Reviewed "Environmental Condition of Property" (ECP)report. Report presents results of a records review and a site visit by Naval Facilities Engineering Command personnel on June 25 2009, to determine history of site usage, the presence of threatened or endangered species, the presence of natural and cultural resources, environmental conditions, and environmental restoration. The ECP report concludes that the property is suitable for transfer, with recommendations to perform maintenance of landfills as described above, and some general housekeeping consisting of removing small amounts of surface debris. DEC review letter made following additional recommendations:(1) full disclosure if property is transferred; (2) identification of landfill locations on property records; (3) long-term monitoring/maintenance plan for the three landfills; and (4) possible future containment or removal of Landfill A if surface erosion and future coastal erosion threaten a release of landfill contents. |

DEC participated in a public meeting in Point Lay with Navy remedial project manager (RPM). Purpose of the meeting was to hear concerns from community members. Point Lay residents voiced concern about impacts to graves located at Icy Cape; potential contamination leaching from landfills to Native allotments; impacts of contaminants on wildlife. Navy RPM informed residents that she is planning a helicopter trip from Barrow to Icy Cape to perform a visual inspection in the next few days. Residents asked if they could travel by boat to meet her at Icy Cape to show specific areas of concern. Navy RPM obtained phone numbers and will plan to call people once date/time of site visit is confirmed. Site visit is currently planned for 8/7/2012. |

DEC approved the final work plan for landfill repairs at the former Icy Cape Distant Early Warning (DEW) Line Station. The scope of work includes inspecting and repairing the landfill caps at Landfills A, B, and C; collecting surface water and sediment samples to determine if contamination is migrating from the landfills; installing survey monuments and conducting a land survey of site features, including the landfill boundaries; and installing land-use restriction signs at each landfill. |

Received request from field regarding the lack of water for sampling and how best to approach it. DEC agreed with the approach to focus sampling where water present, and rely on sediment and/or soil to help delineate the extent of potential overland flow. Recommended opportunistic sampling along the creek in select locations between AW-15 and CW-13. Also consider the collection of other samples (water/sediment/soil) that may be substituted if the new locations will potentially provide information regarding intermittent overland flow of potentially contaminated water. |

DEC approved the Project Report for 2016 Complementary Studies for Remedial Investigation. The report summarized the background, scope, field activities, results, and conclusions of landfill inspections, surveying and environmental sampling performed in 2016 at the former DEW line station. Soil cleanup levels were exceeded in the landfills for diesel range organics (DRO), residual range organics (RRO), arsenic, and hexavalent chromium. Arsenic, hexavalent chromium, benzene, ethylbenzene, naphthalene, TAqH, DRO, and TAH groundwater concentrations exceeded their respective cleanup levels. Arsenic exceedances in soil and groundwater may be attributable to background soil concentrations. Only total chromium was analyzed, and exceedances of hexavalent chromium in soil and groundwater may not be applicable; speciation of chromium in future sampling is recommended. Additional surface water and groundwater monitoring is recommended, and additional soil sampling may be warranted to delineate the extent of soil contamination downgradient of Landfill A. |

DEC provided conditional approval to begin sample collection for the 2019 Icy Cape Sampling and Analysis Plan (SAP), Supplemental Remedial Investigation, Former Distant Early Warning Line Station, Icy Cape Alaska. DEC reviewed the SAP Worksheet # 17 Sampling Design and Rationale, and the Figures 10-13 showing proposed sample locations. DEC agreed with the proposed sampling and sample locations. Therefore, a Conditional Approval letter was provided to allow the sampling to proceed on schedule prior to full approval. |

The Remedial Investigation describes overall nature and extent of chemical impacts in various environmental media at the Site associated with potential releases from the landfills remaining on site and evaluates the current and potential future risks to human health and the environment. The final letter provides approval of the Final Remedial Investigation Report, Former Distant Early Warning (DEW) Line Station at Icy Cape, Alaska, dated February 2024. Please note that DEC is not approving a ground water use determination under Title18 Alaska Administrative Code (AAC) Chapter 75, Section 350 (18 AAC 75.350) with this approval.

The Feasibility Study describes proposed remedial action objectives focused on containing and preventing the migration of chemicals from the solid waste/debris and soil within the landfills to the landfill cover, surrounding soil, or surface water, in order to prevent potential future exceedances of Alaska Department of Environmental Conservation media quality criteria, human health risks, and ecological risks. The feasibility study report develops and details four alternatives to address the remedial action objectives (RAOs), utilizing available remedial technologies, general response actions, and process options. The alternatives cover a 30-year lifespan for addressing the Site RAOs. |

A virtual option was available for those not able to travel. US Navy provided updates for Point McIntyre, Icy Cape, and the former Naval Arctic Research Laboratory. The Icy Cape update indicated that the Proposed Plan and Record of Decision are in progress. |
