Problems/Comments

On April 30, 1970 a gravel pad at Milne Point Unit 18-01 was installed for petroleum exploration activities. Well drilling activities were suspended from August 31, 1970 to May 1, 1973. The well was plugged and abandoned December 21, 1980. Petroleum-impacted soil was discovered at the pad July 1, 2001 during a site assessment. Tundra soil samples collected 80 ft. SW and 125 ft. N of the gravel pad from areas of petroleum staining, contained DRO up to 81,900 mg/kg, RRO up to 187,000 mg/kg, and benzene up to 5.53 mg/kg. A total of 23 CO2 soil-gas survey points collected from the gravel pad contained CO2 up to 2.3%. A sheen test caused heavy sheening in thermokarst troughs on the pad and in the tundra ponds surrounding the pad.

At least 27 boreholes will be advanced into the gravel pad. A minimum of 43 soil samples will be collected from the boreholes located on the pad and adjacent tundra with at least one soil sample collected from each borehole. Soil samples with the highest PID readings will be analyzed for GRO/BTEX (at least 11 samples) and PAHs (at least five samples). Additionally, an assessment of surface water on the pad and tar/crude patches on the SW margin of the pad will be performed in the summer. Grant Lidren

11/26/2012 Document, Report, or Work plan Review - other Reviewed Phase II Site Assessment Report and Corrective Action Plan for Milne Point 18-01. 26 boreholes were advanced at the gravel pad. 18 boreholes were advanced into off pad tundra areas and 11 hand dug test pits were sampled to confirm previous borehole results. Samples from the gravel pad contained DRO up to 66,800 mg/kg, GRO up to 1,080 mg/kg and RRO up to 10,800 mg/kg. Tundra samples indicated the presence of contamination north of the northeast corner of the pad with DRO up to 5,870 mg/kg. Generally tundra samples did not indicate the presence of contamination except in this one area. The Phase II data was used to develop the Corrective Action Plan, which calls for complete removal of the gravel pad and reserve pit waste. The gravel pad will be removed to the tundra interface. It is anticipated that approximately 3,800 cy of clean gravel will be removed from the gravel pad and used as backfill at the site. Approximately 700 cy of restricted use gravel will be excavated and either transported to East Dock landfarm for treatment, or sampled and reused on site for reserve pit backfill as appropriate. Approximately 1,000 cy of contaminated material will be excavated and transported to East Dock for treatment. Confirmation samples will be collected following excavation activities in areas where impacted material had been identified during Phase II sampling. If necessary, stockpiles will be sampled at the rate of one composite sample per 200 cy to determine the reuse potential of the soil. Excavated areas will be backfilled with gravel and tundra overburden to approximate tundra grade, then rehabilitated in accordance with a separate work plan to be approved by USACE. Bill O'Connell

Hilcorp suggests that I check on status with ERM and ERM's response is as follows: "The corrective action did not occur, and a key reason for deferral was uncertainty regarding well ownership. The well appears to need some level of down-hole work: it would be quite undesirable to conduct a corrective action if the well work can't be done in the same season. Hilcorp became the operator of the field in November, and I'll defer to Drew (Hilcorp) to answer questions regarding plans for the site." No further response from Hilcorp. Keather McLoone

2/21/2024 Meeting or Teleconference Held DEC Contaminated Sites and Solid Waste programs met via teleconference with Hilcorp and DNR to discuss the implementation of the 2013 BPX CAP. Hilcorp is developing a revised CAP based on current site conditions to be submitted for review and approval in early 2024. CAP completion by 2025. Andrea Carlson
11/8/2024 Cleanup Plan Approved Reviewed the 2024 Milne Point 18-01 Site Visit Report and Revised Corrective Action Plan dated September 27, 2024. The 2024 CAP proposes cleanup at the site during winter 2025, including debris removal, contaminated soil excavation, abandon well improvements, with additional inspection and surface water sampling the summer following cleanup.
