Problems/Comments

This site is an approximately 3 acre dump reportedly used by FAA and possibly by the former Army garrison stationed at Moses Point (during and following WWII). A 1992 investigation reported that the dump surface was covered wth metal debris, fire extinguishers, broken lead/acid batteries, used oil filters, drums, and abandoned machinery. In 1994, the US Army Corps of Engineers removed 400 pounds of battery parts and 500 pounds of batteries from the western edge of the dump. Sampling in 1997 identified lead at contentrations up to 41,300 mg/kg in the battery removal area. Eight lead-acid batteries were removed in 2006. Additional sources or contaminated soil within the landfill are likely but are unknown.

1/5/2012 Document, Report, or Work plan Review - other Sent approval letter for final Report on Removal of Lead Contaminated Soil and Debris at West End of Runway. This report describes an interim removal action conducted during summer 2010 at two areas at Moses Point, consisting of an area with lead-shielded cable, and a former pit area at the dump at the west end of the runway. During the first phase, conducted during early June, the lead-shielded cable was located and associated soil was screened for lead using x-ray fluorescence (XRF). In addition, a former pit area at the dump was investigated for battery parts and to screen soil using XRF. At the dump, test pits were used to access soil underneath approximately 18 inches of clean soil that was deposited during a past storm event. In the second phase, performed in the latter part of July, the cable and associated soil was removed, battery fragments were removed from the dump area, and confirmation samples were collected from both areas. In addition, six broken lead-acid batteries, stored at the Very High Frequency Onmi Directional Range, were containerized and removed. Eight batteries previously stored on a pallet at the Elim landfill in 2006 were not located, and therefore were not removed. Tamar Stephens

5/27/2015 Document, Report, or Work plan Review - other The Alaska Department of Environmental Conservation (DEC) has completed review of the Human Health and Ecological Risk Assessments, Moses Point FAA Station, Moses Point, Alaska. DEC does not expect this document to be finalized or approved. DEC believes that there is now a future and perhaps imminent risk of contaminants migrating from several contaminated source areas at Moses Point into adjacent surface water. DEC expects to see a renewed planning effort and public process, resulting in a workplan submitted to remediate the contaminated areas at risk of eroding into the surface water. Monte Garroutte

This report details the groundwater and soil sampling to further delineate chlorinated solvents in groundwater and soils in the Main Complex area of the former station. A geophysical investigation was also conducted to evaluate the presence of buried debris along the main road and near former Building 603. Soils were also collected to complete bench scale testing to evaluate potential in-situ remediation methods. Data gaps remain and additional investigation is needed to fully delineate chlorinated solvents in groundwater and soils at the former FAA Moses Point station. Kelly Walker
