representatives from EPA and Eielson environmental staff the first meeting was held to give Eielson personnel a chance to explain the Air Force’s process and for ADEC and EPA to identify ways to support Eielson in this process. Subjects discussed included Project Cost Estimate Assumptions Documents (PCEADs), schedules as required by the Federal Facility Agreement and at which points in the process Eielson is required to seek input from ADEC and EPA. At the second meeting, in which Eielson personnel were not included, EPA and ADEC shared concerns over the ability of Eielson personnel to create valid schedules and obtain funding to complete environmental cleanup activities. EPA and ADEC decided to send a joint letter to Eielson and the Air Force Center for Engineering and the Environment (AFCEE) outlining their concerns. |

GIS maps and site summaries were used to review historical information and identify data gaps, primarily pertaining to questions about whether soil contamination is still contributing to benzene contamination in the groundwater. Eielson personnel agreed to provide the Remedial Investigation/Feasibility Study (RI/FS) as well as any tank removal reports that can be located so that informed decisions can be made regarding future actions at these sites. A follow-up meeting was scheduled for next week. |

Staff participated in a site visit at Eielson AFB. Specific contaminated sites visited included WP45/SS57, DP44, SS67, SS37, SS41, ST13/DP26, ST10/SS14, LF03/FT09, SS61 and WP38. GIS maps were used during the site visit and several changes were noted (building demolition, monitoring wells missing, etc.). Eielson personnel stated that they had located a 1998 report on the 795 utilidor (at or near site SS37) and would provide an electronic copy to DEC/EPA staff. Eielson personnel noted that there is no money in the FY11 budget for the SER-2008 site or for the state-led compliance restoration sites. |

Staff participated in the Northwest Quarterly Air Force teleconference, which included discussion of several topics related to Eielson AFB. 1) AFCEE personnel noted that they have not responded to ADEC's letter (sent January 14, 2011) regarding state-led compliance restoration sites at Eielson AFB and stated concerns that their list of compliance sites does not match the list of sites provided by the state. DEC lawyers stated that they had previously indicated a willingness to discuss discrepancies in the lists and asked Eielson's attorneys for a copy of their list, which has not yet been provided. 2) DEC attorneys said a two-party agreement is being drafted and will be provided to Eielson within approximately the next six weeks. 3) DEC staff stated the need for a comprehensive schedule. An action item (to be completed at the base level with assistance from AFCEE) agreed to in the teleconference is to develop a schedule for primary documents. 4) AFCEE will provide EPA and ADEC with a final report from its visit to Eielson after the report is finalized (currently in draft form). |

Contaminated Sites staff participated in a Restoration Board Advisory (RAB) meeting at Eielson Air Force Base. This was the first RAB meeting held since 2004. In attendance were two RAB co-chairs, three military personnel, members of Eielson’s environmental restoration program and its contractor. EPA personnel were unable to attend due to federal budget restrictions but listened in via cell phone. Eielson’s restoration chief presented information about history of the environmental restoration program and briefly mentioned plans for the 2011 field season. He passed out copies of an Air Force press release dated February 25, 2011 that outlines a new policy focused on moving sites toward complete cleanup and avoiding expensive follow-up monitoring. Contaminated Sites staff identified concerns held by ADEC and EPA regarding inaction at the approximately twenty state-led compliance restoration sites, missed deadlines in the 2008 ROD Review and the need to be prepared for the 2013 ROD review. ADEC and EPA personnel reiterated the need for additional public involvement and, although ADEC and EPA personnel hoped to hold another RAB meeting three months from now, it was decided that the next meeting will be in October after one of the RAB co-chairs expressed concern about scheduling public meetings during the summer months or moose hunting season. |

The goal of the meeting was to scope sites ST10/SS14 and ST13/DP26, discuss schedules for these and other sites, and agree upon a new format for and frequency of meetings. Due to time constraints and technical difficulties, the sites were not scoped. Draft schedules were discussed but uncertainty regarding the budget and contracting money remains. Bi-weekly scoping meetings (2-3 sites per meeting) will start next month and EPA personnel hope to be able to travel to Fairbanks for a week-long scoping session sometime in the future. Air Force personnel agreed to submit by March 28, 2011 a short work plan to collect hydrogeologic data at WP45/SS57. |

