CERCLA RI Report Approved |
The Comprehensive Remedial Investigation Report was received. This document discusses the field activities and results from 1996, 1997, 1998, and 1999. Activities included site investigations (SI), Interim Removal actions (IRA) and Remedial Investigations (RI). These various activities were performed at 56 sites throughout the entire Amaknak/Unalaska FUDS. Sampling was conducted to determine both site-specific as well as background levels of contaminants of concern. 93 USTs, 1 AST, associated piping, and 230 drums, contaminated liquid, sludge, and soil were removed during the IRA. Soil borings were drilled, monitoring wells installed and samples were taken to determine type and extent of contamination. Where appropriate a Method Three ACL was calculated. 31 sites are recommended for no further action (NFA) and 25 sites were recommended for further remedial action. It is recommended for the Ballyhoo Spit Tank Farm that further investigation be conducted downgradient of the former tank locations. If a records search does not previous analytical data, test pits should be dug and samples analyzed downgradient of the tanks. |

The 2001/2002 Islandwide SI/RI/IRA Report was received. The report documents the work completed during the 2001 and 2002 field seasons at various sites throughout Amaknak and Unalaska. After encountering groundwater in two test pits in 2002, well points were installed and groundwater samples were collected. Soil samples were also collected from the hand borings adjacent to each well point. Sheen and odor were detected at WP-1, however no results were above cleanup levels in both samples. Strong fuel odor was also detected in soil samples, however no analytes were above cleanup levels except arsenic. Because contaminants were below cleanup levels, the report recommends the site for no further action. |

CERCLA Proposed Plan |
DEC sent comments on the draft Proposed Plan #6 that addresses various sites at the Amaknak FUDS, including Mt. Ballyhoo Spit Tank Farm. Major comment included the following:
1. The need for more specific details on how Institutional controls will be established and maintained,
2. Further characterization is necessary at several sites,
3. Landowner concurrence with proposed ICs.
DEC also had site specific comments regarding the basis for alternative cleanup levels and inclusion of arsenic in risk calculation. |

Qawalangin Restoration Advisory Board (RAB) Meeting
USACE sites
Several DEC staff attended the Qawalangin RAB meeting on October 27, 2024. Sites include Amaknak, Chernofski, Cape Wislow, Fort Learnard, and Ugadaga Bay FUDS. The meeting was both in person and virtual, and held at the Unalaska Public Library. In attendance was the United States Army Corp of Engineers (USACE), ADEC, representatives of the Ounalashka Corporation, the RAB members, and several members of the public. The meeting focused on public comments regarding specific sites of concern and how sites are selected for upcoming seasonal work by the USACE. There is public concern regarding a site with contamination that could impact areas that have been cleaned, and questions regarding health issues of community members. The USACE listened to the public comments and answered questions. USACE will be working with the RAB to receive more public input, and they also agreed to meet with the Ounalashka Corporation.

The Qawalangin FUDS Restoration Advisory Board (RAB) Meeting was held at the Unalaska Public Library. This regional RAB incorporates five FUDS in the Qawalangin region: Amaknak FUDS, Chernofski FUDS, Cape Wislow FUDS, Fort Learnard FUDS, and Ugadaga Bay FUDS. RAB Board Members, USACE-FUDS, DEC, and members of the public were in attendance in-person, with additional stakeholders participating virtually. FUDS PMs provided updates on the status of FUDS sites. The RAB membership also updated their charter and added new members. |

Site Visit |
On Nov. 6, 2024 DEC personnel visited the Mt. Ballyhoo Spit Tank Farm. The site was not available for entry. This site is at the beginning of the Mt. Ballyhoo Spit. There is currently archeological excavation occurring halfway down the spit. Work planned for 2025 has been delayed, USACE unsure when it will be scheduled. |
