Problems/Comments

On 2/6/07 approximately 4,000 gallons of diesel were released from a day tank in a generator building at the Coldfoot Camp. Following initial remediation efforts, contamination remains in soil and groundwater above DEC cleanup levels. PERP staff will retain management of the two stockpiles resulting from initial excavations.

3/27/2012 Document, Report, or Work plan Review - other Reviewed Contaminated Soil Stockpile Monitoring Report for Coldfoot Camp. 52 soil samples were collected for field screening. PID readings ranged from 0.0 ppmv to 528 ppmv, indicating portions of the stockpile are still contaminated. No analytical samples were collected. Bill O'Connell
8/27/2013 Document, Report, or Work plan Review - other Reviewed Monitoring Well Installation and Corrective Action Plan for Coldfoot. The objective of the work is to delineate the horizontal and vertical extent of contamination resulting from a 2007 diesel spill. Three boreholes will be advanced, soil samples will be collected, the boreholes will be completed as monitoring wells, and groundwater samples will be collected. 6/27/2014 Update or Other Action Date of letter sent to Sukakpak Inc asking for status of work planned and the intentions to conduct the planned work. This letter was sent as followup to phone call to Sukakpak representative that had indicated the work had not yet been conducted. 9/9/2014 Document, Report, or Work plan Review - other The Contaminated Sites Program (CSP) reviewed the "revised" Groundwater Monitoring Well Installation and Stockpile Monitoring Report for the Coldfoot Camp Generator Release site, dated December 23, 2014. During the investigation, seven soil borings were advanced around the source area of the spill, four of which were completed as groundwater monitoring wells. Samples were collected during drilling, from the monitoring wells, and from one of the soil stockpiles. The nature and extent of contamination was not defined. The CSP requested a work plan to delineate the plume area and resample the monitoring wells by November 1, 2014. See file for additional CSP comments regarding report. Joshua Barsis

In August of 2014, Monitoring Wells MW1, MW2, MW3, and MW4 were sampled and analyzed for GRO, DRO, and BTEX. The samples collected from MW1 exhibited concentrations of DRO up to 4.3 mg/L. The report documented groundwater sampling activities completed in August 2014. Monitoring Wells MW1, MW2, MW3, and MW4 were sampled and analyzed for GRO, DRO, and BTEX. The samples collected from MW1 exhibited concentrations of DRO up to 4.3 mg/L. All other samples were below cleanup levels for all compounds. 1/23/2018 Document, Report, or Work plan Review - other Reviewed the following two reports: the 2016 Groundwater Assessment and Stockpile Monitoring Report, dated January 12, 2018 and the 2017 Groundwater Monitoring and Stockpile Monitoring Report, dated January 18, 2018. Both reports are relevant to both of the sites located in Coldfoot; the Coldfoot Camp Generator Release site (330.38.123) and the Coldfoot Camp Crew Quarters Fuel Line site (330.38.132). Activities completed in 2016 generally included advancing 8 boreholes, installing 4 permanent monitoring wells, and collecting soil and water samples as applicable, including from the onsite drinking water well. Additionally 3 of 8 total wells were surveyed to determine groundwater flow directions. Well MW-1, associated with the generator release site could not be sampled because an emergency generator was installed over the monument of MW-1. None of the soil or water results exceeded the most stringent ADEC cleanup levels. Groundwater flow direction was determined to be 85 degrees west. Water samples were again collected from Monitoring Wells MW2, MW3, and MW5 through MW8 in 2017. Well MW1 was located under the emergency generator (noted in 2016), however was partially destroyed and filled with gravel. Well MW4 was not located. It was noted in the 2017 report that an excavation to replace an adjacent faulty underground propane tank occurred in the vicinity of MW4 and it is likely that the well was destroyed during these activities. None of the water sample results from the 2017 effort exceeded the Table C groundwater cleanup levels. Continued evaluation of the land-farmed soils (Stockpiles 2, 3, and 4) was completed during both the 2016 and 2017 efforts. Samples collected from the east half of Stockpile 2 were below ADEC cleanup levels. Generally, results of the 2016 and 2017 effort revealed that the extent of contamination is bounded, except to the east of Well MW1 (historically the most contaminated well). ADEC requested a work plan for further delineation by March 1, 2018. Joshua Barsis

4/18/2023 Compliance Advisory Letter RP was sent a Compliance Advisory Letter on 4/17/2023 after several requests for updates and attempts to contact by previous project manager. In September 2018, ADEC sent approval of Groundwater Monitoring Well Installation/ Corrective Action Work Plan. There have been no summary reports or updates on any work done at the site since. The RP has been requested to provide an update on the work plan as well as the maintenance and condition of on-site stockpiles by May 31, 2023. Dawn Wilburn

2/2/2024 Site Characterization Report Approved Reviewed the revised 2018 site investigation report received February 2024 and sent approval letter to RP. This report summarized groundwater sampling, stockpile soil sampling, decommissioning of well MW3 and installation of well MW1R and MW9. Groundwater contamination was below cleanup levels. Samples from stockpile 2 indicated concentrations were below cleanup levels and stockpiles 3 and 4 are still above cleanup levels. DEC has requested further sampling to include VOCs and PAHs (in the stockpiles) to eliminate them as contaminants of concern. Dawn Wilburn

Groundwater samples from monitoring wells MW1-R and MW-5 were collected and analyzed for GRO, DRO, VOCs, and PAHs. All results were either non-detect or below Table C cleanup levels. Stockpiles 3 and 4 were also field screened and soil samples were collected and analyzed for GO, DRO, VOCs and PAHs. All soil sample results from stockpile 3 and the southern portion of stockpile 4 were below cleanup levels. DEC has approved the reuse on site of these soils.
