Problems/Comments
On September 11th and 12th of 2009 during a change in service of two 5,000-gallon gasoline and one 1,000-gallon diesel Underground Storage Tanks, benzene and diesel soil contamination was encountered at several pipe joints, under the east dispenser island, and near one of the underground storage tanks. Approximately 25 to 30 cubic yards of contaminated soil was excavated and stockpiled on-site near the northwest corner of the property. The fuel pumps had been removed prior to April of 2009, and the product piping was removed on September 11th and 12th of 2009. Fertilizer and limestone (22-11-11) was applied to the excavated surfaces before backfilling and also applied to the stockpile on-site. No free product or groundwater was encountered during the excavation and removals. The piping was stored on-site for disposal at the Seward Landfill or a scrap yard. The three formerly regulated underground storage tanks remain in place under a change-in-service, for heating fuel storage and use to heat the facility's shop. It is estimated that an additional 10 to 20 cubic yards of contaminated soil remains in the subsurface that may need to be excavated in the future. ADEC awaiting receipt of the UST Closure Site Assessment / Release Investigation report.

10/30/2014 | Update or Other Action | UST Closure (Change in Service to Heating Oil Tanks) Site Assessment / Release Investigation Report eport has never been received at ADEC's Soldotna office. Checking with ADEC's IPP UST office to determine whether or not they received the required UST closure SA/RI report. | Paul Horwath |
10/31/2014 | Update or Other Action | Received confirmation from ADEC's IPP UST office that no UST Closure (Change in Service to Heating Oil Tanks) Site Assessment / Release Investigation report was ever received for this UST facility. This means no soil sample data has been received by ADEC. Contamination was reportedly identified at the site during UST closure assessment work, but the UST Closure site assessment report was never submitted to ADEC, reportedly because the impartial "qualified person" never received payment for services rendered. No further progress is expected at this site until an owner/operator or a land owner provides ADEC with the required UST Closure site assessment report. | Paul Horwath |
3/1/2018 | Update or Other Action | Contacted the ADEC UST section today. Still no SA/RI report received. Received clarification that the UST systems are no longer in service, but that the tanks were converted to heating oil tanks. Requested clarification from ADEC's UST section as to their intentions for requiring that the UST Closure SA/RI report be submitted to their office. | Paul Horwath |
