Problems/Comments

The Old Community Clinic was built in the 1960s and operated until 2000. Various entities occupied the building from 2000-2010, including the Village Public Safety Office, the Village Police Office, and a construction crew. The building has been unoccupied since 2010. This site was the subject of an Environmental Protection Agency (EPA) Targeted Brownfields Assessment Phase I Environmental Site Assessment (ESA) conducted in September 2011 to assess the site for historic petroleum, polychlorinated biphenyl (PCB), asbestos, and lead contamination. At the time of the site visit, the Old Community Clinic site contained three heating oil aboveground storage tanks (ASTs) (one 500-gallon tank in poor condition and two 55-gallon drums set on wooden cribbing). Hydrocarbon odors were noted in the organic mat near all three ASTs. Surface soil sampling near the clinic building, ASTs, and fuel distribution line showed diesel range organics (DRO) above migration to groundwater cleanup levels, from 602-1,270 milligrams per kilogram (mg/kg); residual range organics (RRO) below migration to groundwater cleanup levels, from 1,860-9,150 mg/kg; and very small amounts of gasoline range organics (GRO), toluene, ethylbenzene, and xylenes. Red vinyl sheet flooring in the building was found to contain 3% chrystotile, making the material a non-friable Category II asbestos-containing material. Elevated levels of lead (but below the EPA screening level) were found in paint samples from the entryway and exterior wall (under overlying paint), from 590-920 parts per million (ppm).
