Problems/Comments

During a Phase II Investigation conducted in December 2010 three boreholes were advanced to identify potential contamination from two former heating oil USTs, which were removed in 1991. As a result, PCE contamination was discovered in borehole B2.

Action Information

Action Date Action Description DEC Staff
2/8/2011 Risk Assessment Report Approved On this date, ADEC received the Phase I & Limited Phase II Environmental Site Assessment 4010 Piper Street, submitted by S&W, dated January 2011. To identify potential contamination from two former heating oil USTs, which were removed in 1991, three soil borings were advanced 10 ft. bgs. One soil sample was collected from each of the three borings based off PID screening results and the GW interface, which was encountered at 8.5 ft. bgs. Only one soil sample, collected at 7.5 to 10 ft. bgs from boring B2, contained detectable levels of contaminants with Methylene Chloride at 0.412 mg/kg, PCE at 0.0550 mg/kg and arsenic at 6.47 mg/kg; above cleanup levels. 4/26/2011 Offsite Soil or Groundwater Disposal Approved Signed and sent (via email) the Contaminated Soil Transport and Treatment Approval Form to Shannon & Wilson. Approval was granted to transport soil that may be comtaminated with tetrachloroethylene (PCE) to Emerald Alaska for treatment and/or disposal. Pam Clemens
4/26/2011 Document, Report, or Work plan Review - other Approved the Work Plan For Site Assessment, 4010 Piper Street, Anchorage, Alaska; ADEC File No. 2100.38.522 that was submitted by Shanon & Wilson today. Pam Clemens
5/10/2011 Site Visit Observed one temporary well point installation by GeoTech. Shannon & Wilson had Jen Simmons on-site collecting samples. Discussed the drinking water well samples already collected from the two wells on-site. One well, in the building on the west side of the property, is only used for watering the lawn. Pam Clemens
7/26/2011 Risk Assessment Report Approved On this date, ADEC received the Site Assessment 4010 Piper Street, submitted by S&W, dated July 2011. A DWW survey performed found: Two DWWs on the property and a DWW may exist 15 feet SW off of the property. Two GW samples collected from the property’s DWWs were ND for contaminants. Five soil borings were advanced 13 to 20 ft. bgs – two of which were complete as MWs -to evaluate extent of historic PCE contamination. GW, encountered in only two of the borings @ 6 ft. bgs, contained detections of toluene, but well below cleanup levels( note: the access points were driven beyond the GW interface and the temporary well Points were not purged). Soil samples, collected from the GW interface and/or based off screening/observation, were ND for contaminants. Grant Lidren
8/11/2011 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has completed a review of the environmental records associated with the Residence - 4010 Piper Street. Based on the information provided to date and the administrative record, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and this site is closed.
