Problems/Comments

On September 15, 2011, petroleum contaminated soil was encountered beneath the former old AVEC tank farm (TF) at the intersection of 4th Street and AVEC Road 560 feet from the Nushagak River. The old AVEC TF was decommissioned in August 2011 and a new AVEC TF was built offsite. The old AVEC TF was a power generation facility for 30 years and contained ten 20,000 gallon tanks. a petroleum odor was noted during tank decommissioning activities. Approximately 70 cubic yards of contaminated soil was excavated and stockpiled on a 33-mil liner. An estimated 1,168 cubic yards of contaminated soil remains onsite. Access to the subsurface contamination is now limited because a containment structure was built onsite for the City of New Stuyahok TF project.(Note: this site is co-located with the active PERP managed site AVEC New Stuyahok Tank Farm Spill #10269916601. Forty gallons of diesel released on the property in June 2010.)

11/29/2011 Site Characterization Report Approved On this date, ADEC received New Stuyahok Old AVEC TF Diesel Contaminated Soil SI Report submitted by Travis/Peterson, dated November 29, 2011. Subsurface soil samples were collected from the former AST TF area where contaminated soils had been removed 1.5 to 2.0 ft. bgs and the excavation had been brought back to grade with clean fill. The results indicated that contaminated soils were present over a large area from a depth of 2 ft bgs to 8 ft bgs. The extent of contamination was not completely determined due to: depth limitations of the equipment and utility lines buried on the eastern side of the dike. Groundwater was not observed in any of the auger borings during subsurface sampling activities. Four confirmation soil samples collected at 8 feet bgs contained DRO up to 14,000 mg/kg, GRO up to to 367 mg/kg and benzene up to 0.044 mg/kg. Grant Lidren

12/5/2011 Meeting or Teleconference Held On this date, ADEC attended a teleconference with AVEC, Travis / Peterson, STG, and HDL. A 33 ml liner has been placed within the containment dike. The city (future landowner) will be notified of contamination issues. A work plan will be sent to the ADEC addressing the onsite stockpile and additional characterization activities. Grant Lidren
5/4/2012 Site Characterization Workplan Approved On this date ADEC received the Final Corrective Action Plan for New Stuyahok Old AVEC Tank Farm Diesel Contaminated Soil submitted by Travis/Peterson dated May 4, 2012. Two boring will be advanced and completed as temporary monitoring wells at the south corner and across the road to the east of the AVEC TF. The 70 cubic yard stockpile will be sampled and will be transported to the school landfarm area or used to reinforce the sewage lagoon. Soil and GW samples will be analyzed for petroleum constituents. Grant Lidren
6/27/2012 Site Characterization Report Approved June 27, 2012, ADEC received the “NEW STUYAHOK OLD AVEC TANK FARM DIESEL CONTAMINATED SOIL SITE INVESTIGATION REPORT” submitted by Travis/Peterson. Activities included advancing and sampling two soil borings completed as MWs and sampling and transporting the 70 cy onsite stockpile to the school land farm area. Three soil samples collected 18 inches into the stockpile contained DRO up to 12,200 mg/kg. Five soil samples were collected from the two boreholes at a depth of 5 to 17 ft bgs. Based off screening results, soil samples were collected from 2 to 27 ft. bgs. DRO was detected in soil up to 686 mg/kg at the 10 to 12 ft. interval only. Only one of the GW samples collected from the MWs contained DRO above cleanup levels at 1.9 mg/L. Grant Lidren
3/11/2013 Update or Other Action On this date, ADEC received the final “CORRECTIVE ACTION PLAN FOR NEW STUYAHOK OLD AVEC TANK FARM DIESEL CONTAMINATED SOIL” submitted by Travis/Peterson dated JMarch 2013. The onsite landfarm will be tilled numerous times; four performance soil samples will be collected from the pile at the end of the summer 2013. Grant Lidren
6/2/2014 Update or Other Action Phone conversation with Travis and Peterson on this date. The landfarm was tilled on 4/23/14 & 5/27/14 by RAS. Analytical soil samples are planned to be collected in June 2014. Grant Lidren
11/3/2014 Update or Other Action On August 20, 2014, four analytical samples were collected from the stock pile. The soil samples collected 12 inches into the pile contained DRO up to 4,490 mg/kg. Grant Lidren
7/21/2015 Update or Other Action Corresponded with RP representative to inform him that site closure is dependent on clean samples from the landfarm and requested that the landfarm be tilled. The RP representative will not sample the landfarm this year. Lisa Krebs-Barsis

11/20/2018 Meeting or Teleconference Held The ADEC hosted a meeting with the Alaska Village Electric Corporation (AVEC) to discuss the 14 AVEC sites currently on the contaminated sites database. AVEC CEO, and environmental consultant were in attendance as well as ADEC program managers, and site project managers. Individual site status and cleanup needs were discussed for each site, in addition to overall funding sources, level of priority and forward progress at the sites as a whole. Kara Kusche
