Problems/Comments
The relocatable barracks (RBK) area consists of multiple buildings where there have been multiple releases. RBK11 - In June 2010, approximately 200 gallons of propylene glycol were released to the ground from a hydronic heating system due to a failed solder joint on a one-inch line. Approximately 150 gallons flowed beneath the barracks structure and were not recovered. RBK05 - On December 22, 2010, approximately 300 gallons of propylene glycol were released to the soil beneath the elevated structure due to the failure of a circulation pump seal and were not recovered. RHQ08 - On March 28, 2011, approximately 150 gallons of 60/40 water/propylene glycol solution were released and flowed beneath the structure due to the failure of a circulation pump seal. 12/13/2016 | Meeting or Teleconference Held | A two day Federal Facilities Agreement (FFA) and Stakeholders meeting was held on December 13 & 14, 2016. The main focus of the meeting was to develop a site discovery and site intake process that would satisfy requirements of the Fort Wainwright FFA, RCRA Permit, and two party agreements. The Army, EPA and DEC committed to a flowchart of the preliminary source evaluation process. Timelines were established for scoping a land use control implementation plan (LUCIP) and developing a contracting schedule for Fort Wainwright contaminated site investigations and remedial actions. 12/5/2017 | Update or Other Action | Based on a site review completed this day, DEC is changing the site status to non-qualifying. The only known contaminant released was Propylene Glycol, a known food additive. DEC did not receive any soil sampling results from the reported release areas, however, DEC does not have a published cleanup level for Propylene glycol for a comparison value. DEC considered the lowest EPA RSL for propylene glycol (130,000 mg/kg (13% by volume)non-carcinogenic child SL).
