Problems/Comments
Four batteries and a stand alone transformer were discovered in 1996 site investigations. They were located off a road not mapped on the Ft. Schwatka site, and the road type was not consistent with other roads from that period.

5/1/2000 | CERCLA RI Report Approved | The Comprehensive Remedial Investigation Report was received. This document discusses the field activities and results from 1996, 1997, 1998, and 1999. Activities included site investigations (SI), Interim Removal actions (IRA) and Remedial Investigations (RI). These various activities were performed at 56 sites throughout the entire Amaknak/Unalaska FUDS. Sampling was conducted to determine both site-specific as well as background levels of contaminants of concern. 93 USTs, 1 AST, associated piping, and 230 drums, contaminated liquid, sludge, and soil were removed during the IRA. Soil borings were drilled, monitoring wells installed and samples were taken to determine type and extent of contamination. Where appropriate a Method Three ACL was calculated. 31 sites are recommended for no further action (NFA) and 25 sites were recommended for further remedial action. No further action is recommended for the Mt Ballyhoo Batteries and Stand-Alone Transformer until it has been determined if the site is FUDS related. | Meghan Dooley |
6/13/2003 | CERCLA SI | The 2001/2002 Islandwide SI/RI/IRA Report was received. The report documents the work completed during the 2001 and 2002 field seasons at various sites throughout Amaknak and Unalaska. Three cubic yards of contaminated soil and sained wood were excavated and removed from the site. Two confirmation samples were collected and elevated levels of DRO and arsenic were reported. Three locations downgradient from the excavation were sampled in 2002 to determine if contamination was migrating from the site. Arsenic was the only analyte detected above cleanup levels in the downgradient samples, however it is considered comparable to background levels. The report recommends the site for no further action and that institutional controls be implemented becuase of the localized and elevated levels of DRO. | Meghan Dooley |

Ballyhoo Recreation and Postal Exchange (Rec-px) Transformer Vault Removal Action and Characterization / Battery And Stand-alone Transformer Site Investigation Report Unalaska, Alaska, dated February 2024. The report describes the investigation activities conducted during the spring of 2023 at the Recreation and Postal Exchange (Rec-PX) Transformer Vault at Mt. Ballyhoo in Unalaska, Alaska. Surface soil samples were collected and analyzed for diesel range organics (DRO), lead, and polychlorinated biphenyls (PCBs). Lead was the only contaminant exceeding DEC’s most stringent cleanup levels. The report recommended the removal of existing lead contamination and further characterization of the subsurface near the transformer vault. DEC recommends that an additional analytical sample be collected, directly north of the existing lead exceedance, concurrent with the planned removal action, to ensure adequate delineation of lead in all cardinal directions. | Ginna Quesada |
9/4/2024 | Meeting or Teleconference Held | August 27, 2024 Qawalangin Restoration Advisory Board (RAB) Meeting USACE sites Several DEC staff attended the Qawalangin RAB meeting on October 27, 2024. Sites include Amaknak, Chernofski, Cape Wislow, Fort Learnard, and Ugadaga Bay FUDS. The meeting was both in person and virtual, and held at the Unalaska Public Library. In attendance was the United States Army Corp of Engineers (USACE), ADEC, representatives of the Ounalashka Corporation, the RAB members, and several members of the public. The meeting focused on public comments regarding specific sites of concern and how sites are selected for upcoming seasonal work by the USACE. There is public concern regarding a site with contamination that could impact areas that have been cleaned, and questions regarding health issues of community members. The USACE listened to the public comments and answered questions.
