Problems/Comments
During a limited phase II site assessment in October 2011, petroleum-impacted groundwater was encountered in monitoring wells, evident by olfactory and visual senses and analytical data. This site is located in an industrial zone. The site had historically been used for glass manufacturing and auto repair activities. Floor drains and drain pipes discharge into dry wells and a culvert transports water for the glass manufacturing process to the ground surface outside. A June 2011 spill occurred at AK Towing adjacent to the subject property. Other contaminated sites adjacent to this site include: Contech Construction Products Inc., Norcon Inc. King Street and 100 Avenue, and Alaska Metal Recycling. According to a 2006 groundwater survey at the adjacent Norcon Inc. King Street and 100 Avenue site, ground water flows to the west to southwest.

6/24/2011 | Update or Other Action | On June 24, 2011, a spill located off property at AK towing 240 King Circle, was reported to PERP. A vehicle, which had been involved in an accident, spilled a reported 10 gallons of oil and fuel on the ground staining an area 10 ft. by 15 ft adjacent to the fence along the TransAmerica Glass property line. Stained surface soil was removed to a depth of 6 inches bgs and placed in three 55-gallon barrels and transported offsite for thermal remediation. The soil at the bottom of the excavation was screened but was limited by RAP and/or chip seal asphalt. Two analytical confirmation samples collected at the bottom of the excavation along the fence line adjacent to the TransAmerica Glass property at a depth of 0.5 to 1.5 feet bgs contained DRO up to 191 mg/kg, and RRO up to 643 mg/kg, which are below ADEC method 2 migration to groundwater cleanup levels. The case was closed with no further action by PERP on 12/08/2011 for this release (PERP spill no. 11239917801). (note: this spill event if for informational purposes only) | Grant Lidren |
12/8/2011 | Document, Report, or Work plan Review - other | On this date, ADEC received the Phase II Site Assessment 230 King Circle submitted by S&W, dated November 2011. Site activities included: advancing three soil borings, two completed as monitoring wells MW-1 and MW-2; advancing well point MW-3; and collecting water and soil samples. Boring B1 was advanced off the northwest corner of the building. Two soil samples collected at a depth of 19 and 29 feet below ground surface (bgs) did not contain petroleum constituents above ADEC cleanup levels. Borings B2A and B2B were advanced adjacent to a rainwater discharge pipe south of the building. A surface soil sample and two soil samples collected from the borings at a depth of 2 and 6 feet bgs did not contain petroleum constituents above ADEC cleanup levels. Borings B1 and B2 were then completed as MW1 and MW2 respectively and well point MW3 was advanced off the northeast corner of the building. A perched water layer with hydrocarbon sheen and odor was noted at the MW3 location just below the soil surface. A surface water sample collected adjacent to MW-3 underneath the concrete surface contained RRO at 1.47 mg/L. Groundwater samples collected from MW3 and MW2, screened shallow at a depth of 3 to 8 feet bgs, contained RRO up to 1.70 mg/L and DRO up to 1.99 mg/L. A groundwater sample collected from MW1, screened deeper at a depth of 24 to 34 feet bgs, contained detectable concentration of petroleum constituents, but below cleanup levels. | Grant Lidren |

7/2/2012 | Site Visit | On this date, ADEC performed a site visit with S&W and JL properties. Reportedly, the drains on site have historically been used for storm water runoff only and have not been used as shop underground injection wells. | Grant Lidren |
7/2/2012 | Update or Other Action | On this date, ADEC received the Phase 1 Environmental Site Assessment 230 King Circle dated September 2011, submitted by Shannon & Wilson. | Grant Lidren |
10/24/2012 | Site Characterization Report Approved | On this date, ADEC received the 2012 GW Monitoring Report. The three onsite MWs, sampled for DRO and RRO, did not contain contaminants above ADEC cleanup levels. Depth to water below measuring point was 7.83 feet bgs at MW-1, 2.72 feet bgs at MW-2, and 0.20 feet bgs at MW-3. | Grant Lidren |
10/30/2012 | Update or Other Action | On this date, ADEC received the DRY WELL DECOMMISSIONING, 230 KING CIRCLE submitted by Shannon & Wilson, dated October 30, 2012. Two drywells, which were used for storm water runoff, were decommissioned in place. Decommissioning consisted of pumping both the east and west dry well with neat cement grout. The new gravity feed storm water collection system, installed in September 2012, discharges into the MOA storm water system. | Grant Lidren |
6/5/2013 | Update or Other Action | On this date, ADEC recieved the "WORK PLAN FOR MONITORING WELL DECOMMISSIONING, 230 KING CIRCLE, ANCHORAGE, ALASKA, ADEC FILE ID 2100.38.526" submitted by S&W. The three onsite MWs will be decomissioned in accordance with ADEC guidance. | Grant Lidren |
8/1/2013 | Update or Other Action | On this date, ADEC received the " MONITORING WELL DECOMMISSIONING, 230 KING CIRCLE, ANCHORAGE, ALASKA, ADEC FILE ID 2100.38.526" submitted by S&W dated July 31, 2013. Only MW-2 was decommissioned in accordance with ADEC guidance. MW2 and MW3 were not located the area in the parking lot and driveway area where they were located was recently paved over. | Grant Lidren |
8/29/2013 | Site Visit | On this date, ADEC performed a site visit with JL properties | Grant Lidren |
10/21/2013 | Cleanup Complete Determination Issued | The Alaska Department of Environmental Conservation (ADEC) has reviewed the environmental records for Transamerica Glass. Based off this information, this site is considered Cleanup Complete. | Grant Lidren |
