Problems/Comments

There are four main areas at the Caines Head/Fort McGilvray Site: North Beach, Battery 293, South Beach, and Rocky Point. Site features includeformer dumpsites, former fuel tank areas, former power house sites, former septic systems, and a tank vault adjacent to the entrance to the Battery 293 structure. Identified contaminants include DRO, GRO, RRO, BTEX, PAHs, VOCs, SVOCs, metals, pesticides, and PCBs. The site is currently owned by the Alaska State Parks. Remedial/cleanup activities are being conducted by the Former Used Defense Sites (FUDS) program.

The purpose of the is to collaborate with FUDS management on site progress and prioritization for all of the formerly used defense sites. FUDS prioritization is based on risk, congressional interest, state input and proximity to other sites on the prioritization list. 5/20/2020 Update or Other Action On October 28, 2019 DEC sent a follow up email to the USACE/FUDS Program which detailed the following 1) In 2015, DEC approved the use of Table B2 Method Two Ingestion cleanup levels for petroleum hydrocarbon contaminated soil at the Rocky Point portion of the Caines Head project. If USACE intends to use cleanup levels other than migration to groundwater in the other three areas (North Beach, Battery 293, and South Beach), written documentation supporting the use of Table B2 Ingestion Cleanup levels at each of the other three areas must be submitted to DEC for review and approval. 2) One sample collected at the Battery 293 Mess Hall Man Hole Septic Tank Vault exceeds the Table B1 Human Health Cleanup level for benzo(a)pyrene. Additional investigation must be conducted at this site to delineate the extent of contamination. Jamie McKellar

6/28/2023 Update or Other Action On 6/27/2023 DEC issued a No Further Action (NFA) letter for Rocky Point, the Battery 293 Ammo Storage and Laundry Building Tanks, and the South Beach Wood Stave Tank & Power house/Garrison Power House. The Caines Head site will remain open until all areas of concern have met the criteria for a cleanup complete determination. The 6/27/2023 NFA letter is available for download on the database.
