Problems/Comments

During a limited investigation at Building 1316 in July 2012, petroleum-contaminated soil above DEC cleanup levels was confirmed outside the building footprint adjacent to the overhead door access. A 4/13/08 spill that occurred from a heating oil day tank in the northeast corner of the building during fuel transfer activities is believed to be the likely source of contamination.

4/1/2013 Document, Report, or Work plan Review - other 2013- Phase 1 Source Evaluation Report (SER) for SS533 received January 2013. The purpose of this preliminary evaluation was to determine the appropriate path forward for the source area. The source of contamination is suspected to be from a spill released from the heating fuel day tank located in the northeast corner of the building resulting in fuel migrating under the overhead door seals and contaminating the soil outside and north of the overhead door access. Subsequent analytical data (July 2012) indicates this general area was found to have petroleum-impacted soil exceeding cleanup levels. There is insufficient data to determine either extent of contamination or potential risk to receptors. Therefore, a Phase II Source Evaluation Report (SER) should be completed as a site inspection, and additional environmental data will be collected. *Added to CSP: 8/8/2014* Anna Iverson
6/13/2014 Update or Other Action On April 23, 2014, the Alaska Department of Environmental Conservation and the United States Air Force reached agreement on the State-Eielson Air Force Base Petroleum Site Restoration Agreement (Two-party Agreement). This agreement was established to perform any necessary assessment, monitoring, remediation and cleanup determinations for petroleum contaminated sites at Eielson Air Force Base. This site was identified as a petroleum contaminated site requiring a response action and its cleanup will continue under Alaska regulations, following the procedures established in the agreement. 8/7/2015 Document, Report, or Work plan Review - other DEC provided comments to the USAF on the draft "2014 Site Characterization Report, Various Sites, Eielson Air Force Base, Alaska dated June 2015 (the 2014 CRP SCR). The 2014 CRP SCR describes sampling activities completed at PL001(M), CS082, SS530, SS068, SS083, TU531, CS074, CG517, SS533, TU077, SS519, SS079, CS525 at Eielson Air Force Base in July, August and September of 2014. Sampling of soil and groundwater was conducted to evaluate data gaps from previous investigations; delineate the nature and extent of soil and groundwater contamination; determine the potential for co-mingling of plumes from separate sites; and to determine the need, or lack thereof, for further investigation at each site.
