Problems/Comments

The Barge Landing Area is currently used for staging and transferring materials transported by barge. The space available at the facility has been found inadequate and plans are being made to upgrade the facility. The active barge landing area is located approximately 1,400 feet north-northwest of the Davis-Ramoth School along the south bank of the Selawik River. The barge landing area features a gravel pad of about 100 feet by 200 feet for staging materials. A 300-foot-long gravel-surfaced access ramp leads from a pad north of the Selawik River. A steel fuel pipeline roughly parallels the north side of the pad and west side of the ramp, terminating at a marine header near the river edge. The Barge Landing Area was likely developed in the early to mid 1990s, and was used during the construction of the new school. The marine header was installed between 2000 and 2003. A visual reconnaissance and sampling was conducted on Oct. 1, 2010. About twenty-four 20-foot shipping containers, a variety of construction materials, storage tanks, two diesel generators, and various scrap were present on or near the gravel storage pad. Burned trailers and scrap were present off the western edge of the storage pad. Decommissioned ASTs, stored vertically in two groups are stored on the pad: fourteen tanks are stored at the northern end of the gravel pad and an additional fourteen vertical tanks and three tanks are located northeast of the storage pad and ramp on the tundra. Four locations at the Barge Landing area were selected for sampling. Sample depths ranged from 0.3 to 1 foot bgs. Limited screening and sampling did not suggest that large releases of contamiants have occurred, but several potential sources of contaminants are present at the Barge Landing. Site part of an area-wide Brownfield file, associated files 500.38.001, 500.38.003, and 500.38.007.

Action Information

Action Date Action Description DEC Staff
5/10/2010 Brownfields Award $39,614 SOA CIP funds awarded to the Native Village of Selawik for a Property Assessment and Cleanup Plan with Sampling on Selawik area-wide, encompassing this site and associated sites: Selawik IRA Tank Farm (500.38.001), Former School Tank Farm Gravel Pad (500.38.003), and Selawik Old AVEC Tank Farm (500.38.007). NTP# 18400212017. Cascade Galasso-Irish
5/12/2011 Site Added to Database A new site has been added to the database Deborah Williams
5/12/2011 Update or Other Action The Selawik Barge Landing Area was identified as an area of potential concern by the 2011 Selawik Area-Wide Property Assessment and Cleanup Plan (PACP) created by Shannon & Wilson, Inc. on behalf of the DEC Reuse & Redevelopment Program. According to the PACP, three soil samples were taken at the barge landing area and analyzed for contaminants as follows: 1) Sample taken from beneath the marine header and analyzed for diesel-range organics, benzene, toluene, ethylbenzene, and xylenes, 2) Sample taken from beneath an accumulation of broken fluorescent bulbs and evaluated for mercury, and 3) Sample taken next to a pile of discarded welding rods and analyzed for eight RCRA metals. None of the samples contained contaminant concentrations above DEC’s cleanup levels. A fourth sample was collected from an apparent latex paint spill to soil, but was not analyzed because field screening of the sample did not suggest an oil-based or solvent-containing product. The PACP recommended additional sampling of the drainage swale long the west side of the storage pad at the barge landing area. Melinda Brunner
9/23/2011 Brownfields Award NTP# 18400212032 issued on this date to Selawik for a ABCA and CAP development on Selawik Areawide: IRA Fuel Project Former Tank Farm, Selawik Barge Landing Area and the Old AVEC Tank Farm, associated sites 500.38.001 and 500.38.007. $15,200 SOA CIP funds awarded for FY2012. Cascade Galasso-Irish
3/20/2013 Update or Other Action Letter report dated 03/13/2013 received at DEC from Travis/Peterson Environmental Consulting, Inc. (TPECI) that describes solid waste cleanup activities at the site. TPECI's letter report describes how Alaka Village Electric Cooperative (AVEC) personnel cutdown AVEC's tanks that were staged at the barge landing, and transported the scrap metal to the Selawik landfill. This work was done in 2012. According to the report, AVEC no longer has any tanks staged at the barge landing. Melinda Brunner
4/7/2014 Update or Other Action Travis/Peterson Environmental Consulting, Inc. submitted a report entitled, "Selawik Former AVEC Tank Farm and Barge Landing Site, Site Characterization Report," dated December 2013 on behalf of the Alaska Village Electrical Cooperative, Inc. The report describes soil sampling done at the marine header and part of the barge landing area. The analytical samples taken (one soil sample at the marine header and two soil samples at the barge landing where AVEC had aboveground storage tanks staged prior to their removal in 2012) contained no contaminant concentrations above DEC's cleanup levels; the samples were analyzed for diesel-range organics, residual-range organics, gasoline-range organics, benzene, toluene, ethylbenzene, xylenes, and polycyclic aromatic hydrocarbons. The soil sample taken at the marine header was also analyzed via the Toxicity Characteristic Leaching Procedure for lead; lead was not detected. The site retains its "Informational" status, since no contamination above DEC's cleanup levels has been confirmed. Melinda Brunner
4/11/2014 Update or Other Action Letter sent to Mark Bryan of AVEC discussing the sampling results presented in the Travis/Peterson Environmental Consulting, Inc. report entitled, "Selawik Former AVEC Tank Farm and Barge Landing Site, Site Characterization Report," dated December 2013. Melinda Brunner
9/27/2021 Update or Other Action Staff assigned changed to "no longer assigned" as the site does not appear to have confirmed contamination. Site retains its "informational" status as it was originally addressed through ADEC's Reuse and Redevelopment Program. For further information, please contact ADEC Brownfields staff. Lisa Griswold
