Problems/Comments

The small boat harbor dredging project was originally permitted for an in-water disposal of dredge spoils by USACE. It became apparent early on in the project that the material being dredged was contaminated with hydrocarbons from the large fuel spills that occurred just upland of the SBH as a results of the 1964 earthquake and tsunami. The material caused a heavy sheen on surface water when disturbed, so sorbent boom was placed around the dredge area for the duration of the project. Approximately 15,000-20,000 cubic yards of material contaminated with diesel fuel was dredged from the harbor and stockpiled on property owned by ARRC near the tunnel entrance.

Boreholes were advanced into the stockpile in 10 locations, stopping approximately 2-3 feet above the bottom liner, and field screening was conducted at one-foot intervals. Soil samples were collected from various intervals throughout the pile to provide for adequate coverage of the entire pile. No contaminants were detected above cleanup levels. 4/30/2019 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Whittier Small Boat Harbor Dredge Stockpile located on Harbor Road near the railroad tunnel entrance in Whitter. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required unless new information becomes available that indicates residual contaminants may pose an unacceptable risk.
