Problems/Comments

Site SS083 consists of a paved lot north of Building 3240 that is used for temporary parking of R-11 refueling trucks. Building 3240 is an indoor heated parking facility for the refuelers. The west end of the building contains a maintenance shop and office space. No fuel tanks are currently located at the site; however, two 90-gallon ASTs used to store diesel fuel were previously located near the site. One AST was located on the northwest side of Building 3240 and the other AST was located at the west end of Building 3240. It is unknown when these two ASTs were removed. Stained surface soil was discovered on 8 July 2011 during the repavement of the lot north of Building 3240. A total of four areas were identified as potentially impacted using a photoionization detector (PID) to field screen soil; three areas were located in the middle of the parking lot and one area was located adjacent to Building 3240 near the former AST. Excavation of the impacted areas began on or before 19 July 2011. Soil was also excavated at the site during three additional soil removal events which took place 26- 28 September 2011, 4 October 2011, and on an unknown date after 4 October 2011. Throughout removal activities, the soil was segregated into two categories: (1) soil deemed to be clean and (2) soil deemed to be impacted. Soil deemed to be clean was returned to excavated areas. Fresh soil from an on-base source was used to bring excavated areas to grade. Approximately 770 cubic yards of impacted soil was removed during excavation. Impacted soil was temporarily stored at three locations on Eielson AFB prior to disposal: (1) adjacent to Building 3242, (2) Containment Cell #1, and (3) Containment Cell #2. On 28 September 2012, discreet samples were collected from the impacted soil stored at these locations to characterize the soil for disposal. The contaminated soil was removed from the site on 13 October 2012 for transportation to Organic Incineration Technology, Inc. located in Moose Creek, Alaska for thermal treatment.

The purpose of this preliminary evaluation was to determine the appropriate path forward for Site SS083 The source of potential impacts at the site is suspected to be fuel as a result of historical spills and/or leaks associated with R-11 refueler trucks and an AST used to store diesel fuel. The magnitude and extent of the contamination left in place following excavation in 2011 is unknown. 6/13/2014 Update or Other Action On April 23, 2014, the Alaska Department of Environmental Conservation and the United States Air Force reached agreement on the State-Eielson Air Force Base Petroleum Site Restoration Agreement (Two-party Agreement). This agreement was established to perform any necessary assessment, monitoring, remediation and cleanup determinations for petroleum contaminated sites at Eielson Air Force Base. This site was identified as a petroleum contaminated site requiring a response action and its cleanup will continue under Alaska regulations, following the procedures established in the agreement. The report describes results of site characterizations (SCs) at multiple contaminated sites managed under the Compliance Restoration Program (CRP) at Eielson Air Force Base (AFB), Alaska. In order to delineate the extent of contamination at the eight CRP sites included in this report, Environmental Compliance Consultants, Inc. (ECC) partnered with Jacobs Engineering Group Inc. (Jacobs) to collect surface and subsurface soil, groundwater, surface water, and sub and near-slab soil gas samples; conduct an analytical data quality review; and screen for human health risk. Analytical sampling conducted during the 2015 through 2017 field activities closed data gaps from previous investigations and demonstrated that further characterization is not needed at three of the CRP sites; the remaining six sites require further investigation. Further soil investigation of GRO, DRO, RRO VOCs, and PAHs is recommended to delineate the soil contamination to the south of the SS083 site. Bri Clark

The U.S. Air Force (USAF) is managing the remediation of contamination at these sites, associated with petroleum and petroleum-related compounds, in accordance with the State-Eielson Agreement (USAF 2014), referred to as the two-party agreement. Any Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) constituents remaining after remediation of the petroleum-related contamination will be addressed by transferring sites back to the Eielson Air Force Base, Federal Facility Agreement Under CERCLA Section 120 (USAF 1990), referred to as the three-party agreement. Revision 1 incorporates corrected analytical reports that were provided by the laboratory in December 2022, after the approval of the Final Supplemental Site Characterization Report.
