6/27/2012 | Document, Report, or Work plan Review - other | DEC received from TPECI results from the sampling beneath the tanks. DRO contamination is present above migration to groundwater. TPECI proposes to stockpile the soil above the liner on a stockpile at the landfill to later dispose at the landfill. Solid waste indicated landfill is not yet permitted and proposed changes in regulations may prevent the diesel contaminated soil from being disposed of there once it becomes permitted. DEC approved temporary storage of the stockpile at the landfill (so that work can proceed as scheduled) conditioned to a submission of a soil remediation plan before the end of the field season. | Tamara Cardona-Marek |

7/6/2018 | Update or Other Action | City of Stebbins has advised DEC that they have been tilling the stockpiled soil at the landfill (removed from above the tank liner at Tapraq Tank Farm) every other day since May 1. The status of the site characterization effort at the tank farm is unknown. DEC has requested a formal letter documenting past work and planned work from the city. | Gretchen Caudill |
7/2/2019 | Document, Report, or Work plan Review - other | DEC comments provided on landfarm work plan planned for a materials site/quarry outside of Stebbins for ~75 CY of contaminated soil currently stockpiled at the Stebbins Landfill, but originated from Tapraq Fuel Co. Landfarm location is within the footprint of the AVEC landfarm yet to be closed out. | Gretchen Caudill |
7/10/2019 | Document, Report, or Work plan Review - other | Work Plan Approved - About 75 cubic yards of soil was excavated from the west section of the Tapraq Fuel Company fuel farm and stockpiled at the Stebbins Landfill in 2012. Analytical sampling confirmed diesel range organics (5,080 mg/kg) contamination above DEC cleanup levels in soils. This work plan details the construction of a landfarm at a materials site/quarry outside of Stebbins for the stockpiled soil currently staged at the Stebbins Landfill. | Gretchen Caudill |
