Problems/Comments

Heating oil releases from two unregulated tanks was reported to ADEC's Contaminated Sites Program in August 2012. During site investigation work in August 2012 petroleum-contaminated soil from the two tanks, a 500-gallon aboveground storage tank (AST) and a 1,200-gallon underground storage tank (UST) was to some extent comingled, but the AST release was determined to have been cleaned up to applicable 18 AAC 75 Method Two cleanup levels. Contamination at the UST location was associated with a damaged fill pipe; each time the tank was filled, heating oil was released into the underlying soil. Accessibility is a problem with respect to the UST because a garage with a slab-on-grade was constructed over the UST, with the fill end of the UST located just below the foundation along a wall of the garage and the fill pipe angled out from the wall to allow the tank to be filled. The garage is attached to the home. During the 2012 work the UST was decommissioned in place and later replaced by an AST. Accessible petroleum-contaminated soil from the UST was excavated to 17 feet below the ground surface (bgs). Groundwater investigation and long-term monitoring were completed in late 2016, and the site was closed following decommissioning of the three monitoring wells and piezometer on the property in May 2017.

3/13/2014 Document, Report, or Work plan Review - other Review letter issued this date for report "Characterization and Remediation Investigation at 629 Tazlina Terrace" dated February 19, 2014 and prepared by TERRASAT. The report documents the summer 2012 excavation and transport for thermal treatment of ~218 tons of petroleum hydrocarbon contaminated soil. Contaminant sources included a 500- gallon aboveground storage tank (AST), a 290-gallon AST, and a 1,000-gallon underground storage tank (UST), all used for heating oil storage. A total of 8 confirmation soil samples were collected from excavations beneath the AST locations. Confirmation samples from the limits of the AST excavations confirmed contaminated soil was removed. Five soil samples were collected from the UST excavation pit. Analytical soil samples confirmed that contaminated soil was removed north of the UST; however, soil contamination remains underneath the garage. ADEC requested that a work plan be submitted by May 31, 2014, including a work schedule, to include advancing boreholes to the east, south, and west of the underground storage tank. ADEC also requested that the extent of soil contamination remaining beneath the slab be delineated and the migration to groundwater pathway investigated, and a conceptual Site Model (CSM) submitted. 9/12/2014 Document, Report, or Work plan Review - other ADEC letter issued on 9/12/2015 conditionally approved "Work Plan and Groundwater Characterization for Delineation of Contaminated Soil at 629 Tazlina Terrace" dated 8/1/2015 and plan modification provided by email on August 20, 2014. The plan proposes installation of three push probes to investigate remaining soil contamination and determine whether the heating fuel release impacted the groundwater, reportedly present 20 feet or more below the ground surface. The plan modification entails adding one additional push probe, installed at a 45-degree angle, to provide a continuous core, with the objective of characterizing contamination remaining in shallow soil adjacent to and beneath the closed-in-place tank. The letter followed verbal limited approval of the plan granted on Sept. 5, 2014 to the extent that the consultant could plan for mobilization to the property. ADEC's letter noted concerns that the push probes may not be successful in terms of soil sample recovery, given the rocky soil type, or determining depth to groundwater, with the caveat that is the results of the investigation are inconclusive additional work will be required to determine whether groundwater has been impacted. The former owner provided ADEC with settlement documents stating that 1) the purchaser (lending institution) retains and reassumes any and all obligations and liabilities relating to or arising from existing residual contamination, with residual contamination defined as diesel fuel compounds present on the property on December 10, 2012;; and 2) the purchaser shall indemnify, defend and hold the former owner harmless from all such obligations and liabilities. 11/5/2015 Document, Report, or Work plan Review - other ADEC's letter dated 11/5/2015 reviewed the "Report of 2015 Soil and Groundwater Investigation at 629 Tazlina Terrace, Copperville, Alaska, October 5, 2015" and the "Addendum to: Report of 2015 Soil and Groundwater Investigation, October 28, 2015". Based on the review ADEC requested that the responsible party submit a plan for additional site characterization that includes sampling and measuring the vertical elevation of the existing monitoring wells and installing an additional well downgradient of the contaminant source. 1/12/2016 Document, Report, or Work plan Review - other ADEC letter dated 1/12/2016 responds to a letter dated 11/16/2016 from the responsible party's counsel that had the subject line "Renewed Request for Conditional Site Closure". ADEC's letter provides an explanation for the requested additional work and reiterated most of the requirements of the previous letter of 11/5/2015 with the exception of the installation of an additional monitoring well. ADEC noted that although field observations at the time the wells were installed warranted placing a monitoring well downgradient from the former UST location, installation of the additional boring completed as a monitoring well is not requested at this time and the need for an additional boring and/or well will be evaluated following review of additional groundwater monitoring results.
