Reviewed the Former Hydrocarbon Release Additional Site Investigation Report, dated February 9, 2013, prepared by Alaska Consulting and Environmental Engineering. On January 19, 2013, two soil borings (SB-1 and SB-2) were drilling in the areas of previously identified contamination. SB-1 was drilled near the south edge of the contamination encountered in August of 2012 and SB-2 was drilled near the southwest edge of the contamination encountered in September 2012. Each soil boring was drilled and sampled to a depth of the groundwater table interface. DRO soil contamination was encounter in SB-1 at 2,590 mg/kg, at a depth of 5 to 7 feet below ground level, and all analytes were not detected in SB-2. Groundwater was encountered at a depth of 25.6 and 26.0 feet below ground level, with no contamination encountered at the groundwater table interface. The stockpile from the August driveway excavation consisting of approximately 50 to 60 cubic yards and is being proposed to be sampled in the spring. If soil contamination is encountered, the soils will be transported to Alaska Soil Recycling, and if acceptable land spread. The stockpile from the September 2012 water line excavation consisted of approximately 20 to 25 cubic yards. The soil concentrations exceeded the soil cleanup levels and are being proposed to be transported to Alaska Soil Recycling for treatment and disposal. |

Cleanup Complete Determination Issued with the following condition: Any proposal to transport soil off-site requires ADEC approval in accordance with 18 AAC 75.325(i). A “site” [as defined by 18 AAC 75.990 (115)] means an area that is contaminated, including areas contaminated by the migration of hazardous substances from a source area, regardless of property ownership. The excavation of soil on this property in the vicinity of the two (2) estimated areas identified in the DOWL HKM Figure 2, Site Map, dated June 5, 2012 (see Attachment A) may expose contaminated soil requiring proper safety, management, and disposal practices. Any person(s) excavating soil or moving soil from the vicinity of these two areas shall contact ADEC and should coordinate with the Kenaitze Indian Tribe. The Kenaitze Indian Tribe shall provide the services of a qualified impartial third party, as required in 18 AAC 75, in order to properly monitor, assess, manage, treat, and dispose of any contaminated media, in accordance with all applicable ADEC regulations at that time. |
