Problems/Comments
Diesel contamination is present at this site, which consists of a gravel pad over a former reserve pit. A portion of the gravel pad will be removed to address the reserve pit, while the majority of the pad will remain intact. Additionally, a black tarry substance has been observed at the surface of the pad which will be removed during corrective action in 2012.

The East Dock storage cell is regulated by the DEC Solid Waste Program and will not be addressed in this update. East Bay State #1 consists of a former reserve pit that is partially capped by a gravel pad. 21 boreholes were advanced through the gravel pad into the reserve pit to a maximum depth of 15 feet bgs. DRO was detected up to 23,100 mg/kg and was associated with reserve pit waste. The highest DRO concentration detected above the capped reserve pit in the gravel pad was 2,620 mg/kg. The CAP for this site calls for the removal of the portion of the gravel pad overlying the former reserve pit, an area approximately 120 feet by 250 feet. The remainder of the East Bay State #1 pad supports active operations and will not addressed during the corrective action. Excavated gravel will be segregated based on the Phase II results and on observations made in the field. Gravel suspected of being contaminated will be segregated, stockpiled, and sampled to determine potential reuse options. 11/6/2012 | Document, Report, or Work plan Review - other | Reviewed Interim Corrective Action Report and CAP Addendum for East Bay State #1. Excavation activities ceased in June 2012 when ponding water and soft soil made further excavation unfeasible. The objective of this project is to excavate the partially covered inactive reserve pit associated with the East Bay State #1 exploration site. During the Phase II assessment, hydrocarbon contamination was found in the gravel pad overlying the reserve pit and a hydrocarbon-based substance known as ‘liquid casing’ was encountered. Activities conducted in Spring 2012 included the excavation of approximately 3,150 cy of contaminated and restricted use gravel, 1,000 cy of conditional use gravel, and 3,055 cy of material contaminated with liquid casing. Impacted gravel was hauled to East Dock Landfarm (EDLF) for treatment, the liquid casing contaminated material was placed into a lined cell at the EDLF pending disposal by thermal treatment. Corrective action planned for 2012/2013 includes the continuation of excavation activities to remove drilling waste and impacted gravel followed by confirmation sampling and backfilling. | Bill O'Connell |

This document reports on activities that took place in spring of 2012 and from 11/8/12 to 1/8/13. The spring portion of these activities was previously reported. During both time periods, the reserve pit and flare pit were excavated, confirmation samples collected, backfilled with conditional-use and clean gravel, and capped with imported organic-rich overburden.
