Problems/Comments

Site SS017 (also known as Disposal Area B; AOC02) is a former disposal and storage area west of the Upper Camp where drums of unknown origin and content have been stored. In 1985, the AF removed 200 drums from this site, excavated construction debris and trash, and covered and re-graded the area. This site is closed under state regulations. DRO remains in groundwater but because groundwater is not a viable source or drinking water or an anticipated transport mechanism, no further remedial action is required. Institutional controls will be applied to limit drilling in areas with petroleum-contaminated groundwater, require ADEC approval before removing or disposing of petroleum-contaminated groundwater and to document the site location and these restrictions in land use records. In accordance with the decision document, the ICs at Site SS017 will be reviewed every 5 years, to ensure that land use has not changed and ICs remain effective in limiting public access, due to the remaining presence of fuel contamination in groundwater.

Action Information

Action Date Action Description DEC Staff
3/11/2011 Site Added to Database A new site has been added to the database Mitzi Read
6/6/2014 Update or Other Action 1994 PA/SI – No visible soil stains or surface debris was found on site. A metal detection survey indicated no buried materials. Seep and soil samples were collected and ran for DRO, only one sample came back with a concentration of 12.0 mg/kg Anna Iverson
6/6/2014 Update or Other Action 1999-RI – 3 test pits were excavated and 3 monitoring wells installed. 2 soil and 1 surface water sample were collected and analyzed for GRO, DRO, RRO, metals, pesticides, PCBs, VOCs, and SVOCs. DRO was detected with a max concentration of 2,700 mg/kg (soil) and 10.4 mg/L (groundwater). Anna Iverson
6/6/2014 Update or Other Action 2001 RI – A surface seep water sample located downstream of the 3 monitoring wells had a DRO concentration of 0.3 mg/L, the reduced concentration indicated DRO may represent downgradient attenuation. Additionally, trace amount of DRO were detected in 2 surface seep soil samples. Anna Iverson
6/6/2014 Update or Other Action 2008 RI – Groundwater samples were collected from the 2 of the 3 monitoring wells, one well could not be sampled due to bentonite fouling. DRO analysis yielded concentrations of 9.22 and 18.2 mg/L, which is comparable to previous studies. Anna Iverson
6/6/2014 Update or Other Action 2011 Decision Document - ICs will be put in place at SS017 because DRO remains in groundwater. Since, groundwater is not a viable source of drinking water or an anticipated transport mechanism at SS017, the site requires no further action under state law and will be designated Cleanup Complete with ICs. Anna Iverson
6/12/2014 Exposure Tracking Model Ranking Initial ranking with ETM completed for source area id: 79054 name: Granite Mountain AFS SS017. All pathways are incomplete or De Minimis. Anna Iverson
7/22/2014 Cleanup Complete Determination Issued The Granite Mountain Decision Document applies institutional controls to this site, restricting access to groundwater. ICs are documented in the 611th CES Land Use Control Management Plan. The Decision Document was approved by DEC on January 10, 2011. ICs include: -Limiting excavation or drilling in areas containing petroleum-contaminated groundwater. -Characterizing and managing the groundwater by following the applicable regulations if petroleum-contaminated groundwater is used on or removed from the site. -Obtaining ADEC approval before removing or disposing of petroleum-contaminated groundwater at the site (pursuant to 18AAC75.325[i]) The ICs at Site SS017 will be reviewed every 5 years, to ensure that land use has not changed and ICs remain effective in limiting public access due to the remaining presence of fuel contamination in groundwater. Eric Breitenberger
7/22/2014 Institutional Control Record Established Institutional Controls established and entered into the database. Eric Breitenberger
11/6/2019 Document, Report, or Work plan Review - other ADEC approved the final "Second CERCLA Five-Year Review for Site OT001 and Second Non-CERCLA Periodic Review for Site SS017" The document concluded that institutional controls (ICs) were functioning as intended to meet Remedial Action Objectives (RAOs), and ground or surface water will be tested for lead prior to the termination of ICs at SS017. Tim Sharp
5/18/2023 Document, Report, or Work plan Review - other DEC provided comments for the Draft Final Work Plan, Long Term Management at Granite Mountain Radio Relay Station, Alaska Dated May 2023. The Work Plan presents the approach and procedures for long-term management (LTM) at the Granite Mountain Radio Relay Station. The purpose of the LTM project is to conduct institutional control (IC) inspections, a landfill cover inspection at Site OT001, and sign maintenance, as needed, for the following sites to maintain compliance with U.S. Air Force (USAF) and regulatory requirements: DA020, DA021, DP009, DP010, LF002, OT001, SS016, SS017 and SS019.
