Problems/Comments

Petroleum impacted soil was encountered at a former trailer park during a limited Phase II site assessment in 2010. The trailer park operated from 1966 to 2001. The contamination source is unknown, but potential sources include: an office/maintenance facility shop, former above ground storage tanks and associated underground piping. Reportedly, underground fuel lines and asbestos-containing water and sewer distribution lines remain on the west side of the property. This 26.12 acre property is located in a mixed residential/ commercial area. Construction activities are currently in progress for the Providence Alaska Cottage Project. Although groundwater flow was not evaluated, it is assumed to flow in the north westerly direction. There is currently one active DWW (WL002) northwest of the property, adjacent to the Mayflower Trailer Park. WL002 was sampled in 2010 and did not contain VOCs. WL002 was advanced in 2005 at the NW corner of the property. It is 237ft deep, screened at 155 feet. The static water level is 40 feet. During the WL002 advancement, a Clay:hard, gravelly layer was encountered at 85 to 112 ft. bgs.

3/30/2011 Document, Report, or Work plan Review - other On this date, ADEC received the Phase I and Limited Phase II Environmental Site Assessment 1001 Boniface Parkway Anchorage, Alaska prepared by Shannon & Wilson, dated September 2010. In order to determine if any subsurface soil contamination existed on the 26.12 acre property, 27 testpits were excavated to 10 feet bgs or the GW interface and screened with a PID. Fifteen soil samples were collected and analyzed for GRO, DRO, RRO, and BTEX with four of those samples analyzed for metals, PCBs, and VOCs. Soil samples collected from two of the test pits, TP7 & TP11, contained DRO up to 3,050 mg/kg, GRO up to 474.4 mg/kg, 1,2,4-trimethylbenzene up to 112 mg/kg, and 1,3,5-trimethylbenzene up to 24.1 mg/kg. Although groundwater flow was not evaluated, it is assumed to flow in the north westerly direction. 4/15/2011 Site Visit ADEC met with the RP (Legacy, LLC) and S&W at the contaminated construction site “Former Mobile Home Park - 1001 Boniface Parkway” on April 15, 2011. Two areas of previously identified subsurface contamination at the site have been flagged off to prevent soil movement(TP7 & TP11). S&W is drafting a work plan to further evaluate contamination at these two locations to be reviewed by ADEC. Grant Lidren
4/27/2011 Site Characterization Workplan Approved On this date, ADEC received the Work Plan for Additional Site Characterization, 1001 Boniface Parkway, submitted by S &W dated April 12, 2011. At a minimum, four test pits/boring will be advanced 5 feet around both former TP7 and TP11 to a depth of 6 to 8 feet bgs to evaluate extent of contamination. One analytical soil sample will be collected from each test pit/boring at the depth of previously identified contamination. An additional soil sample may be collected based off field screening levels or field observation. If field screening or visual evidence indicates contamination extends further vertically or horizontally, up to six additional test pits/ borings may be advanced. Note: ADEC commented if soil contamination is within 5 feet of groundwater, groundwater monitoring wells will need to be advanced and sampled as well. Grant Lidren
8/23/2011 Site Characterization Report Approved On this date, ADEC received Additional Site Characterization, 1001 Boniface Parkway submitted by Shannon & Wilson, dated August 2, 2011. A total of 14 soil borings were advanced in the vicinity of TP7 and TP11 to evaluate extent of contamination discovered in 2010. Eight soil borings advanced at TP 11 contained DRO up to 1,100 mg/kg at 3 to 4 feet bgs. Soil samples below this depth contained detectable levels of contaminants, but below cleanup levels. Six soil borings advanced at TP7 contained DRO up to 1,070 mg/kg between 4 to 8 feet bgs with higher contamination found at greater depth. Furthermore VOCs and PAHs were detected in TP7, but below ADEC cleanup levels. Grant Lidren
12/9/2011 Site Characterization Report Approved On this date, ADEC received the Release Investigation 1001 Boniface Parkway submitted by S & W, dated November 17, 2011. Two soil samples collected 8 to 14.5 feet bgs at the GW interface contained detectable levels of contaminants, but well below migration to GW cleanup levels. 3/16/2012 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has completed a review of the environmental records associated with the Former Mobile Home Park - 1001 Boniface Parkway. Based on the information provided to date and the administrative record, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment. No further remedial action will be required as long as the site is in compliance with established institutional controls. Grant Lidren
