Problems/Comments

The foundation is the only remaining portion of the building 627 structure. The building was used as a steam plant when it was operating. Previous investigations identified a vault potentially containing oil, water, and sludge. In 1990 approximately 100 gallons of oil were released from either the vicinity of the Building 627 utilidor or a 7,000 gallon storage tank that fed the utilidor. Approximately 95 gallons were recovered. In 1991, rainwater overflowed from the vault and brought along with it a black oily substance that was identified as diesel fuel and weathered fuel products. Clearance must be received from SHPO in order for any remedial action to take place. Excavation activities conducted at the site in 2000 with visibly stained soils apparent on all four sidewalls. Samples collected from the remaining soil contained DRO in concentrations up to 13,500 mg/kg, residual-range organics (RRO) in concentrations up to 154,000 mg/kg, benzo(a)pyrene at 1.7 mg/kg, and naphthalene at 66 mg/kg. Test pits were advanced at the site in 2015. Visibly stained soil appeared to be present, and DRO detected at 310 mg/kg and PAHs above cleanup criteria. Excavation began in 2016, with contamianted soil removed until bedrock was reached. Visibly stained soils present. Five confirmation soil samples exceeded CULs for DRO, and two samples exceeded the site-specific ACL of 2,300 mg/kg with a maximum concentration of 4,700 mg/kg. Samples also exceeded CULs for benzo(a)anthracene, and one sample exceeded for benzo(a)pyrene, also collected at bedrock. Metal debris and bunker C oil uncovered in 2016. A total of 236 bulk bags (approximately 262.8 tons) of contaminated soil were removed from the Building 627 site, and excavations were backfilled with local material and graded to match surrounding terrain.

5/1/2000 CERCLA RI Report Approved The Comprehensive Remedial Investigation Report was received. This document discusses the field activities and results from 1996, 1997, 1998, and 1999. Activities included site investigations (SI), Interim Removal actions (IRA) and Remedial Investigations (RI). These various activities were performed at 56 sites throughout the entire Amaknak/Unalaska FUDS. Sampling was conducted to determine both site-specific as well as background levels of contaminants of concern. 93 USTs, 1 AST, associated piping, and 230 drums, contaminated liquid, sludge, and soil were removed during the IRA. Soil borings were drilled, monitoring wells installed and samples were taken to determine type and extent of contamination. Where appropriate a Method Three ACL was calculated. 31 sites are recommended for no further action (NFA) and 25 sites were recommended for further remedial action. The report recommends further action at Building 627. Reconnaissance activities confirmed the presence of the vault. Although no surface impacts were visitble, oil, water and sludge were observed in previous investigations. 6/5/2015 Update or Other Action Received a draft document titled: Dutch Harbor Limited Removal Action Work Plan, Amaknak and Unalaska Islands, Alaska. The work plan outlines the activities planned to investigate twelve formerly used defense sites (FUDS) on the two islands and remove contaminated soil as necessary. The field activities will be carried out in two phases: Phase I is the investigation and will be conducted during the summer of 2015; Phase II is the removal action which will be carried out in the summer of 2016. ADEC File Number 2542.38.009 will be used to track this project, and all paper and electronic files will be housed under this file number. Updates to this data base will be made to each individual site, which can be accessed by its individual file number or by its (Hazard ID) number. 8/20/2015 Site Characterization Workplan Approved The ADEC Contaminated Sites Program received the Final Dutch Harbor Limited Removal Action Work Plan, Amaknak and Unalaska Islands, Alaska. The work plan was not formally approved, but ADEC does not object to the site characterization portions of the work plan. A report should be submitted documenting these site characterization activities. A separate work plan or work plan addendum should be submitted for the limited removal action anticipated for summer of 2016, which details the proposed work as required in 18 AAC 75.360. This report discussed Phase I RA activities at 9 sites. Six test pits were excavated at Building 627 and found PAHs above cleanup levels in TP03. 10/21/2016 Document, Report, or Work plan Review - other The 2016 Phase II Dutch Harbor Limited Removal Action Report for 9 sites on Amaknak and Unalaska Islands, Alaska was submitted on October 4, 2016 for review by ADEC. Excavation activities were conducted at this site in 2016. Test pits TP03 and TP07 were excavated to bedrock. DRO exceedances of the ADEC cleanup level, as well as, exceedances of the site specific cleanup level (2,300 mg/kg) are still present in adjacent soils. Activities included inspection and maintenance of the Thermal Treatment Area (TTA) oil-water separator (OWS) and sedimentation basin; the East Point Loop Road (EPLR) OWS and sedimentation basin; and the TTA groundwater interceptor trench, collection vaults, and surface water drainage culverts. Light nonaqueous-phase liquid (LNAPL) recovery O&M activities at monitoring wells MWRP-24 and MWRP-37 are ongoing, and in 2020 were conducted on a monthly basis at monitoring well MWRP-24 and on a weekly basis at monitoring well MWRP-37. The frequency of the groundwater monitoring and O&M activities at the Rocky Point Management Area (RPMA) was reduced from semiannual to annual in 2019. ADEC recommends MWRP-15 is added to the list of wells to be sampled for Diesel Range Organics (DRO), Gasoline Range Organics (GRO), and Polycyclic Aromatic Hydrocarbons (PAHs). Additionally, ADEC requests some recommendations are provided regarding the access to monitoring wells, particularly those with free product historically observed. The 2021 annual groundwater monitoring and operations and maintenance (O&M) activities included inspection and maintenance of the Thermal Treatment Area (TTA) oil-water separator (OWS) and sedimentation basin; the East Point Loop Road (EPLR) OWS and sedimentation basin; and the TTA groundwater interceptor trench, collection vaults, and surface water drainage culverts. Annual groundwater monitoring is conducted at the Rocky Point Management Area (RPMA), and O&M operations also include the ongoing light non-aqueous phase liquid (LNAPL) recovery at wells MWRP-24 and MWRP-37, which are conducted monthly. Due to project organization changes since the last work plan was approved in 2017, ADEC requests an updated work plan will be provided to ADEC for review and approval prior to the 2023 field efforts. In future reporting, ADEC requests the hazardous wastes and contaminated media derived from the RPMA groundwater monitoring are catalogued and a Transport, Treatment and Disposal form is provided to ADEC for review and approval in accordance with 18 AAC 75.325(i) when the wastes are transferred to a final destination. Per comment resolution, ADEC no longer supports discharge of purge water to the ground surface without granular activated carbon (GAC) treatment or being containerized and disposed of off-site. ADEC may approve foregoing soil sampling at this time if groundwater is handled appropriately in subsequent annual sampling. However, prior to site closure, soil sampling will need to occur to verify residual contamination is below current cleanup levels. ADEC concurs with the recommendations for the 2022 season in the cover letter submitted with the 2021 report. ADEC approved the final report on this date. Cascade Galasso-Irish

Of the 53 sites included in this report, 39 of these sites are either closed in the Contaminated Sites database or are not eligible active sites. Fourteen (14) sites remain open in the CS database, either pending further coordination on the pathway to closure or are currently with DEC management for closure decision. O&M activities are conducted annually to inspect and maintain the oil water separator (OWSs) and sedimentation basins at the Thermal Treatment Area (TTA) and the East Point Loop Road (EPLR) facilities, as well as inspecting and maintaining the TTA groundwater interceptor trench, collection vaults, and surface water drainage culverts.
