Problems/Comments

Surface releases of tetrachlorethylene from the back door of the dry cleaning facility at the strip mall. Two release points have been identified, one on Lot 12B and one on the neighboring property Lot 13B (tracked separately under Hazard ID 4001 / File No. 2100.38.047).

7/30/2012 Site Characterization Workplan Approved Staff reviewed and conditionally approved of Alta Geosciences, Inc.’s “Well Installation and Groundwater Sampling Work Plan, KUA Jewel Lake Site, ADEC File No. 2100.38.047”, dated July 20, 2012. Alta proposes to install two groundwater monitoring wells on the Lot 12B-2 north of the 2012 Soil Remediation Area. During well installation, soil samples with the highest field screening headspace reading will be collected and analyzed for VOCs according to CSP approved methods. Once the wells are installed, developed, and purged, groundwater samples will be collected and analyzed for VOCs in accordance with CSP approved methods. Staff approved of work plan provided an additional monitoring well is installed south of the 2012 soil remediation area. This monitoring well shall be sampled for VOC’s along with the two other newly installed monitoring wells. Groundwater flow is to the south in this area and thus, CSP would like to determine if a chlorinated solvent plume is migrating south off the property. Todd Blessing
2/12/2013 Update or Other Action Staff reviewed Alta Geosciences "Monitoring Well Installation and Groundwater Monitoring Report", dated December 28, 2012. Alta documented the installation and sampling of three monitoring wells on Lot12B. Soil and groundwater samples were collected during the well installation and were analyzed for volatile organic compounds. No volatile organic compounds were detected above 18 AAC 75 cleanup levels in soil or groundwater. Todd Blessing

9/14/2017 Institutional Control Update Contacted by an engineering firm under contract by the landowner to investigate possible property development on this property. They are aware of the asphalt cap which is providing a protective barrier to the historic contamination and plan on leaving the cap in place. 6/11/2018 Update or Other Action The extent of soil contamination has been defined to an area on the west central portion of the project. Soil transport forms were provided by Anchorage DEC program management to the contractors to move approximately 28,000 cubic yards of non-contaminated soil off the property. Evonne Reese

Groundwater Use Restrictions Installation of drinking water wells must be approved by ADEC.
Maintenance / Inspection Of Engineering Controls An asphalt cap must be constructed over the site in order to prevent exposure to receptors through direct contact and inhalation. The cap must be maintained as needed and inspected every 5 years.
New Construction Restrictions New construction in the area of contamination must evaluate the vapor intrusion pathway.
Other KUA, Inc., or any successor land owner if the property has been transferred or sold, shall report to ADEC every five years to document land use, or as soon as they become aware of any change in land ownership and/or use, if earlier.
Advance approval required to transport soil or groundwater off-site. Standard condition.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
