Problems/Comments
Building 2674 was a warehouse located on Broadway Avenue approximately 1,200 feet northwest of its intersection with 165th Road. Only the foundation remains. The former UST and piping located at the site, used to store heating oil for the building 2674 heating system, was discovered in 1997 northwest of the building foundation. 130 cubic yards of impacted soil was removed and soil samples were collected. One sample contained DRO at a concentration of 1,700 mg/kg. In 2000, 35 cy of soil surrounding the foundation was excavated, including the location of the 1997 exceedance. The excavation encountered bedrock at 4 feet bgs, and landowner did not want foundation removed for further excavation. Confirmation soil samples collected at bedrock contained DRO in exceedance of the ADEC Method Two cleanup criterion, with concentrations of 309 and 649 mg/kg. Groundwater was not encountered. The area was backfilled with clean material and 4 tons of new gravel was used to cover the excavation. Phase I and Phase II Site Investigations occurred in 2015 and 2016. Two test pits were advanced to verify prior detections of DRO and determine lateral extent of contamination. Both pit were advanced to bedrock at 2-3 feet. No groundwater was encountered. Two laboratory samples were collected and were below ADEC Method Two cleanup criteria. Highest concentration of DRO was 18.6 mg/kg, and RRO 698 mg/kg. Update 11/2021 - This site has been prioritized by the Amaknak Restoration Advisory Board Committee for FUDS site, along with four other UST sites in Unalaska Valley. Current landowner is building a structure to house equipment related to fuel storage and site is located 400 feet from municipal well.

The work plan outlines the activities planned to investigate twelve formerly used defense sites (FUDS) on the two islands and remove contaminated soil as necessary. The field activities will be carried out in two phases: Phase I is the investigation and will be conducted during the summer of 2015; Phase II is the removal action which will be carried out in the summer of 2016. ADEC File Number 2542.38.009 will be used to track this project, and all paper and electronic files will be housed under this file number. Updates to this data base will be made to each individual site, which can be accessed by its individual file number or by its (Hazard ID) number. All analytical sample results were below ADEC cleanup levels. Historical DRO detections (309 and 649 milligrams per kilogram [mg/kg]) (USACE 1999) have likely naturally attenuated or represent de minimis concentrations of DRO in soil. Since no groundwater was found at the site, the ADEC ingestion cleanup level applies (8,250 mg/kg) and historical DRO concentrations are below the ADEC ingestion cleanup level.
