Problems/Comments

In September 2012, petroleum-contaminated soil was reported at the Four Seasons Mobile Home Park. Contamination included multiple releases from underground fuel distribution piping that was fed by a single above ground storage tank. Additional contamination in the form of soil staining from vehicle maintenance activities was excavated and transported off site for thermal treatment.

9/28/2012 Site Visit Contaminated Sites staff visited the site to observe several hundred feet of exposed buried fuel line, including observable releases at two areas along the pipeline. The fuel line observed by staff had an outside diameter of approximately 1.25 inches. 5/6/2013 Site Characterization Report Approved ADEC letter - partial review of two reports, the "Characterization and Remediation Investigation at Four Seasons Mobile Home Park" dated April 3, 2013 and review of the "Characterization and Remediation Investigation at Four Seasons Mobile Home Park-Oil Stains on Lots" dated March 30, 2013 and received by ADEC on April 8, 2013. The first report presents the sampling results from the soil sampling associated with the six abandoned heating oil distribution lines designated 1 – 6, north-south supply line on eastern edge of site and soil associated with feed pipe from the former aboveground storage tank (AST). The lines are buried up to three feet below ground surface (bgs). The second report presents the remediation and sampling result from the surface soil stains associated with individual mobile home lots. The reports requested a site closure for a) Lines 1 thru 5 except in the “contaminated location” areas and b) for the surface soil stains. The Department denies your full requests for site closure on these issues as discussed further below, but does agree in part (see Summary section below). The surface soils (down to 6 feet) at Line 2 and Line 3 and for the surface soil stains located on the site have been characterized; however, it is still possible that a smear zone exists along these lines and/or groundwater contamination is a potential complete pathway. The CSP may require further action regarding groundwater and subsurface soil contamination. The CSP still considers Line 1, Line 4, Line 5, Line 6 and the Line running North-South on the eastern edge of the site as contaminated. We understand that your consultant is continuing to work in these areas and we expect a report on cleanup activities in these areas. CSP concurs with your consultant that Line 2 and Line 3 and the removed surface soil stains pose no risk to human health or the environment and concurs that the surface soil down to 6 feet bgs along Lines 2 and 3 where the pipes were removed has been characterized. CSP is requiring no further remedial action along Line 2 and Line 3 where the pipe was removed. If DEC finds evidence to suspect that groundwater is contaminated in the area, DEC may require monitoring wells to be installed within the existing roads or adjacent to the existing roads. The CSP still considers: Line 1; Line 4; Line 5, Line 6; and the Line running North-South on the eastern edge of the site; and soil associated with feed pipe from the former AST as contaminated. CSP strongly suggests that groundwater depth be determined in order to evaluate if vapor intrusion will be a potential pathway. 5/9/2013 Site Characterization Workplan Approved The work plan proposes to characterize and remediate the remaining known contaminated soil at the Four Seasons Mobile Home Park, associated with an abandoned heating oil distribution system. The remaining contamination exists on Lines 1, 4, and 5 and at the east pit, east of Line 3 in the unnamed road. Line 6 and the remaining supply line, running north-south, on the east of the property between Lines 4 and 6 will be investigated during May 2013. This work plan is approved with the following conditions: 1. Complete copies of field notes must be provided with the report. Please note that CSP requires a hard copy of the final report. Please do not submit the final report only electronically or in CD format; however, laboratory data will be accepted on a CD, if the report is more than 200 pages. Hard copies shall be delivered or mailed to the DEC office. 2. Please provide three (3) working days advance notice when planning to do work, to give us an opportunity to be on site to inspect. 6/14/2013 Site Characterization Report Approved The Alaska Department of Environmental Conservation’s (ADEC) contaminated sites program has completed its review of the Request for Line 1 Closure-Four Seasons Mobile Home Park dated June 3, 2013. Based on the analytical results of confirmation soil samples collected following the various removal actions, ADEC will require no further action at Line 1. Please note that Line 4, Line 5, Line 6, the Line running North-South on the eastern edge of the site; and soil the associated with the feed pipe at the former AST will require further action to delineate the nature and extent of contamination in these areas. 7/10/2015 Document, Report, or Work plan Review - other ADEC approved a dewatering plan dated July 7, 2015. The plan proposes dewatering from several well points along the eastern side of the mobile home park property, with intermittent pumping over an eight week period and disposal of water into the sanitary sewer. (Sanitary sewer disposal will require a permit from Anchorage Water and Wastewater Utility (AWWU)). The objective of dewatering is to remove contaminated water and to mobilize and remove mobile components of contamination from soil. Eileen Olson

Conclusions of the report include: DRO, RRO VICs and PAHs remain below ADEC groundwater cleanup levels in the four monitoring wells; request to cease groundwater monitoring and decommission monitoring wells FS-MW-01, FS-MW-02, FS-MW-03, and FS-MW-04, well points WP-1, WP-2, WP-5, and WP-6, and piezometers PZ-1, PZ-2, and PZ-3; and purge water from FS-MW-2 be filtered through a GAC and disposed of on the land surface, as the laboratory results show it is below cleanup levels. 3/16/2023 Site Characterization Report Approved 2021 Supplemental Investigation Report approve. Additional soil borings (13) and temporary wells (3) were installed at properties east of the trailer park at 330 and 340 Peppertree Loop. Samples were analyzed for GRO, DRO, RRO, VOC, and PAH. Groundwater was sampled twice, in February and in October 2021. There were detections in the soil borings and the temporary wells. Except for one soil boring (SB09) all detections in soil and groundwater were below the most stringent cleanup levels. One soil boring SB09 at the back of 330 Peppertree near the property boundary had detections of naphthalene in excess of the most stringent cleanup levels at 13.5 and 17 feet bgs. Lisa Krebs-Barsis
