1/11/2013 | Document, Report, or Work plan Review - other | Reviewed 319 Shelikof Street Processing Facility Post Phase I Soil Contamination Issues Report. This report details work that was conducted at this former seafood processing facility to support a property transfer. Three areas of contamination were noted during the Phase I which were addressed as part of this effort; a floor drain (in-sump) the discharge of the floor drain to the subsurface (out-sump) and petroleum stained areas in the facility parking lot. A sludge sample collected from the in-sump in October 2011 contained chromium at 273 mg/kg, arsenic at 37.5 mg/kg, DRO at 5,040 mg/kg and RRO at 19,900 mg/kg. The sludge removed from the sump will be disposed of as hazardous waste at an approved facility in Arlington, Oregon in February, 2012. A leak test was performed at the floor drain sump and it was determined to leak, so the entire sump was removed in order to characterize the underlying soil. A soil sample collected below the former sump contained DRO up to 410 mg/kg, arsenic up to 38 mg/kg, and chromium up to 383 mg/kg. Additional material was excavated and the confirmation sample collected following excavation did not contain contaminants above cleanup levels. This floor drain was connected to a subsurface, log crib-style outfall outside of the building. This outfall area was excavated and a soil sample was collected from the bottom of the excavation. Arsenic was detected up to 13.9 mg/kg and chromium was detected up to 34.6 mg/kg. The arsenic and chromium detections in these source areas are considered to be within the range of naturally occurring background concentrations and not due to a release of contaminants at the site. Three noticeable stains in the parking lot were sampled and found to contain DRO from 274 to 2,010 mg/kg. Further investigation of these stains found contaminant concentrations below ADEC cleanup levels at a depth of 2-3 feet below the stains indicating the extent of contamination is de minimis. | Bill O'Connell |
