Problems/Comments

On April 22, 2011, during excavation activities associated with construction of a multi-level apartment complex, a 300-gallon underground heating oil tank was discovered along with petroleum-contaminated soil. Prior to redevelopment (between 1990 and 2006), the property contained 12 residential trailers and their associated heating systems.

7/25/2011 Document, Report, or Work plan Review - other Staff reviewed City of Unalaska's "Lot 2 Loop/Ptarmigan Road" report dated July 15, 2011. This report documented the screening and removal of approximately 900 cubic yards of petroleum impacted soil during the construction of an apartment complex. The excavation activities occured between April 30th and May 31st, 2011. An additional 3,500 cubic yards of soil that was screened and sampled according to ADEC guidance was also removed. Soil contamination above 18 AAC 75.341 Table B1 and B2 values remains in place in the northern and eastern excavation corners. Todd Blessing
7/25/2011 Document, Report, or Work plan Review - other Staff reviewed and approved the City of Unalaska's proposed cleanup plan for the Summer Bay Road Stockpile. The city proposed to treat the soil by amending each 100 cubic yards of soil with clean straw, and fertilization with NPK fertilizer and fish meal. Aeration equipment will be installed inside the stockpile and will consist of five 2 inch diameter machine slotted horizontal wells. Oxygen will be supplied by wind powered turbines. Ongoing intermittent monitoring of the pile would be conducted with a PID. Todd Blessing
1/3/2012 Document, Report, or Work plan Review - other DEC staff has reviewed and approved of Unalaska’s work plan titled “Lot 2 Loop/Ptarmigan Road Well Installation and Groundwater Sampling Work Plan”, dated October 21, 2011. Unalaska has proposed to install three wells on the northern, southern, and eastern boundaries of the 2011 excavation. During the advancement of the borings, a soil sample will be collected from depths with the highest field screen readings to be analyzed for GRO, DRO, RRO, BTEX, and PAHs. Following well completion and development, groundwater elevations will be recorded and samples will be collected from each well to be analyzed for GRO, DRO, RRO, BTEX, and PAHs. Todd Blessing
6/18/2012 Update or Other Action DEC staff reviewed and approved of City of Unalaska's "Lot 2 Loop/Ptarmigan Road Stockpile Remediation Work Plan Addendum", dated May 23, 2012. Modifications to the work plan include: Replacement of fishmeal with fish bone meal; refinement of the fertilization calculations and addition of geo-pneumatic considerations; replacement of five 2 inch diameter slotted pipe with six rows of 1 inch slotted pipe each split into two independent lines; allowing bedding of the horizontal lines in sand or gravel, or wrap with geotextile fabric; removal of geotextile fabric fom the top of the pile and replacement with straw; substitution of geotextile fabric from the top of the pile and replacement with straw; use of sample ports on the individual horizontal wells; and clarification of the expected cleanup duration (1 to 3 years). 9/19/2012 Document, Report, or Work plan Review - other Staff reviewed City of Unalaska's "Groundwater Monitoring Well Installation and Characterization Report", dated September 10, 2012". This report documented the installation and sampling of three groundwater monitoring wells. Groundwater elevation data collected from the wells suggests groundwater flows south-southwest. DRO was detected above 18 AAC 75.342 Table C levels in groundwater samples collected from MW-2, which is located east of the 8-plex. Staff requested additional groundater monitoring events to document the contaminnant plume is stable and not increasing. Todd Blessing

9/14/2017 Potentially Responsible Party/State Interest Letter ADEC Reviewed the 2017 Groundwater Monitoring report which provides details regarding the groundwater monitoring that took place on site during October 2016. The groundwater samples did not contain petroleum constituents above ADEC Table C Groundwater cleanup levels. 12/20/2018 Document, Report, or Work plan Review - other The ADEC has reviewed the " Lot 2 Loop/Ptarmigan Road Groundwater Monitoring Well Decommissioning Report". The report details the monitoring well decommissioning and biocell sampling conducted in 2018. In March 2018 all 3 monitoring wells at the site (MW-1, MW-2, and MW-3) were decommissioned following ADEC guidance. In addition, a total of 3 analytical soil samples were collected from the biocell in September 2018. The location was randomly selected by the equipment operator and consisted of one test pit dug to a depth of 6 feet. Samples were collected at a depth of 2.5, 3.5, and 5.5 feet, and sampled for DRO. Samples contained DRO ranging from non-detect to 117mg/kg. The ADEC has no objections to the report. Chelsy Passmore