The meeting discussed the review process schedules for the appropriate documents to verify work for the 2011 field season. Agencies reported on their own schedules and priority site lists, and arranged for a teleconference to discuss reviewed documents. SS37/795 utilador was discussed and a presentation was made from the 1998 795 utilidor report and RI. SS41 was presented in overview with comments from the gorup. Contaminated Sites staff participated in a monthly meeting/teleconference with personnel from Eielson AFB and EPA. The meeting included discussion of the Restoration Advisory Board, the final report from the Technical Assistance Visit team, budgeting, schedules and quarterly reporting. Eielson requested letters of concurrence from the regulatory agencies regarding the enforceable schedules proposed for supplemental RI/FS documents for WP45/SS57 and SS67, two Source Evaluation Reports and the Sitewide Monitoring Program. The preliminary 2012 PCEADs are now available for regulatory comment. This summer Eielson plans to complete a base-wide conceptual site model, write Phase I Source Evaluation Reports (SERs) for SER001-2008 and SER001-2010 and conduct site characterization/monitoring at WP45/SS57, SS67, ST10/SS14, ST13/DP26, SS37, ST20, ST48, LF03/FT09 and SS35. The next monthly meeting was scheduled for 16 June. |

Contaminated Sites staff met with Solid Waste staff and completed a file review regarding landfills (LFs) at Eielson AFB. Eielson currently has three permitted landfills: one for asbestos and coal ash (LF43), one for sludge from the electric plant and one for inert waste (Quarry Hill). Municipal waste is now hauled to the borough landfill; prior to 1987, however, LF03 was permitted for sanitary waste and received household waste, construction debris and, reportedly, waste oils, solvents and paint thinners. Between 1997 and 2007, LF03 received PCB-contaminated soil and sediment as well as fish carcasses and 8,000 pounds of metal debris from Garrison Slough. Groundwater monitoring at LF03 will occur in summer 2011. |

Contaminated Sites staff attended a teleconference with personnel and contractors from Eielson Air Force Base (EAFB) and the Environmental Protection Agency (EPA) to discuss several issues. (1) A risk assessor contracted by Eielson presented a Risk Review and Data Gap Analysis regarding SS67 (polychlorinated biphenyls in Garrison Slough). Recommendations for 2011 include sampling fish tissue from grayling caught both on base and at several reference locations off-base. Limited sediment sampling may occur as well this year. Eielson will submit a Uniform Federal Policy – Quality Assurance Program Plan (UFP-QAPP) for this site on 08 July. (2) Eielson’s contractors presented an overview of SS35, which was a drum burial and asphalt mixing area. 2011 field work will include topographical analysis and a geophysical survey to determine the location of drums and to evaluate the possibility of re-routing Garrison Slough slightly to the west as it enters the pond. This site will be included in the UFP-QAPP submitted on 05 August. (3) Contractors from the Environmental Protection Agency (EPA) and EA Engineering (consultant for EAFB) are in general agreement regarding the overall structure and content of the upcoming UFP-QAPPs. Stand-alone UFP-QAPPs for WP45/SS57 (trichloroethylene plume) and SS67 will be produced followed by a generic (basewide) QAPP with some site-specific worksheets for several other sites. Eielson’s contractor will begin writing the UFP-QAPPs as soon as the contract money is let. |

Contaminated Sites staff participated in a meeting with personnel and contractors from Eielson Air Force Base and the Environmental Protection Agency to discuss proposed fish tissue and sediment sampling at SS67 (polychlorinated biphenyls in Garrison Slough). Air Force contractors have proposed collecting background data by sampling grayling and pike tissue and sediment from three reference locations (Chatanika River, Chena River and Piledriver Slough) for PCBs, pesticides and mercury. Fish tissue and sediment from Garrison Slough also will be sampled. The draft Uniform Federal Policy – Quality Assurance Program Plan (UFP-QAPP) for SS67 is due on July 08 and it is anticipated that field work will begin August 24. Due to the late start, some sampling may be postponed until 2012. A risk assessor from EPA will assist with review of the UFP-QAPP. |

On June 11, 2019, the Air Force Civil Engineer Center provided a signed Final Interim Record of Decision for Community of Moose Creek, Alaska, Long-Term Water Supply, Eielson Air Force Base, Alaska. The Interim Action is undertaken to address perfluorooctanoic acid
(PFOA) and perfluorooctane sulfonate (PFOS) impacted groundwater with concentrations exceeding the EPA’s 2016 lifetime drinking water health advisory. The Interim Record of Decision (I-ROD) presents the selected interim remedy for the community of Moose Creek, Alaska. This interim action is limited in scope and addresses only provision of an alternative drinking water supply to the community of Moose Creek. Remediation of the contaminated groundwater will also be addressed in a Final Record of Decision (ROD). The selected interim action is required to protect human health in the short-term while a final remedial solution is being developed. This I-ROD will be followed by a Final ROD.

