Problems/Comments

The Muldoon Greenhouses occupied what are now Tracts A, B, C, and D of the Muldoon Estates Subdivision, and were in use from 1968 until the property was sold in approximately 2004. As of 2004, the Muldoon Greenhouses complex included a greenhouse, shed, residence with garage, and barn. A hazardous materials survey was conducted on the buildings in October 2007. Asbestos containing materials (ACMs) and lead-based paint were identified as materials of environmental concern within the buildings, as were some batteries and mercury-containing thermostats. The buildings were demolished in 2009, in accordance with the required protocols for the identified hazardous materials. A Phase I environmental site assessment (ESA) of what are now known as Tracts A, B, C and D of the Muldoon Estates Subdivision was completed in 2004 and revealed the following: •Surface stains were observed in the maintenance/storage area of the greenhouse and shed floor; •A 500-gallon gasoline underground storage tank was reportedly removed from the property in 1989; no evidence of release was noted by the operator, but it is unknown whether surrounding soil was tested at the time of removal; •Heating oil tanks may have been used at the property between 1968 and 1974, since the utility company asserts natural gas was not installed until 1974, contrary to the property owner’s statement that natural gas was used at the target property from 1968 on; •Pesticide treatments were used in the greenhouse every two weeks in the summer; plant runoff was discharged to the ground surface leading to the potential for infiltration into soil and groundwater; •On-site debris included non-operational vehicles and used tanks; and •ACM/lead-based paints were of concern within the buildings. Recommendations of the Phase I included characterizing the impacted soils, cleaning up debris, evaluating the underlying soils, and completing an ACM/lead based paint analysis. The ACM/lead paint analysis was completed in 2007 prior to the buildings being demolished. In 2008 the MOA initiated a project to relocate Chester Creek from Tract A of Muldoon Estates to Tract D to improve drainage and alleviate yearly flooding at the Muldoon and DeBarr Roads intersection. The project will also provide better fish passage and improve water quality through replacement of an oil and grit separator. The property was replatted to designate a separate tract (Tract D) for the relocated Chester Creek. A geotechnical investigation was completed in 2010 that included very basic contaminant sampling along the proposed realignment within Tract D (adjacent to Tract A). Several contaminants were detected within Tract D below Alaska Department of Environmental Conservation (DEC) regulatory levels. No contamination has been confirmed by sampling within Tract A as of 2011. The Municipality of Anchorage applied for a Targeted Brownfields Assessment (TBA) of Tract A from the U.S. Environmental Protection Agency in December 2011. The TBA request asked for an updated Phase I ESA of the property, as well as Phase II sampling to determine what, if any, contaminants are onsite and in what quantities.

7/22/2013 Document, Report, or Work plan Review - other Reviewed Muldoon Estates-Tract A Targeted Brownfield Assessment (TBA) dated May 2013. Soil samples were collected from several potential source areas including the Southern Greenhouse, Northern Greenhouse Septic Tank/Drain Field, and a historic UST. Sediment samples were collected from Chester Creek and groundwater samples were collected from boreholes at the Septic Tank/Drain Field. Samples were analyzed for various contaminants including pesticides, herbicides, PCBs, Tal metals, GRO, DRO, RRO, and BTEX. At the Southern Greenhouse, arsenic, chromium, thallium, alpha-chlordane, gamma-chlordane, Lindane, and heptachlor were detected above ADEC cleanup levels in surface soil while subsurface soil contained concentrations of arsenic and chromium above cleanup levels. At the Northern Greenhouse, arsenic, chromium, and cadmium were detected above ADEC cleanup levels in surface soil; subsurface soil samples were not collected. At the Septic Tank/Drain Field, arsenic and chromium were detected above ADEC cleanup levels in subsurface soil; surface soil samples were not collected. Two groundwater samples collected from temporary wells did not contain contaminants above cleanup levels. Chester Creek sediment sample results were compared to ADEC soil cleanup levels, as this reach of the creek is proposed for realignment as part of the site redevelopment activities. Arsenic and chromium were detected above ADEC cleanup levels in these samples. At the historic UST, arsenic and chromium were detected above ADEC cleanup levels in subsurface soil. Arsenic, cadmium, chromium, and thallium were detected in nearly every soil sample at similar concentrations, therefore these detections are considered representative of background soil conditions at the site and not related to the release of a particular contaminant into the environment. The TBA proposes excavation of pesticide contaminated soil and disposal at a permitted facility in Oregon or Washington. Bill O'Connell
6/16/2014 Document, Report, or Work plan Review - other Reviewed Muldoon Estates Contaminated Site Cleanup Plan. This plan builds on previous investigations that identified the presence of the pesticides lindane, alpha- and gamma-chlordane and heptachlor above ADEC cleanup levels, and also the presence of dioxins below cleanup levels. Activities to be conducted under this plan include pre-remediation sampling to verify and better delineate the extent of pesticide contamination and evaluate for the presence of dioxins and also site remediation to include the excavation and disposal of pesticide contaminated soil from three discrete locations. Soil will be disposed of in a RCRA subtitle C or D landfill in the Lower 48 as appropriate and the excavations will be backfilled with clean fill after confirmation samples are collected Bill O'Connell
9/12/2014 Document, Report, or Work plan Review - other Reviewed Interim Report, Pre-Remediation Sampling for the MOA Muldoon Estates Tract A site. Ten locations that were originally sampled during the Targeted Brownfield Assessment (TBA) were resampled and soil samples were also collected from the base and perimeter of the areas proposed for excavation and the samples were analyzed for pesticides. Soil samples were also collected for analysis of dioxins from three locations in the southern portion of the property. Previous sampling indicated a potential correlation between dioxins and pesticides so the samples with the highest pesticide concentrations during the previous sampling effort were also analyzed for dioxins. Of all the samples collected, contaminants above ADEC cleanup levels were only detected in one sample, SG18SS, which contained Lindane at 11.6 ug/kg, which is above the migration to groundwater cleanup level of 9.5 ug/kg. The duplicate sample from this location contained Lindane at 8.85 ug/kg. This sample was collected in the same location as the 2012 sample, which contained Lindane at 27 ug/kg. Three of the pesticide samples that were collected from the areas with the highest pesticide concentrations in the 2012 TBA were also analyzed using the Toxicity Characteristic Leaching Procedure (TCLP) to determine compliance with Resource Conservation and Recovery Act (RCRA) regulations. None of the TCLP samples exceeded RCRA benchmark criteria. Dioxin data was evaluated using the World Health Organization Toxicity Equivalency Quotient (WHO TEQ) method which indicated dioxin concentration were at least two orders of magnitude below the cleanup level. Due to sample dilution, the level of quantitation (LOQ) for several analytes was elevated above the migration to groundwater cleanup level for several samples, however none were elevated above the direct contact or inhalation cleanup levels. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and this site will be closed.
