Underground Storage Tank Site Characterization or Assessment |
Staff reviewed and commented on a change in service site assessment for UST #183 at building 1300. Prior to 2009, the 20,000-gallon diesel UST #183 was a regulated tank because it was used as both a heating oil tank and as a back-up tank for a generator. A new tank was connected to the generator in 2009. Tank#183 is now used exclusively for heating oil and is no longer a regulated UST as defined by Alaska Statute 46.03.450(8). Staff commented that although the sample results were non-detect, detection limits were above cleanup levels for some analytes. Also, the number of samples was inadequate, and additional samples will be required to determine if a release has occured. |

Staff provided comment on a Draft workplan to complete the change in service site assessment at for UST 183 at building 1300. Staff requested that GRO and PAHs be added to the sampling plan, and that samples be collected under the piping if possible. |

Contaminated Sites staff approved a work plan for additional site assessment related to the 2009 change-in-service of UST #183. A 2010 letter from DEC identifies deficiencies in the 2009 site assessment report. A draft work plan was submitted on June 13, comments were sent August 16, a revised work plan was received Sept 09 and an approval letter was sent Sept 16. The additional site assessment will include another sample from a trench dug near the base of the tank and a sample from beneath the piping. The work may be conducted in 2011 or may be postponed until 2012. |

2014- Draft Multiple Compliance Restoration Program Sites RI Work Plan received March 1, 2014. In 2012, SER activates were preformed to evaluate if petroleum-contaminated soil /groundwater remain for past fuel storage/transfer associated with UST 183. 12 soil samples (5 surface, 7 subsurface) and 3 groundwater samples were collected and analyzed for DRO, RRO, GRO, VOC, SVOCs, and metals. GRO, DRO, BTEX, methylene chloride, and arsenic all exceed cleanup levels in soil. DRO, GRO, and benzene exceeded current cleanup levels in groundwater samples. Additional field work is expected in the 2014 field season. |

On April 23, 2014, the Alaska Department of Environmental Conservation and the United States Air Force reached agreement on the State-Eielson Air Force Base Petroleum Site Restoration Agreement (Two-party Agreement). This agreement was established to perform any necessary assessment, monitoring, remediation and cleanup determinations for petroleum contaminated sites at Eielson Air Force Base. This site was identified as a petroleum contaminated site requiring a response action and its cleanup will continue under Alaska regulations, following the procedures established in the agreement. |

DEC provided comments to the USAF on the draft "2014 Site Characterization Report, Various Sites, Eielson Air Force Base, Alaska dated June 2015 (the 2014 CRP SCR). The 2014 CRP SCR describes sampling activities completed at PL001(M), CS082, SS530, SS068, SS083, TU531, CS074, CG517, SS533, TU077, SS519, SS079, CS525 at Eielson Air Force Base in July, August and September of 2014. Sampling of soil and groundwater was conducted to evaluate data gaps from previous investigations; delineate the nature and extent of soil and groundwater contamination; determine the potential for co-mingling of plumes from separate sites; and to determine the need, or lack thereof, for further investigation at each site. |

DEC reviewed and approved the Site Characterization Report for Source Areas SS068, SS083, CS525, TU077, SO501, CG527, SS079, SS519 Eielson Air Force Base, Alaska, Final, dated November 2018. The report describes results of site characterizations (SCs) at multiple contaminated sites
managed under the Compliance Restoration Program (CRP) at Eielson Air Force Base (AFB),
Alaska. In order to delineate the extent of contamination at the eight CRP sites included in this report, Environmental Compliance Consultants, Inc. (ECC) partnered with Jacobs Engineering Group Inc. (Jacobs) to collect surface and subsurface soil, groundwater, surface water, and sub and near-slab soil gas samples; conduct an analytical data quality review; and screen for human health risk. Analytical sampling conducted during the 2015 through 2017 field activities closed data gaps from previous investigations and demonstrated that further characterization is not needed at three of the CRP sites; the remaining six sites require further investigation. |

DEC approved an updated to Land Use Control (LUC) boundaries for multiple Eielson Sites. Site SO066 and CG505 are NFA sites, where interim LUCs will remain in place until the sites are closed. The LUC Boundary for sites SS079 and SO503 were recommended to be collapsed. It was noted during discussion that the installation of monitoring wells was not included in the Decision Document for site SO503. Air Force has agreed to further review this and propose any changes that may be required for the remedy component of SO503. The LUC Boundary for site SO501 was recommended to be collapsed and shifted to include a previous excavation at the site. Site TU077 requires further investigation and will be presented again at a later date. The proposed LUC boundary for site ZZ088 will be compared to Alaska Department of Natural Resources (DNR) records and presented again at a later date. |