The emergency order rescinds Emergency Order No. 3-R-U-01-20, and opens Polaris Lake to catch-and-release sport fishing. The Emergency order is in response to concentrations of per and poly fluorinated alkyl substances (PFAS)identified above the EPA lifetime health advisory level of 70 parts per trillion. In December 2019, the Board of Fisheries adopted a regulation that allows catch-and-release fishing in stocked waters that have become contaminated. Polaris Lake is a popular sport fishery among residents of Eielson Air Force Base. |

EPA and DEC Approved the Final Remedial Investigation / Feasibility Study for the Open Storage Area (a) (DA995a), AAA Site #7 (FR970), Lily Lake (b) (TM973b) Munitions Response Sites, Eielson Air Force Base (November 2020). The goal of the RI was to characterize the nature and extent of munitions and explosives of concern (MEC) and munitions constituents (MC) contamination at the MRSs. RI field efforts consisted of analog geophysical surveys and intrusive anomaly investigations at the DA995a MRS – Southeast Area, DA995a MRS – Berm Area, FR970MRS and TM973b MRS. At the DA995a MRS – Berm Area, remote and standard excavators were used to dismantle the berm to facilitate analog geophysical surveys and intrusive anomaly investigations of the berm spoils piles. |

DEC provided comments on the Construction Work Plan for the Sampling and Analysis Plan for EIE426 Tank 55 and 56 Replacement, Tank 3351-1 and 3351-2 Replacement, dated April 2021. The document outlines the intended plan for stockpiling and sampling soil following the removal of existing tanks at both sites. Tanks 55 and 56 are two 25,000-gallon aboveground diesel tanks at the EAFB E-2 fuel tank farm site. Tanks 3351-1 and 3351-2 are two 30,000-gallon aboveground diesel fuel tanks at the EAFB Auxiliary heating plant site. Following tank removal, soil and existing gravel fill will be excavated. After excavation sampling of the sidewalls and floor of the excavation will be taken. Clean fill will be used in the instillation of a new tank foundation, containment liner system, and new tanks. Stockpiled soil will be disposed of appropriately based on sampling results by incremental sampling methodology. |

The Alaska Department of Environmental Conservation (DEC) approved the Final Quality Assurance Project Plan, Remedial Investigation for PFAS at Various Sites, Eielson Air Force Base, Fairbanks North Star Borough, Alaska, June 2021. The purpose of the Remedial Investigation (RI) is to characterize the nature and extent of 24 PFAS compounds, specifically perfluorooctane sulfonate (PFOS), perfluorooctanoic acid (PFOA), and perfluorobutanesulfonic acid (PFBS) through the application of adaptive high-resolution site characterization and the development of a flux-based conceptual site model (CSM).
Although DoD and DEC are not in agreement on the screening level to utilize for completing the RI soil characterization, both parties are making progress to come up with a consensus for moving forward on this issue, and considering that this RI will be re-evaluated to determine a path forward for completing the soil delineation in areas that may require further investigation, with exception of the QAPP Worksheet #11 and QAPP Worksheet #15, the Final Quality Assurance Project Plan, Remedial Investigation for PFAS at Various Sites, Eielson Air Force Base, Fairbanks North Star Borough, Alaska, June 2021 was approved.

However, most stockpiles were found to be in good condition. |

DEC sent a letter to the United States Air Force (USAF) requesting consideration of interim land use controls (LUCs) for soil in the areas affected by perfluorooctanesulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) in groundwater in the Community of Moose Creek AK, until such time as the USAF completes soil sampling and characterizes PFOS and PFOA in soil. Interim LUCs may be required under the 2013 Eielson AFB CERCLA 120 Settlement Agreement (IC/LUC), and the 1990 Eielson AFB Federal Facility Agreement (FFA) applies to Eielson AFB as the “Site.” Per Paragraph 2.1(x) of the FFA, “The Site includes any off-base area contaminated by the migration of hazardous substances, pollutants, contaminants, or constituents from the Site.” |

