Problems/Comments

A 1,000-gallon underground storage tank, last used to store waste oil, was removed from Eielson AFB Building 1350 in 1996. DRO, GRO, and total BTEX were confirmed above cleanup levels in soil. The 1996 UST Site Assessment indicates that 50 cy of contaminated soil was removed, with remaining soil at concentrations up to 695 mg/kg GRO, 10,600 mg/kg DRO, and 585 mg/kg RRO at 7 feet bgs and in contact with groundwater. Excavation was limited in depth to approximately 7 feet. A followup Release Investigation in 1997 determined that approximately 5-25 cy of contaminated soil remained up to 1300 mg/Kg DRO. Groundwater was sampled from a well approximately 6 feet downgradient for BTEX, with none detected, but did not include sampling for other COCs. This tank is believed to be identified by DEC as Tank #22 for UST Facility #275 (Owner ID #1350-1), originally listed as a diesel tank. File documentation contains conflicting information regarding tank identification.

4/10/2014 Document, Report, or Work plan Review - other 2014- Draft Multiple Compliance Restoration Program Sites RI Work Plan received March 1, 2014. In 2012, SER activities were preformed to evaluate the presence of contamination and if present, help to improve delineation of the extent of contamination. 9 soil and 3 groundwater samples were collected and analyzed for DRO, RRO, GRO, VOC, SVOCs, PCBs and metals. Methylene chloride was present in samples, but since it was also detected in calibrations blanks it was removed for COPC list. Arsenic exceeded screening levels for both soil and groundwater samples. 6/13/2014 Update or Other Action On April 23, 2014, the Alaska Department of Environmental Conservation and the United States Air Force reached agreement on the State-Eielson Air Force Base Petroleum Site Restoration Agreement (Two-party Agreement). This agreement was established to perform any necessary assessment, monitoring, remediation and cleanup determinations for petroleum contaminated sites at Eielson Air Force Base. This site was identified as a petroleum contaminated site requiring a response action and its cleanup will continue under Alaska regulations, following the procedures established in the agreement. 8/7/2015 Document, Report, or Work plan Review - other DEC provided comments to the USAF on the draft "2014 Site Characterization Report, Various Sites, Eielson Air Force Base, Alaska dated June 2015 (the 2014 CRP SCR). The 2014 CRP SCR describes sampling activities completed at PL001(M), CS082, SS530, SS068, SS083, TU531, CS074, CG517, SS533, TU077, SS519, SS079, CS525 at Eielson Air Force Base in July, August and September of 2014. Sampling of soil and groundwater was conducted to evaluate data gaps from previous investigations; delineate the nature and extent of soil and groundwater contamination; determine the potential for co-mingling of plumes from separate sites; and to determine the need, or lack thereof, for further investigation at each site.
