2013- Draft Phase 1 Source Evaluation Report (SER) for SS532 received January 2013. The purpose of this preliminary evaluation was to determine the appropriate path forward for the source area. Sediment samples from one or both wells exceeded either the migration to groundwater or direct contact cleanup level for diesel range organics, sernivolatile organic compounds and ethylene glycol. Water samples did not detect contamination above cleanup levels. There is insufficient data to determine either extent of contamination or potential risk to receptors. EPA's UIC program has been working with the Base to have the wells removed. Funding was not procured for the planned removal and EPA subsequently issued a Notice of Violation. Additional sampling should be completed when the UIC wells are removed. *Added to CSP: 8/8/2014* |

Final Work Plan for Closure of 2 Underground Injection Control Wells at Bldg.1232 received January 2015. The steps to complete closure of the UIC wells will be removal of remaining sediment from each well, collect soil samples from the bottom of each well, backfill and abandon UIC wells in-place, seal and abandon associated underground piping in-place, and finally complete paving of excavated area. The field work is slated to be completed between June and September 2015. |

DEC reviewed the draft document entitled, "Closure Report for Two Underground Injection Control (UIC) Wells at Building 1232" dated September 2015, and provided comments on the report to EPA on 10/6/15. EPA subsequently provided DEC's review comments to the USAF for consideration on 10/8/15. The draft report indicates that soil contamination (i.e. diesel-range organics and benzo(a)pyrene) and groundwater contamination(i.e. diesel-range organics) above DEC's Method Two cleanup levels remains in place after the UIC closure action. The need for additional characterization and cleanup at the site will be assessed. |

EPA issued a letter conditionally approving the permanent closure of the two underground injection control wells at Bldg. 1232. EPA's letter indicates that the wells are to remain abandoned in place at this time, provided the USAF continues to work with DEC to address the remaining soil contamination (i.e. diesel-range organics and benzo(a)pyrene) and groundwater contamination(i.e. diesel-range organics) above DEC's Method Two cleanup levels. |

DEC and EPA sent a joint letter to the USAF confirming receipt of the “Closure Report for Two Underground Injection Control Wells at Building 1232, Eielson Air Force Base, Alaska” dated October 2015, and agreeing it qualifies as a Phase 2 Source Evaluation Report for SS532. DEC's and EPA's letter also documented concurrence with the USAF's proposal, detailed in its February 11, 2016 letter, to transfer regulatory oversight of future investigation/cleanup actions at SS532 to the State-Eielson AFB Petroleum Site Restoration Agreement. |