DEC sent a Compliance Advisory Letter to USAF regarding a soil stockpile currently out of compliance with 18 Alaska Administrative Code (AAC) 75.370. The soil stockpile in question was recently observed to be out of compliance during a July 23, 2021 site visit. The stockpile is identified by the label as the Tanker Row Long-Term Stockpile. The stockpile was previously identified as requiring maintenance during a July 8, 2019 Site inspection. It appears that the stockpile has not been maintained in the interim two years and the top cover is not functioning as intended. Additionally the stockpile has been in place for over two years which exceeds the maximum allowable timeframe established in 18 AAC 75.370.
In the Compliance Advisory Letter, DEC outlined the steps moving forward for addressing the compliance issues. This includes maintenance and inspection of the stockpiles, and sampling and a removal plan for the stockpiles. |

Contaminants of potential concern included perfluorooctanesulfonic acid (PFOS) and perfluorooctanoic acid (PFOA). Based on analytical sampling results obtained from a May 8, 2020 sampling event, PFOS analytes were detected in sediment samples above applicable cleanup levels listed in 18 AAC 75.341. All water samples collected in the weir pond cells were below applicable DEC Table C groundwater cleanup levels found in 18 AAC 75.345, and below the EPA Lifetime Health Advisory level for PFOS + PFOA. |

The final version of this report was received by the regulators on December 23, 2021. The U.S. Air Force (USAF), is responsible for implementing, maintaining, reporting on, and enforcing Land Use Controls (LUCs) at Eielson Air Force Base (AFB). The document is submitted annually to fulfill regulatory requirements, as well as have a usable document to guide the implementation of LUCs at Eielson AFB. The Land Use Control Implementation Plan (LUCIP) satisfies regulatory obligations and aids the USAF in the goal of protecting human health and the environment. The requirements for Institutional Controls (ICs) specified in RODs and ROD amendments are enforced by the requirements of the Federal Facility Agreement (FFA) (EPA et al. 1990), the State Two-Party Agreement (ADEC and USAF 2014), and the IC/LUCs Settlement Agreement (ADEC, EPA, and USAF 2013). DEC completed a site visit/ inspections. Several active project sites were visited and inspected including A Sonic drilling site for the PFAS RI, CATM Range site excavation, Inspected containment cells one and two, Inspected the Rail loadout area at site ST010, Inspected PFAS soil stock piles. and project EIE 444 excavation at Crowley tank farm. All IRP site work was in accordance with approved workplans and site conditions were good. During the site visit, DEC inspected the tanker row stock pile compliance site. The stock pile seems to be in the same condition as last year. It does not appear that sampling has occurred or that covers were replaced. Identified several new stock piles within the fenced tank farm area near building 6244. |

The Metals Memo includes an evaluation of the background concentration of 24 metals in soil and groundwater at Eielson Air Force Base. Breakpoints to select a dataset for 24 metals in soil and groundwater were determined using a population partitioning method and iterative Q-Q plots. Arsenic was the only metal in soil with a breakpoint above the 2021 EPA regional screening levels (RSL). Arsenic, cobalt, iron, manganese, and thallium are above the 2021 EPA groundwater RSLs. Arsenic in groundwater is significantly higher than the EPA RSL. Background threshold values will be calculated under a separate document using the datasets identified from this approved metals evaluation. |

DEC provided approval for the Draft Final After Action Construction Report for a Time Critical Removal Action of Perfluorooctane Sulfonate (PFOS) and Perfluorooctanoic Acid (PFOA) Contaminated Drinking Water, Eielson Air Force Base, Alaska, dated January 2023. This report documents actions completed under the Action Memorandum for a Time Critical Removal Action (TCRA) of Perfluorooctane Sulfonate (PFOS) and Perfluorooctanoic Acid (PFOA) Contaminated Drinking Water, Eielson Air Force Base, Alaska, issued by the United States Air Force and signed 22 June 2017. The planned actions in the TCRA Action Memorandum were the installation of a permanent granular activated carbon (GAC) system at the Eielson water treatment plant and the excavation and disposal of up to 350 cubic yards of contaminated soil within the footprint of the permanent GAC system (USAF 2017). |

DEC conducted a site inspection at the Osborne Construction EIE 429 site. The inspection was undertaken to review the project dewatering infiltration basin and to verify it is constructed and functioning per the work plan and the dewatering permit/best management practices. Overall, the basin seems to be allowing infiltration and is keeping up with the rate of pumping (1400 gal/min). Sampling for PFAS on a weekly frequency is occurring per the approved plan. |
