Problems/Comments

The Waste Water Treatment facility formerly utilized a 500-gallon UST associated with Building 207. UST 28-G-13 was decommissioned in FY98, and approximately 30 cubic yards of contaminated soil were excavated. A FY99 RI detected DRO above ADEC cleanup standards in soil samples in the vicinity of the UST excavation. Groundwater was also sampled hydraulically downgradient of Building 207 and the decommissioned UST. The results indicated that groundwater contained benzene, GRO, and DRO contamination above ADEC cleanup standards. The 2010 SI found DRO in soil at 34,000 mg/kg at 21' bgs, GRO of 5400 mg/kg at 26'bgs, exceedances of ethylbenzene, xylene, 2-methylnaphthalene and 1-methylnapthalene in soil. Groundwater DRO 5.94 mg/l GRO 2.6 mg/l in source area.

2/4/2016 Document, Report, or Work plan Review - other The Alaska Department of Environmental Conservation (DEC) approved the Groundwater Sampling Report, Cold Bay Groundwater Sampling and Feasibility Study, Cold Bay, Alaska. This report summarizes the 2015 groundwater sampling activities which were conducted at the FAA Cold Bay sites. This included the investigation of the following six areas of concern (AOCs): 1. Building 101 – Former Living Quarters 2. Building 102 – Former Living Quarters 3. Building 104 – Former Living Quarters 4. Building 107 – Former Living Quarters 5. Building 207 – Former Water Treatment Plant 6. Building 208 – Former Gasoline Shed DRO exceeds the groundwater cleanup level in at least one well at each AOC. Free product is present in well MW-12H, which is in the Building 207 AOC. Recommendations for each AOC will be addressed in the upcoming feasibility study for the site. Monte Garroutte
7/26/2016 Document, Report, or Work plan Review - other DEC approved the FAA Cold Bay Vapor Intrusion Investigation Report. This report details a vapor intrusion (VI) investigation conducted at the site of a diesel underground storage tank (UST) release at former Building 207 of the Federal Aviation Administration (FAA) station located in Cold Bay, Alaska. The purpose of the work was to collect VI data in and around a residential structure adjacent to the UST release site to assess the migration to indoor air exposure pathway resulting from subsurface contamination beneath the adjacent Building 207 and to make a determination if there is a need to mitigate for vapor exposures to occupants of the residence. Analytical results for the vapor samples showed that concentrations of naphthalene exceeded DEC target levels for a portion of the crawlspace and indoor air samples. Although naphthalene is a common derivative compound detected in petroleum release investigations, collective consideration of all the analytical results conclude that the naphthalene detected in samples is likely associated with a volatile contaminant source inside the structure. It was concluded that subsurface vapors associated with the Building 207 subsurface hydrocarbon source are not migrating to the adjacent residence at concentrations that would pose a health risk to its occupants. 1/14/2019 Document, Report, or Work plan Review - other DEC approved the In-Situ Remediation Pilot Study and Product Bail-Down Testing Final Report, Cold Bay Alaska (Dated December 2018). The report describes field activities and results from an in-situ remediation pilot study and product bail-down test at the Federal Aviation Administration (FAA) section in Cold Bay, Alaska. The purpose of the study was to evaluate in-situ chemical oxidation (ISCO) as a remedial alternative for the site. Bail-down testing was performed to determine whether development of a product recovery system would be a viable option. Recommendations from the report were, the ISCO pilot study test is not recommended for this site, and bail down testing indicated that product was not practically recoverable. Other remedial alternatives may need to be explored for future site cleanup work at the FAA sites. Erica Blake
