Problems/Comments

Diesel contaminated soil and groundwater originating from on-site sources (heating oil fuel tanks) impacted the soil and GW at the property. Contamination could have occurred as early as the 1940s. Soil contamination includes DRO, xylene, O xylene, and RRO. GW contamination included TPH levels to 91.2 ppm. The Commerce Building is located at 509 West 3rd Avenue (Lot 11B, Block 17, Original Townsite, Anchorage, AK) Last staff assigned were Pexton and Olson.

3/18/1998 Cleanup Level(s) Approved The Department grants an alternative cleanup level of 4,000 mg/kg for soils contaminated by diesel range organics (DRO) which are present adjacent to the foundation of the Commerce Building at 509 West 3rd Avenue. The alternative cleanup level applies only to those soils in the vicinity of R&M's boring and monitoring well RM-1, as shown on the "Hydraulic Gradient and Flow Direction" figure in the March 10, 1998 report. An estimated 25 cubic yards of soils at this location have DRO-concentrations in excess of the matrix Level A cleanup standard but below 4,000 mg/kg. Eileen Olson
3/18/1998 Institutional Control Record Established It will be noted in the Department's Contaminated Sites Database that your site Status is Institutional Control (status code "IC"). Institutional Control status means that your site does not require any further cleanup under current conditions, but indicates that contamination remains at the site which is regulated under the oil pollution regulations 18 AAC 75 and which must be properly managed. Contaminated soils or groundwater which are excavated or exposed in the future will need to be addressed in accordance with Department regulations. The Department may require additional assessment and/or corrective actions if future information indicates the site conditions pose a risk to public health or the environment. Eileen Olson
3/18/1998 Conditional Closure Approved The Department's Contaminated Sites Remediation Program has reviewed the subject file including the "Groundwater Monitoring Report" dated March 10, 1998, prepared by R&M Consultants (R&M). Based on this review, the Department requests no further investigative, remedial, or groundwater monitoring actions at the site. CSRP issued a letter requesting no further action, with institutional control status, for this site. Site closure will not be granted because concentrations of diesel-range organics (DRO) in site soils exceed the applicable matrix cleanup standard, which is level A. An estimated 25 cubic yards of soil contaminated with diesel range organics above the level A matrix cleanup level remain adjacent to a building foundation, and low levels of diesel range organics are present in groundwater on the site. The site will be identified in the Department's contaminated sites data base as a site with institutional control (status code "IC"). As a condition of granting no further action status, the Department required that the elevated contaminant levels be recorded on the land records by September 30, 1998. Eileen Olson

8/7/1998 Update or Other Action Conditional site closure letter (titled "No Further Action Requested-Alternative Cleanup Level with Institutional Control Status") dated April 1, 1998 was recorded on the property deed for lots 1B and 11B on August 7, 1998 and received by the Dept. on August 11, 1998.
