Conditional Closure letter issued. Spill response program retained oversight. Conditions include: "SBA also realizes that when the buildings are removed or demolished, that SBA or the subsequent property owner is responsible for addressing the contamination beneath the foundation, and SBA will advise all potential purchasers of this restriction on the property." and "However, at some point the buildings and slab will be removed. At that time, the remaining contaminated soils shall be addressed in accordance with the State of Alaska Oil and Hazardous Substances Pollution Control regulations (18 AAC 75). At a minimum, this requires assessment and sampling, and possibly, additional soil removal or remediation option. As a condition for approval, the property owner shall advise ADEC if the buildings are to be razed, and propose a work plan to address possible remaining contamination. SBA is responsible for advising purchasers of the potential for additional cleanup efforts at the site." |

Staff noted buildings being razed on property during incidental drive by/site visit. Staff called SBA's Richard Lopez who informed staff that the MOA Parks and Recreation Dept. had purchased the property. Staff contacted Dave Gardiner of Parks and Rec to see whether anything had been done with respect to the contamination or the well. Gardiner stated that the well had not been in use since the time the building was occupied by a mattress refurbisher. Gardiner referred staff to Laurie Skenkie, the landscape architect, for additional information regarding status of the well. |

Following contact with identified owner MOA, received on this date "Phase II Site Assessment Report, HLB Parcels at 12th and A Street" prepared by Golder Associates and dated February 20, 1997; the 1997 report was referenced in "Corrective Action Plan (CAP)...October 1999" for park under construction at site, Earl and Muriel King Park. CAP includes site history, including statement that Gilfilian Engineering conducted a Phase I ESA in October 1995 for the Small Business Administration (SBA) and observed: a 500-gallon fuel oil tank between the two warehouses at the stite at that time and an 8-inch diameter hole in the concrete floor in the western warehouse. Letter issued approving October 1999 CAP. |
