Problems/Comments

In September 2011, petroleum contamination was encountered during sight assessment activities to remove an unregistered regulated 500-gallon diesel underground storage tank (UST #2). The tank was located adjacent to the south side of the "GenSet" building, which is located east of the main school building. 15 cubic yards of contaminated soil were removed and stockpiled on site. The excavation dimensions were 33 x 19 x 6.5 feet. The bottom of the 500-gallon UST was estimated at 6 feet bgs. A confirmation sample was not collected at this depth due to 2 feet of standing water in the base of the excavation and sluffing soil potential. Three soil samples collected from the excavation at depths of 3.5 to 5.5 feet contained DRO up to 734 mg/kg. Two soil samples collected below the piping at 1.5 feet bgs contained DRO up to 13,000 mg/kg, benzene up to 0.91 mg/kg, and toluene up to 8.63 mg/kg. The contaminated stockpile was placed on a liner and covered on site and the excavation was fenced off and left open until additional work is completed. The tank was removed from the site. Additional site assessment activities were conducted to evaluate a registered regulated 12,000-gallon diesel UST (Tank #1). This tank was converted from a regulated UST containing generator fuel to an unregulated underground heating oil tank (HOT) and remains on site. The soil samples contained detectable levels of petroleum constituents, but no contamination above ADEC cleanup levels was noted during the site assessment activities for the 12,000-gallon UST. Four soil borings were advanced to a depth of 12 feet bgs and sampled at that depth. In July 2014 this 12,000-gallon unregulated underground heating oil tank was cleaned and decommissioned in place. All field screening PID readings were below 20ppm and confirmation sampling confirmed no contaminants were present above DEC cleanup levels. During the 2014 site assessment activities a soil sample was collected from beneath the piping at the base of the "GenSet" building confirmed the presence of diesel range organics at 10,400 mg/kg. This was believed to be remaining contamination from the removal of UST #2 when an pipe was accidentally ruptured. This release is part of the remaining contamination on site that is being managed with institutional controls.

10/14/2011 Meeting or Teleconference Held Staff held a teleconference with the Satori Group and the Kodiak Island Borough to discuss the next course of action for the Chiniak School site. Proposed additional work at the site includes further excavation of contaminated material and collection of confirmation samples. The handling/treatment of contaminated soil and dewatering of the excavation will be done in accordance with a treatment plan. Grant Lidren

12/11/2012 Update or Other Action On this date, ADEC received the Chiniak School Sampling Report submitted by Travis Peterson and dated November 2012. Six soil samples collected from the 2009 Caretaker’s House stockpile managed by PERP contained DRO up to 265 mg/kg. One soil sample collected from the 2011 500-gal UST 15 cy stockpile contained DRO at 1,230 mg/kg. Prior to additional excavation at the 500-gallon former UST location, rainwater was removed into 150-gallon tanks. Sheen was removed with absorbent pads. Water free of sheen and odor was discharged south of the landfarm cells. 40 cubic yards of contaminated soil was then removed. Excavation of contaminated soil was limited by the building foundation to the north. Two soil samples collected from the bottom of the excavation at 4.0 to 4.5 feet bgs contained DRO up to 1,500 mg/kg. Two soil samples collected along the building foundation at 3.25 and 3.50 feet bgs contained DRO up to 1,500 mg/kg. The contaminated soil was put in a lined covered stockpile on site. Two soil samples collected from this pile contained DRO up to 1,280 mg/kg. An additional lined/ covered stockpile was ultimately required; no soil samples were collected from this pile. 10/3/2013 Document, Report, or Work plan Review - other On this date, ADEC received the Chiniak School Kodiak Island Borough Confirmation Sampling Report submitted by Travis/Peterson dated September 2013. In May 2013, 40 cy of stockpiled soils were dropped onto the historic landfarm in a 40 by 40 foot area with an average thickness of 7 inches deep. Fertilizer was mixed in the soil to promote biodegradation. In September 2013, three soil samples collected 6 inches into the pile contained DRO up to 276 mg/kg. Grant Lidren

11/29/2013 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC) has reviewed the environmental records for the Chiniak School. Based off the site history, cleanup actions, and specific conditions required to effectively manage remaining contamination; no further remedial action will be required as long as the site is in compliance with institutional controls. All field screening PID readings were below 20ppm and confirmation sampling confirmed no contaminants were present above DEC cleanup levels. During the 2014 site assessment activities a soil sample was collected from beneath the piping at the base of the "GenSet" building confirmed the presence of diesel range organics at 10,400 mg/kg. Description Details
Excavation / Soil Movement Restrictions In the future, if soil is removed from the site it must be characterized and managed following regulations applicable at that time.
Groundwater Use Restrictions Installation of groundwater wells at this site will require approval from ADEC.
When Contaminated Soil is Accessible, Remediation Should Occur The soil contamination located under the maintenance building is currently inaccessible. When the building is removed and/or the soil becomes accessible, the soil must be evaluated in accordance with an ADEC approved work plan.
