Problems/Comments
The small boat harbor dredging project was originally permitted for an in-water disposal of dredge spoils by USACE. It became apparent early on in the project that the material being dredged was contaminated with hydrocarbons from the large fuel spills that occurred just upland of the SBH as a results of the 1964 earthquake and tsunami. The material caused a heavy sheen on surface water when disturbed, so sorbent boom was placed around the dredge area for the duration of the project. Approximately 15,000-20,000 cubic yards of material contaminated with diesel fuel was dredged from the harbor and stockpiled on property owned by ARRC near the tunnel entrance.

---|---|---|---|
4/6/2011 | Document, Report, or Work plan Review - other | Reviewed workplan to transport and stockpile contaminated dredge spoils from the Whittier Small Boat Harbor (SBH) to a location just north of the tunnel entrance on property owned by ARRC. Material will be dredged, allowed to dewater back into the SBH, then transported to the lined stockpile, which will eventually contain approximately 15,000-20,000 cy of material. The stockpile will be be covered and any drainage will be collected and evaluated for disposal. It is anticipated that the stockpile will be in place for up to two years. | Bill O'Connell |

7/26/2012 | Document, Report, or Work plan Review - other | Reviewed stockpile characterization work plan. Ten boreholes will be advanced to within 2-3 feet of the bottom liner. Three samples will be collected per borehole from areas with the highest field screening results and analyzed for DRO, RRO, GRO, and BTEX. 10% of samples will also be analyzed for PAHs. | Bill O'Connell |
10/29/2012 | Document, Report, or Work plan Review - other | Reviewed Characterization Report of Dredging Waste Stockpile form the Whittier Small Boat Harbor Improvements. Boreholes were advanced into the stockpile in 10 locations, stopping approximately 2-3 feet above the bottom liner, and field screening was conducted at one-foot intervals. Soil samples were collected from various intervals throughout the pile to provide for adequate coverage of the entire pile. No contaminants were detected above cleanup levels. DRO was detected up to 200 mg/kg and GRO was detected up to 29 mg/kg. Benzene was not detected. | Bill O'Connell |
