Problems/Comments

The site, previously known as SER001-2008, now designated as Eielson AFB Bldg. 4361 Cold Storage & Bulk Fuel, was previously a fuel distribution and cold storage facility. Records indicate that one aboveground storage tank (AST) and one underground storage tank (UST) were removed in 1994, and two ASTs were removed in 1996. Fuel pipelines and distribution equipment is no longer on site, but there is no record of their disposal. In 2008, during excavation for work on a utilidor, soil from the excavation was analyzed for Gasoline Range Organics (GRO), Diesel Range Organics (DRO), Residual Range Organics (RRO), and benzene, toluene, ethylbenzene, and xylenes (BTEX). GRO (605 mg/kg), DRO (546 mg/kg), benzene (697 mg/kg), and ethylbenzene (10,300 mg/kg) were detected above DEC cleanup levels. 2009 and 2010 site investigations included shallow soil borings and groundwater sampling from temporary monitoring wells. Samples from 2009 and 2010 were tested for BTEX, volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), and Resource Conservation and Recovery Act (RCRA) regulated metals. Maximum concentrations of analytes detected above DEC cleanup levels in soil: Benzene - 270 mg/kg; Ethylbenzene - 1,200 mg/kg; Toluene - 3,700 mg/kg; total Xylenes - 5,200 mg/kg; DDT - 35 mg/kg; DDD - 34 mg/kg; Chromium - 33 mg/kg; lead - 1,880 mg/kg. A number of VOCs were identified at or above DEC cleanup levels, including n-butylbenzene, sec-butylbenzene, t-butylbenzene, n-proplybenzene, 1,2,4-trimethylbenzene, 1,3,5-trimethybenzene. Maximum concentrations of analytes detected above DEC cleanup levels in groundwater: Benzene - 41 mg/L; Ethylbenzene - 7.2 mg/L; Toluene - 80 mg/L; total Xylenes - 28.4 mg/L. VOCs n-propylbenzene and 1,2,4-trimethylbenzene were detected at or above DEC cleanup levels. The Phase II SER Report recommends coordination with the ADEC for further characterization and remediation on this site. Future work will proceed in cooperation with ADEC under the Compliance Site Restoration Program.

Based on soil and groundwater data collected at the site in 2010 there appears to be a chemical source beneath the paved area onsite. No drainage pathways are located onsite; therefore, no release mechanism exists for surface water and sediment impacts. Phase II Source Evaluation Report (SER) will be completed as a site inspection. 2/1/2012 Document, Report, or Work plan Review - other 2012 – Final Phase II Source Evaluation Report for CS081 received February 2012. This Source Evaluation Report (SER) Phase II assesses the source area designated as SER001-2008 at Eielson Air Force Base (AFB). In soil samples, concentrations of GRO, DRO, select VOCs, lead, and pesticides exceeded state soil cleanup levels and are considered contaminants of concern at the site. The extent of GRO, DRO, VOC, and lead exceedances has not been delineated in soil. The extent of pesticide exceedences is limited to shallow soil at two adjacent locations. RRO, additional VOCs, SVOCs, PAHs, and metals were detected in soil samples at concentrations below cleanup criteria. In groundwater samples, concentrations of VOCs and one SVOC (PCP) exceeded state groundwater cleanup levels and are considered contaminants of concern at the site. The extent of contaminants has not been fully delineated. It is recommended to preform additional characterization to delineate the extent of impacted soil and groundwater, and evaluate vapor intrusion indoor air pathway and implement remedial action at site. *Added to CSP:8/1/2014* Anna Iverson

3/4/2013 Update or Other Action Staff reviewed the Draft Source Evaluation Report for Multiple Sites at Eielson AFB, of which Bldg. 4361 is a part. In a letter dated March 4th, 2013, ADEC noted that the report does not meet the requirements of a Release Investigation, nor complete a full Site Characterization under State regulations. The letter also notes that completed sampling has thus far been limited, and that there are still data gaps to be addressed. Specific to Bldg 4361, the sampling done thus far finds levels of DRO in the soil above screening levels. DRO, GRO, and numerous VOCs were detected in the groundwater at very high levels. 9/6/2013 Document, Report, or Work plan Review - other 2013 – Final QAPP SRI at site CS081 and CSM updates ST13/DP26, SS37, ST10,SS14, and LF03/FT09 received September 4, 2013. Specific analytes found in soil above the cleanup levels in 2010 were arsenic, BTEX, chromium, dichlorodiphenyltrichloroethane (DDT), dichlorodiphenyldichloroethane (DDD), and lead. Arsenic was found in most samples and was attributed to background levels. Source evaluation investigation delineated the southern and portions of the eastern extents BTEX in soil and groundwater, the extent of GRO and DRO is unknown. *Updated in CSP 8/1/2014* Anna Iverson
6/13/2014 Update or Other Action On April 23, 2014, the Alaska Department of Environmental Conservation and the United States Air Force reached agreement on the State-Eielson Air Force Base Petroleum Site Restoration Agreement (Two-party Agreement). This agreement was established to perform any necessary assessment, monitoring, remediation and cleanup determinations for petroleum contaminated sites at Eielson Air Force Base. This site was identified as a petroleum contaminated site requiring a response action and its cleanup will continue under Alaska regulations, following the procedures established in the agreement. 3/4/2016 Document, Report, or Work plan Review - other DEC evaluated the “Draft Uniform Federal Policy for Quality Assurance Project Plan, Contaminated Soil Excavation, Transportation, and Disposal Site SER001-2008 (CS081), Eielson Air Force Base, Alaska” (CS081 QAPP) dated January 2016 and provided comments to the USAF. The CS081 QAPP describes the proposed excavation and disposal of approximately 10,000 tons of petroleum, oil, and lubricant- (POL-) contaminated soil; and approximately 200 tons of soil contaminated with trichloroethene (TCE), pesticides, or lead from the site. 5/23/2016 Cleanup Plan Approved DEC issued a letter approving the “Final Uniform Federal Policy for Quality Assurance Project Plan, Contaminated Soil Excavation, Transportation, and Disposal, CS081 Eielson AFB, Alaska” dated May 2016 (CS081 QAPP). The CS081 QAPP describes how the U.S. Air Force (USAF) intends to excavate and dispose of approximately 7,250 cubic yards of contaminated soil from the site; and complete confirmation sampling of the excavation limits to document soil above DEC’s Method Two cleanup levels has been removed to greatest extent practicable. 6/22/2016 Site Visit Brunner and Breitenberger visited the site to observe the extent of soil removed to date under the "Final Uniform Federal Policy for Quality Assurance Project Plan, Contaminated Soil Excavation, Transportation, and Disposal, CS081 Eielson AFB, Alaska” dated May 2016.
