Problems/Comments

In October 2011 a release of petroleum from drums, tanks, and debris on Lot 1 of Chum Creek Subdivision in Coffman Cove was reported to DEC. Initial response actions included collection of soil samples that confirmed petroleum contamination above DEC cleanup levels. 10/20/15: No cleanup has occurred on the property to date. The first step towards cleanup is to remove the derelict material and metal debris from the site. Numerous attempts on the part of the DEC have been made to initiate cleanup with no success. A Notice of Environmental Contamination was filed in April of 2014.

4/24/2014 Update or Other Action Industrial zoning is not an option; no zoning rules in Coffman Cove. Spoke to M. Fitzpatrick (City of Coffman Cove) and she said that the city does not want the property. Moving towards applying a NEC to the property. Danielle Duncan
7/25/2014 Institutional Control Record Established NOTICE OF ENVIRONMENTAL CONTAMINATION As required by the Alaska Department of Environmental Conservation (ADEC), Grantor, pursuant to 18 AAC 75.375 b (3), Michael Webb and Dan Jenkins, Grantees, as the owners [and operators] of the subject property, hereby provides public notice that the property located at: Chum Creek Subdivision Lot 1, Coffman Cove, AK 99918, and more particularly described as follows: Lot 1 Plat 98-4 has been subject to a discharge or release, regulated under 18 AAC 75, Article 3, as revised April 8, 2012. This property was originally a well-known unpermitted landfill according to Coffman Cove community members. The property was sold by the city to private owners, Michael Webb and Dan Jenkins in November of 1998. On or before the fall of 2011, an initial site excavation conducted by a prospective buyer revealed the presence of fifty-five gallon drums containing petroleum products in addition to solid waste including car parts, buried on the property. During excavation, one of these drums was punctured and its’ contents leaked onto the ground. Some site characterization and cleanup work has been completed, however, it is unknown what other possibly hazardous material remains buried on-site. Due to the incomplete characterization and cleanup work at this site as required under 18 AAC 75, exposure risks to human health and the environment are determined to be present. Danielle Duncan

3/26/2015 Site Visit Site visit with P. Benning. Accessed and viewed the site. There is a log preventing road entry to the property. There are 3 main piles of metal and other debris. I expressed to Mr. Benning that these would have to be removed prior to test pits/environmental assessment proceeds. I will talk to the property owners regarding this. I did not see any leaking drums however, I do not know what is buried on site. Once debris is removed, we can get a better idea of what we are dealing with. Verified that the monitoring well is still on site and appears to be in good condition. Danielle Duncan

9/15/2016 Update or Other Action Rec'd a phone call from an interested party/potential purchaser and sent information available in the e-file and useful web links. I let them know that a work plan must be approved by the ADEC prior to any work on a contaminated site. I also let them know that they would need the consent of the landowner. Danielle Duncan
