Letter from Eielson to ADEC staff notifying ADEC of potential new source area (SER001-2011 Gulf Taxiway [Taxiway Golf]). Letter is as follows:
...A recently discovered area of concern has been designated SEROOI-2011 and is located
along a portion of the Gulf Taxiway located east of the control tower. Pockets of
contaminated soil were discovered at five discrete locations during a routine repaving
project and are shown in the attached drawing. The spill was reported to 354 CES/CEAN
and ADEC on July 20,2010. The source ofthe contamination is suspected to be JP-S
spills from heavy aircraft refueling or venting from aircraft prior to departure. The
specific dates of releases are currently unknown. The Air Force will investigate this as a
potential source area under the SER Process IA W paragraph 24.S of the Eielson AFB
FFA dated 21 May 1991...
Letter also states that Eielson AFB will initiate a Phase I SER for this source area. |

2012 – Final Phase 1 Source Evaluation Report (SER) for SS086 received March 2012. The purpose of this preliminary evaluation was to determine the appropriate path forward for the source area. Contamination at this source area is suspected to be associated with past releases of fuel that may have occurred during refueling of aircraft or from overflow spillage from aircraft vents. The discovery of impacted soil (defined as exhibiting volatile compounds measured by the heated headspace method to exceeded 50 ppm) and limited removal actions took place during July 2011 and additional excavation was performed at five impacted areas in August 2011; however, the screening frequency did not meet the requirements suggested in state guidance. No samples were collected for laboratory analysis during activities at this source area. As a consequence, the extent of impacted media at the site is unknown. Phase II Source Evaluation Report (SER) will be completed as a site inspection and should define the extent of contamination off the eastern side of the runway. On April 23, 2014, the Alaska Department of Environmental Conservation and the United States Air Force reached agreement on the State-Eielson Air Force Base Petroleum Site Restoration Agreement (Two-party Agreement). This agreement was established to perform any necessary assessment, monitoring, remediation and cleanup determinations for petroleum contaminated sites at Eielson Air Force Base. This site was identified as a petroleum contaminated site requiring a response action and its cleanup will continue under Alaska regulations, following the procedures established in the agreement. |

Final Phase 2 SER SS086 received September 15, 2014. Results of this limited investigation confirm that numerous fuel-related compounds are present in both soil and groundwater, although sample results do not exceed cleanup levels. For this reason, and because the contamination at this site is petroleum-related, it is recommended that SS086 be transferred to the State-lead program. |

The USAF and DEC signed a memorandum for the record on 4/15/16 establishing monitoring boundaries for the entire South Loop (PL001) and airfield (SS086). Due to the difficulties in investigating and monitoring contamination within the flightline restricted areas, the monitoring boundary was established to define a management area. The boundary will be monitored to determine if contaminants from specific sites are migrating out of the South Loop (PL001) or main runway (SS086) areas. If contamination is migrating, additional activities may be required. |

DEC Approved the Addendum to the 2014 Site Characterization Report at Source Area PL001 and 2014 Phase 2 Source Evaluation Report at Source Area SS086 (Final), dated September 26, 2016. This report is an addendum to the 2014 Site Characterization Report for Various Sites including PL001 and the 2014 Source Evaluation Report for Source Area SS086. This addendum presents the results from the 2015 soil and groundwater sampling. Additionally, it proposed remedial action alternatives for Source Areas PL001 and SS086. Long Term Monitoring (LTM) and Institutional Controls (ICs) were recommended to monitor contaminated soil and groundwater within the monitoring boundaries. Site usage and large paved areas that cannot be disturbed limit the options for remedial action and further site characterization. Remedial action alternatives would need to be revisited if land use changes in the future or if contamination starts migrating beyond the monitoring area boundaries. |

DEC received the SS091 Memorandum to Site File, After Action Report – SS091 Site Discovery, Eielson Air Force Base, Alaska. This memorandum documents that potentially contaminated material was removed from site SS091 (DEC file number 107.38.127) the U.S. Army Corps of Engineers (USACE) project EIE348, Repair Fire Station #1, and placed into the Flight Line Pond. The memorandum states that this disposal location will be identified as SS086H, a subsite of SS086, SER 001-2011 Taxiway Golf. |

DEC approved and signed the Interim Decision Document for sites PL001 and SS086 on Eielson Air Force Base (AFB). The sites are managed under the State-Eielson AFB Petroleum Site Restoration Agreement. This interim DD is needed because the full extent of contaminated soil and groundwater could not be established or active treatment options could not be implemented on the runway and taxiways without critically disrupting the Eielson AFB mission. The selected remedies for Source Areas PL001 and SS086 are Monitor natural attenuation of groundwater and Maintain institutional controls (ICs) prohibiting the use of, and restricting the access to, groundwater or soil until cleanup is complete. |

Spill no. 19309930101; spill date = 10/29/19; substance = JP-8 fuel; quantity = ~200 gallons; PPRP file no. 107.02.004; latitude: 64.666164, -147.096525, datum = WGS84, collection date = 01/09/2020; description: A valve was stuck open on an aircraft during a fuel transfer between tanks, releasing ~200 gallons of JP-8 diesel fuel to asphalt. It is estimated that ~25 gallons of fuel reached the soil. During excavation of the contaminated soil contaminated soil was discovered beyond the stained soil indicating historical contamination in the area. In addition, they were not able to remove all the contaminated soil due to a light fixture in the contaminated area along the Flightline. However, remaining contaminated soil from the fresh spill is de minimis. Confirmation samples show that historical contamination remains in the area above DEC cleanup levels. |
