Problems/Comments

The Tract 4 Alaska Village Subdivision site (Tract 4), Hazard ID 25740, is a square 2-acre parcel fronting on DeBarr Road that was formerly within the 68-acre Alaskan Village Mobile Home Park site (Park site), Hazard ID 2022. Tract 4 was created when the Park site was replatted in 2006. Releases at the Park site included small surface spills at various trailer spaces (e.g. from vehicle leaks) and a drum storage area (part of which was on what is now the Tract 4 parcel), and numerous releases from heating oil fuel storage and delivery systems that included individual underground heating oil tanks and a piping system. Following purchase of Tract 4 by the current owner, additional characterization was done that documented the presence of TCE in soil above the default cleanup levels. Cleanup Complete with Institutional Controls was issued on Sept. 29, 2011 with the closure document recognizing that TCE-contaminated soil is present at depth along the western portion of the property and does not pose a threat to human health, safety or the environment.

9/9/2009 Update or Other Action ADEC received electronic copy of "Groundwater Monitoring Report, Alaska Village Tract 4...September 2011". The report documents July 2008 work including advancing 6 soil borings for soil sampling, with 2 of the borings, SB1 and SB2, completed as monitoring wells. PCE was detected at concentrations of 0.0479 mg/Kg and 0.0373 mg/Kg in soil borings SB1 and SB2, respectively. Groundwater samples were non-detect for all target analytes (including HVOs) except RRO, which was detected at a concentration of 1.18 mg/L in MW-2, exceeding the 18 AAC 75.345 groundwater cleanup level of 1.1 mg/L. Since PCE was not previously identified on what is now a 2-acre fragnent of the former Alaskan Village site, ADEC requested a figure showing the volume and location of soil that exceeds the cleanup level for PCE within the 2-acre parcel. 9/29/2011 Institutional Control Record Established Institutional Controls established and entered into the database. ICs include requirement to report to ADEC every five years to document land use, or report as soon as any change in land ownership, tenancy occupancy and/or use becomes known, if earlier than 5 years; requirement to decommission the two groundwater monitoring wells present at the site within 60 days of the date of the decision document, with documentation of such decommissioning provided to ADEC within 30 days of decommissioning; requirement to notify tenants and future purchasers that contamination by TCE is present at levels exceeding the site cleanup level in soil along the western portion of the property, and notice that petroleum hydrocarbons may be present in soil or groundwater at or near the top of the groundwater table, If soils in the area where TCE has been documented or soils close to the soil/ groundwater interface are exposed or excavated in any area of the property, they must be evaluated for contamination by field screening and analysis before being transported off-site for any purpose other than to treat them by approved remediation methods; movement or use of contaminated material in a manner that results in a violation of 18 AAC 70 water quality standards is prohibited; and the Notice of Environmental Contamination (NEC) provided by ADEC that identifies the nature and extent of contamination at the site, and any conditions that the owners and operators are subject to in accordance with the decision document shall be recorded in the State Recorder's Office within 45 days.
